Download or read book Health Insurance is a Family Matter written by Institute of Medicine and published by National Academies Press. This book was released on 2002-09-18 with total page 296 pages. Available in PDF, EPUB and Kindle. Book excerpt: Health Insurance is a Family Matter is the third of a series of six reports on the problems of uninsurance in the United Sates and addresses the impact on the family of not having health insurance. The book demonstrates that having one or more uninsured members in a family can have adverse consequences for everyone in the household and that the financial, physical, and emotional well-being of all members of a family may be adversely affected if any family member lacks coverage. It concludes with the finding that uninsured children have worse access to and use fewer health care services than children with insurance, including important preventive services that can have beneficial long-term effects.

Book excerpt: As the nation expands the availability of health insurance to more Americans, it is essential to consider the large number of individuals who are already eligible for public health insurance but do not have it. In New York State 36 percent of uninsured adults -- or a total of 820,000 people -- are currently eligible for one of New York's public coverage programs (Medicaid or Family Health Plus) but unenrolled. New York State has committed itself to finding and enrolling all uninsured New Yorkers who are currently eligible for coverage, and there have been numerous studies of this population. However, these studies have looked either at the population as a whole or at families and children specifically. While there are good reasons to focus on children and families, little is known about childless adults who are eligible for public health insurance but not enrolled in it. This is a qualitative study, conducted in New York City, designed to understand what the barriers are for this population in particular and to identify strategies and policy changes to address these barriers. The findings will be particularly useful now that eligibility for public programs has been expanded and incentives to increase participation have been created through the health care reform act recently signed into law.

Download or read book Health Insurance for Children written by U S Government Accountability Office (G and published by BiblioGov. This book was released on 2013-06 with total page 54 pages. Available in PDF, EPUB and Kindle. Book excerpt: Pursuant to a congressional request, GAO reviewed the status of health insurance for children, focusing on: (1) the impact of the Medicaid expansion on children's health insurance coverage since 1989; (2) changes in the demographic profile of children enrolled in the Medicaid program and uninsured children since the Medicaid expansion; and (3) the number of uninsured children who might be eligible for Medicaid. GAO found that: (1) policy changes helped increase the number of children enrolled in Medicaid by 4.8 million between 1989 and 1993, but the overall number of uninsured children did not decline because employment-based coverage for adults and children declined during the same period; (2) children were not as affected by the loss of employment-based insurance as adults because of expanded Medicaid coverage; (3) the percentage of poor children who were uninsured declined from 25 percent in 1989 to 20 percent in 1993, while the percentage of near-poor children who were uninsured increased during that time; (4) the Medicaid expansion increased the enrollment of children less likely to be on Medicaid and by 1993, more than half of Medicaid children had a working parent and almost half were not receiving Aid to Families with Dependent Children benefits; (5) the greatest increase in coverage was among children with at least one full-time working parent; (6) the South region had the greatest increase in the number of children enrolled in Medicaid, although it still has the greatest number of uninsured children; and (7) at least 2.3 million uninsured children were eligible but not enrolled in Medicaid because their parents were unaware of their eligibility or had difficulty in applying for Medicaid coverage.

Download or read book Coverage Matters written by Institute of Medicine and published by National Academies Press. This book was released on 2001-10-27 with total page 204 pages. Available in PDF, EPUB and Kindle. Book excerpt: Roughly 40 million Americans have no health insurance, private or public, and the number has grown steadily over the past 25 years. Who are these children, women, and men, and why do they lack coverage for essential health care services? How does the system of insurance coverage in the U.S. operate, and where does it fail? The first of six Institute of Medicine reports that will examine in detail the consequences of having a large uninsured population, Coverage Matters: Insurance and Health Care, explores the myths and realities of who is uninsured, identifies social, economic, and policy factors that contribute to the situation, and describes the likelihood faced by members of various population groups of being uninsured. It serves as a guide to a broad range of issues related to the lack of insurance coverage in America and provides background data of use to policy makers and health services researchers.

Book Federalism and Health Policy

Download or read book Federalism and Health Policy written by Alan Weil and published by The Urban Insitute. This book was released on 2003 with total page 448 pages. Available in PDF, EPUB and Kindle. Book excerpt: The balance between state and federal health care financing for low-income people has been a matter of considerable debate for the last 40 years. Some argue for a greater federal role, others for more devolution of responsibility to the states. Medicaid, the backbone of the system, has been plagued by an array of problems that have made it unpopular and difficult to use to extend health care coverage. In recent years, waivers have given the states the flexibility to change many features of their Medicaid programs; moreover, the states have considerable flexibility to in establishing State Children's Health Insurance Programs. This book examines the record on the changing health safety net. How well have states done in providing acute and long-term care services to low-income populations? How have they responded to financial incentives and federal regulatory requirements? How innovative have they been? Contributing authors include Donald J. Boyd, Randall R. Bovbjerg, Teresa A. Coughlin, Ian Hill, Michael Housman, Robert E. Hurley, Marilyn Moon, Mary Beth Pohl, Jane Tilly, and Stephen Zuckerman.

Book Data Needs for the State Children s Health Insurance Program

Download or read book Data Needs for the State Children s Health Insurance Program written by National Research Council and published by National Academies Press. This book was released on 2002-07-26 with total page 72 pages. Available in PDF, EPUB and Kindle. Book excerpt: The State Children's Health Insurance Program (SCHIP) was established by Congress to provide health insurance to uninsured children whose family income was too high for Medicaid coverage but too low to allow the family to obtain private health insurance coverage. The enabling legislation for SCHIP, included in the Balanced Budget Act of 1997, made available to states (and the District of Columbia) almost $40 billion over a 10-year period for this program. Like Medicaid, SCHIP is a joint federal-state program, with funding from both sources, but it is implemented by the states. Thus, there are SCHIP programs in all of the states and the District of Columbia. The National Research Council, through the Committee on National Statistics, was asked to explore some of the ways in which data analysis could be used to promote achievement of the SCHIP goal of expanding health insurance coverage for uninsured children from low-income families. To inform its work, the panel for this project held a workshop to bring together state SCHIP officials and researchers to share findings and methods that would inform the design, implementation, and evaluation of SCHIP at the state and national levels. In keeping with this charge, this report is limited to discussions at the workshop. It does not attempt to provide a summary of all the state programs nor a comprehensive review of the literature. Data Needs for the State Children's Health Insurance Program concludes that data are insufficient in the individual states to provide a clear picture of the impact of SCHIP on the number of children who are eligible for the program, the rate at which eligible children are enrolled in the program, and the rate at which they are retained in the program once enrolled. This situation is due, in part, to the fact that sample sizes in national surveys are too small to provide detailed data for individual states. In addition, the great amount of movement of children among health insurance categories-Medicaid, SCHIP, private insurance, or no insurance at all-makes it difficult for states to count the number of children in specific categories at a particular point in time. The panel specifies a number of practices that could be implemented to improve the overall functioning of SCHIP and the ability of policy makers to evaluate the program. Foremost among these are: (1) developing more uniform ways of estimating eligibility and health insurance coverage among the states; (2) sharing among the states effective methods for outreach; (3) taking qualitative information into account, in addition to quantitative information, in assessing variation among states in enrollment and disenrollment; and (4) implementing longitudinal studies to track the movement of children among the various insurance statuses.
