Book excerpt: Al Biruni, one of the greatest Arab scholars, was born on September 4, 973, in what is now Uzbekistan. He showed talent at an early age and by his early 20's had written several acclaimed papers. Political unrest in his 20's and 30's found him at one point at Gurgan, on the shores of the Caspian Sea. Peace found him in Ghaznah, which is today in Afghanistan. From 1017 to 1030 he travelled extensively in India, becoming fluent in Sanskrit. From this he wrote his monumental survey, India, of the history, customs and beliefs of the subcontinent. His other books include The Chronology of Ancient Nations, the Masudic Cannon, Book of Instructions, and more than 100 others, some of which are lost. He died on December 13, 1048, aged 75. He is buried in Ghaznah. The Book of Instruction in the Elements of the Art of Astrology was written for Lady Rayhanah, to whom it is dedicated. R. Ramsay Wright, the translator, said it could be regarded as a primer of 11th century science. Among its highlights are a comprehensive list of more than 150 Lots, various forms of aspects and planetary relationships, planetary positions relative to the sun, an excellent text on rulerships as well as comprehensive notes on weather and meteorological phenomena. This book was unknown to medieval European astrologers. This edition, comprising the astrological part of the original (sections 347-530) has been taken from Wright's pioneering 1934 translation, itself taken from Persian and Arabic sources. For this edition, text and tables have been reset, and a new index added.

After a later parchment bifolium (f. 1-2, with inscription dated 1861 and 18th- or 19th-century English title) come 3 leaves from an early 15th-century English manuscript, perhaps the manuscript book dated 1410 referred to in the title on the later bifolium. These present diagrams that are a template for a horoscope (f. 3v), a circular zodiac calendar with no indication of year (f. 4r), and 2 diagrams related to Cabala as it was understood in Europe at the time (f. 4v-5r). An inscription describes the purchasing of the parent manuscript from Richard Chamberlain and a breakdown of the price for a manuscript of 25 gatherings, lining or ruling, binding, and materials (f. 3r). The next leaf, which is folded and comes from a different manuscript, shows a diagram of the earth surrounded by spheres of the elements with an explanation that suggests the diagram concerns the cause of tides (f. 6r) and 2 astronomical diagrams of concentric circles labeled Polus articus and Polus antarticus (f. 6v). The final leaf is from a Spanish manuscript and contains a mathematical table showing the use of Arabic numerals in the computation of large numbers (up to 22 places) for astronomical calculations, with notes using the Spanish terms cuento, millon, summa, and protocuendo (f. 7r). A plain diagram in ink of a labyrinth, drawn on the verso of a fragment of an English document on paper concerning a real estate transaction, is laid in the manuscript.

This is an important achievement in the history of astronomy. The main astrological finding of this book is that the zodiac of the stars (sidereal zodiac) - as employed by the Babylonians, Egyptians, and ancient Greeks - is the authentic zodiac. Moreover, the auther promotes a new type of astrological chart (hermetic chart) for the conception, birth, and death of personalities under consideration, in addition to the customary geocentric horoscope and in place of the heliocentric horoscope promoted by Willi Sucher (1902-1985). With the hermetic chart the auther places a new tool in the hands of astrologers and opens up new possibilities for astrology as a science. On this basis he develops his two "laws" of reincarnation, illustrating them by striking examples. These "laws" express themselves by way of certain planetary configurations coinciding at the moments of birth and death in successive incarnations. He believes that with these "laws" the significance of the tropical zodiac is disproved. This work of Robert Powell, presenting a new astrological system, is a valuable step in the development of a new wisdom of the stars in line with the ideas of Willi Sucher. Willi Sucher's books and articles are full of charm - deep in a spiritual sense - representing a star wisdom in an embryonic state.
