The President's recep tion on New Year's Day had heretofore been exclusively allotted to meet white citizens in the executive mansion. The appearance of colored persons was an event that surprised and provoked the multitude of negro-haters, who crowd the doors on such an occasion. The people waited until the num ber of white visitors diminished, then they strengthened their resolution and made bold to enter the hall. Some of them were richly dressed, while others wore the garb of poverty, but alike intent on seeing the man who had set our people free. They pressed forward until they beheld the stately form of the President. An eye-witness says For nearly two hours Mr. Lincoln had been shaking the hands of the 'sovereigns, ' and had become excessively weary, and his grasp became languid but here his nerves rallied at the unwonted sight, and he welcomed this motley crowd with a heartiness that made them wild with exceeding joy. They laughed and wept, and wept and laughed, exclaiming through their blind ing tears, God bless you!' God bless you, Abraham Lin coln!' God bress Massa Linkum!' We have not forgotten the sensation caused by the first sound from Sumter, when enthusiasm blazed high and bright; when bells rang out and flags waved, and the people rose as one man to cheer on the troops. I repel all such insinuations as false and groundless, but I repeat, that in my Opinion, gentlemen, members of this' Convention cannot stand up here and argue in favor of slavery in any form, without committing moral perjury. That is what I said, and to that I shall adhere. (applause) Mr. President, the gentleman from the Fifth District [mr Abell] has seen fit to make a long argument to overthrow my asser tion that slavery does not exist in the State of Louisiana. I say that assertion is literally true, that there is not a slave in the State of Louisiana to-day. There is no slavery, and can be none without the presence of physical power to enforce the'obedience of the slave to his master. That is an indispensable element of slavery, with out which it cannot exist. I ask the gentleman, where is the force today to compel the labor of the slave in this State Where 'is the auction-block? Where is the lash? Where is the power of the master to whip his slave and to enforce his will? The auction block has disappeared in the light of the new civilization that has dawned upon us the slave marts, where human beings were crowded together like cattle, thank God! Is no more among us and the lash has been abolished - first by the great law' of necessity, and secondly by the proclamation of military power. On the other hand, self-praise is real reproach, and a man's true worth will commonly be found to be inversely as his own vauntings. No merit is so great that vanity cannot debase it, and none so little that humility may not exalt it. Our assem bling together at this time, if we are actuated by the spirit which the occasion supposes and demands, cannot fail to be profitable in every view. It is an occasion of self-examination, not of self-applause; of commemorating a great civil achieve ment of another nation, not the military or political glory of our own of serious and humble preparation for following, not of self-complacent pride for setting, a noble example. The act of the British Parliament, and we may add in this case with peculiar emphasis, of the British nation, passed on the 28th day of August, 1833, to take effect ON this first day of August, 1834, enfranchises West India slaves, and confers for the first time the full fruition of civil rights upon West India freemen. It is an event sublime in its nature, comprehensive and mighty in its immediate influence and remote consequences, precious beyond expression to the cause of freedom, and encouraging beyond any measure of any government on earth to the hearts of all enlightened and just men. Angels have more joy for this than for the lost, found. They hold celestial jubilee for the stolen, restored, for him who stole, but shall steal no more, for the sons of God, their brethren which were dead, and are now alive again.' John Hutchins, of Ohio, in Reply to His Colleague, Mr. Cox, Delivered in the House of Representatives, Saturday, July 5, 1862 Mr. Chairman: My colleague [Mr. Cox] from the Columbus district, on the 6th of June, in Committee of the Whole, made a most extraordinary speech, intending thereby to damage the fair reputation of the Thirty-seventh Congress, whose epitaph, after a fashion, he took the pains to write out. The most cruel epitaph he could have written would have been the following, inserted at the close of his speech: "This speech was listened to with patience by the House." In justice to the House, it should be stated, that during its delivery there were but few members present, and most of them his political friends. There is one other fact that it may be important to notice in connection with this speech - that it was delivered late Friday evening, and that it was distributed in pamphlet form early the next morning, and, consequently, I suppose most of it must have been in type before it was delivered, and this will account for ["laughter"] coming in very frequently, and at proper places. It is sometimes difficult to get the laugh in when one wants it, for it will not always come at a speakers bidding, and this mode of my colleague supplies this defect, and shows when the auditors should have laughed, if they did not. I will briefly notice some points of this carefully written out speech. I cannot consent to follow his style of argumentation, for I cannot do it without getting into the muddy element in which he delights to sport. He takes to the turbid waters of low ridicule as naturally as the polliwog does to the dirty waters of the ditch. In these riled waters he swims without a rival, and is unquestionably without a peer in the Thirty-seventh Congress. He arraigns this Congress before the grand inquest of the nation, and the gravamen of his charge is, that the interest of the white man is neglected for the benefit of the negro; that Congress puts in peril the Constitution and the Union to carry out the Utopian idea of negro equality. My colleague this session has introduced and spoken upon the negro question oftener than any member on this side of the House. Negro equality seems to disturb his meditations by day, and his dreams by night. Can it be that he fears the competition of negro equality 1 The bitterness of some men towards a rival is measured by their fear of that rival. I will not say this is the case with my colleague, but a circumstance to which I will soon refer gives color to the suspicion. My colleague takes special pains and peculiar delight, on all occasions, to prejudice and slander colored men, and to ridicule all men who are disposed to do them simple justice. He is quick to take advantage of a prejudice which the accumulated oppressions and wrongs of ages have created against the African to crush him still lower in the scale of degradation. He ridicules all efforts to better his condition by low appeals to a prejudice which slavery has intensified, if it did not create. His speech shows him to be in favor of the perpetual slavery of the African. He is opposed to colonization or the liberation of the slaves of rebels, fearing it may result in general emancipation. Book excerpt: Excerpt from Immediate Emancipation: The Speech of Lord Brougham in the the House of Lords, on Tuesday, February 20th, 1838, on Slavery and the Slave-Trade I do not think, my lords, that on any other occasion but one, in the whole course of my parliamentary life, I have ever risen, in either house, with so much anxiety as that with which I now present myself to your lordships' notice. The occasion on which alone I ever experienced a similar feeling, was that on which I brought under the consideration of the House of Commons the conduct pursued in our West India Islands towards those of our unhappy brethren who were there in a state of slavery and suffering. On that occasion, I felt that on the result of the great debate in which the House of Commons then engaged, depended, not only the interests of the unfortunate negro race then existing in the West Indies, but the ultimate fate of the whole of that race in future time. But I have something now to maintain my spirits, my lords, which I did not enjoy at the period to which I have just alluded. For, whereas then the sky was dark around me, whereas then there was scarcely a ray of hope to cheer me, whereas every thing combined to inspire fear and dismay, we are now happily arrived at such a point in the discussion of this most important affair as to throw a bright light over the path on which we are about to enter, and to warrant us in entertaining the expectation of an almost immediate and most satisfactory result of our labours. I attribute much of this to the debate to which I have just alluded. I must add, my lords, that I shall feel gratified beyond measure, if, through my means, the House of Lords should be recommended to the favourable feelings of the country by leading the way to a safe, practical, but glorious settlement of a question in which the country feels so deep an interest. My lords, if your lordships already enjoy the favourable opinion of the country, depend upon it that that opinion will be maintained and increased by the adoption of this course; and if, on the other hand, your lordships should unhappily, by any accidental differences of opinion, find yourselves in a situation in which you have any part of the favourable opinion of the country to recover, I know no surer, no more speedy mode by which that desirable object may be accomplished. But, my lords, I do not rest my case and my appeal to your lordships on this ground. I claim your concurrence in my motion from your justice; I claim it from your reason; I claim it from your consciences; I claim it from your duty to God and man; I claim it from a due consideration to your own consistency. Follow up in 1838 the wise and Christian principles which you asserted in 1888; that is all that I require of you. My lords, I will rush at one into the midst of this argument. I will delay no longer on the outskirts of the ground.1 will not waste another moment in prefatory matter.
