This book was released on 2006-03-17 with total page 112 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Licensing Act 2003 brought ten existing licensing schemes administered by local authorities into one new regime, and created more flexible licensing hours. This report concentrates on the technicalities of licensing: all those applying for a licence for the first time or needing a new licence under the Act had to submit applications by a certain date. The transition period was in 2005, and it soon became apparent that people involved in the 're-licensing' process were encountering difficulties. The Committee finds that the Department for Culture, Media and Sport (DCMS) has failed to administer the transition period effectively. Despite a two-year gap between the passing of the legislation and the implementation of the Act, regulations and guidance were issued late, and proved to be contradictory and confusing. Local authorities were unable to train staff or prepare application materials in good time. There was inadequate support from central government for local authorities. Many licensing fees rose dramatically, leading to concerns that some small businesses might abandon their licensable activities. The regulatory burden on residents, licensees and local authorities appears to have increased. The government does not appear to recognise some of the issues hindering the smooth operation of the Act. Overly-prescriptive regulations and unhelpful constraints on local government structure are both causing difficulties.

This book was released on 2010 with total page 196 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Government's programme to replace 46 local fire and rescue service control rooms with nine purpose-built regional control centres has been inadequately planned, poorly executed, and badly managed. Given the investment of public funds already committed, and the benefits that will accrue, the MPs conclude that the Department for Communities and Local Government (DCLG) should press ahead with the FireControl project so long as Ministers can agree urgently a viable project plan that will see the project go live by a target date of mid-2011 and in which the main stakeholders can have confidence. The excessive cost of abandoning the project - an extra £8 million more than it will cost to complete - indicates the Department should continue with the project so long as it also: examines alternatives and provides assurances that FiReControl represents the best viable option for the future of Fire and Rescue Services; resolves its contractual dispute with EADS and implements a viable project plan; addresses the shortcomings in its management of the project; consults fully with FRS staff and professionals to define end-user requirements; provides assurances that the safety and security of the Olympic Games will not be compromised by the roll-out of new Regional Control Centres. DCLG should urgently to draw up and consult on contingency plans for any further failures in the FiReControl programme to ensure ongoing safe and effective fire and rescue services cover across the whole country.

  • Pages : 86 pages

Download or read book Affordability and the Supply of Housing written by Great Britain: Parliament: House of Commons: ODPM: Housing, Planning, Local Government and the Regions Committee and published by The Stationery Office. This book was released on 2006-06-20 with total page 86 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Committee's report finds that the Government's plans for a major house-building programme are based on the widespread belief that increasing the volume of housing stock is the most important way to tackle the crisis of unaffordable housing in the UK; however, as housing policy is increasingly based on household growth projections, it is important that these projections are kept under review as firmer information becomes available. Promoting homeownership is an underlying objective of the Government's programme, but although it offers unparalleled opportunities for some households to accumulate wealth, it is not a viable option for many others, and therefore the provision of social housing for rent should be given equal priority. A simple supply and demand model cannot be applied to the housing market, and the multitude of factors affecting house prices means that it is very difficult to support an increase in housing supply simply on the basis of improving affordability. The report also highlights concerns that local authority powers to prioritise developments on brown field sites in urban areas should not be eroded; and that the house-building programme in the wider South East will have to be carefully managed as it is an area with major water shortages and significant flood plains.

This book was released on 2006-07-12 with total page 108 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Government detailed its plans to reform and modernise the Fire and Rescue Service (FRS) in its White Paper (Cm 5808, ISBN 0101580827) published in June 2003, and these subsequently became law under the Fire and Rescue Services Act 2004. The Committee's report examines the progress made to implement this challenging reform programme, following on from a previous report by its predecessor Committee (HCP 43-I, session 2003-04; ISBN 0215014936) published in January 2004. The Committee has focused on a number of key issues, including: the impact of the introduction of regional control centres and new FireLink radio services; fire prevention and risk assessment; governance and funding arrangements; staffing issues and policies to promote diversity within the FRS; performance measurement and management; and progress on joint working approaches between the FRS and other emergency services. Findings include: the unprecedented changes being implemented represent a positive change in emphasis for the FRS to a more pro-active role in fire prevention and risk management; the Government needs to make a stronger business case to convince and reassure the FRS that the project to create nine regional control centres (called the FiReControl model) will bring enhanced resilience and efficiency; and that the Government should ensure the new FireLink radio project includes the fire-ground technological upgrade.

Book excerpt: The Committee undertook this enquiry to examine the issues surrounding the establishment of the Commission for Equality and Human Rights (CEHR) and to further the debate on equality in preparation for the introduction of a Single Equality Bill. Despite some practical concerns that the CEHR might not be ready in time, that its budget will not be sufficient, and there might be some loss of expertise, the Committee supports the creation of a body that will bring together all the strands of equality and human rights. At the same time the Government should press ahead with a Single Equality Bill to remove simplify current provisions, remove anomalies; and promote action to prevent unfair discrimination.

Book Ending the Scandal of Complacency

Download or read book Ending the Scandal of Complacency written by Great Britain. Parliament. House of Commons. Transport Committee and published by The Stationery Office. This book was released on 2008 with total page 418 pages. Available in PDF, EPUB and Kindle. Book excerpt: Although road accident deaths have halved between 1958 and 2007 whilst the number of licensed motor vehicles and vehicle mileage covered increased by 400 per cent, the current rate of 3,000 deaths and 250,000 injuries is still an unacceptably high level. Road accidents are the largest single cause of death for people between the ages of 5 and 35 in Britain, and road accidents cost our economy some £18 billion each year. The number of deaths and injuries on roads far outweighs the deaths and injuries in other transport modes, and should be viewed as a major public health problem. The Government should establish a British Road Safety Survey to track overall casualty and safety trends, and review current methods for recording road-traffic injuries. The Committee recommends a systems approach to road safety: ensuring the vehicle, the road infrastructure, regulations and driver training are designed to similar safety and performance standards. Other recommendations include: more 20 mph speed limits; a more proactive approach to determining the safety benefits of new vehicle technologies; action on young drivers - who represent a disproportionate risk to road users - and vulnerable users: motorcyclists, elderly and child pedestrians and cyclists, horse riders; a higher priority given to enforcement of drink-drive and drug-drive offences. The Committee recommends the establishment of an independent Road Safety Commission with powers to work across the whole of government, ensuring that a high priority and adequate resources are given to road safety and that all government departments and agencies give active support. The Government should also establish a road accident investigation branch, like those in aviation, rail and marine.

This book was released on 2010-03-30 with total page 314 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report from the Communities and Local Government Committee (HCP 65, session 2009-10, ISBN 9780215545466) looks at "Preventing violent extremism". For the Committee, as delivered so far the Prevent programme has stigmatised and alienated those it is most important to engage, and tainted many positive community cohesion projects. Moreover, the government's strategy to limit the development of violent extremism in the UK sits poorly within a counter-terrorism strategy. The Committee has set out a number of improvements for the Prevent programme and calls on the government to clarify urgently how information collected for the purposes of project monitoring and community mapping under Prevent does not constitute 'spying' or 'intelligence gathering' of the type undertaken by the police or security services.

Book Monitoring the Government s response to court judgments finding breaches of human rights

Download or read book Monitoring the Government s response to court judgments finding breaches of human rights written by Great Britain: Parliament: Joint Committee on Human Rights and published by The Stationery Office. This book was released on 2007-06-28 with total page 158 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the UK's institutional arrangements for protecting human rights, both Parliament and the judiciary have a central role. When the courts give a judgement finding that a law, policy or practice is in breach of human rights, it is for Parliament to scrutinise the adequacy of the Government's response and in some cases decide if there needs to be a change in law. An important part of the role of the Committee is to help Parliament in this function. This report brings together all their monitoring work in relation to both judgements of the European Court of Human Rights and declarations of incompatibility given by UK courts under the Human Rights Act.

Download or read book Reform of the EU Sugar Regime written by Great Britain: Parliament: House of Commons: Environment, Food and Rural Affairs Committee and published by The Stationery Office. This book was released on 2005-11-17 with total page 68 pages. Available in PDF, EPUB and Kindle. Book excerpt: The current system of prices, production and import quotas for the EU sugar market, which has remained largely unchanged since its inception in 1968, is due to expire in June 2006. It has attracted criticism for its anomalous structure, especially given the reforms to other aspects of the CAP in 2003, and the fact that some elements have been declared illegal by the WTO has added to the pressure for change. Following on from an earlier Committee report on this topic (HCP 550-I, session 2003-04, ISBN 0215018257), this report examines the recent proposals by the European Commission to reform the regime, in the context of the wider Doha round of trade negotiations, focusing on the likely impact on sugar producers and processors in the UK and the wider EU, and the development of the UK Government's position on the proposals. The Committee's conclusions include support for the Commission's reform proposals to secure price reductions in order to bring the European sugar market into balance; and that the UK, in its role as EU President, should support the Commission in minimising any attempts to dilute the reforms.
