Book excerpt: Political parties in post-communist countries have very high levels of electoral volatility. In these environments, political factions fail to establish long-term connections with the electorate and thus regularly rise and fall from the political arena. This book provides an organizational explanation for the variations in party-level electoral volatility. It looks comparatively at 29 political parties in six Central and Eastern European democracies between 1990 and 2008 to examine how political parties can influence their electoral environment. Using empirical evidence, Gherghina tests the effect of candidate selection procedures, membership organizations, and re-nomination of incumbent MPs on voters’ loyalty, and in doing so, demonstrates how party organization greatly affects electoral stability. Including case studies from Bulgaria, Czech Republic, Hungary, Poland, Romania, and Slovakia this book will be of interest to students and scholars of comparative politics, party politics, democratization, elections, and Central and Eastern European politics.

Book excerpt: This is a detailed analytic study of voting behavior and party representation in the Czech Republic, Hungary, and Poland in the decade since the fall of communism. The author seeks to map out the basic contours of the three national party systems and to uncover the structures of social and ideological divisions on which the party systems are based. To do so, he uses public opinion surveys, election returns, economic figures, and census records to test standard theories developed in studies of Western democracies, as well as political scientists’ predictions about how voters would act and parties develop once the communist yoke was lifted. The book addresses the ongoing academic debate on the question of whether these countries’ experiences during the past decade should be described in terms of gradual stabilization or continuing electoral volatility. The three countries, generally seen as democratic “success stories” of the post-communist region, have produced, within the span of a single decade, complex multi-party systems, in which elections are not only held regularly, but are actually lost (also with some regularity) by those in power. At the same time, the three countries have carried out a largely successful economic transformation and are currently in the process of being integrated into Western Europe’s political, economic, and security structures. The three will almost certainly join the European Union within the next few years, raising the interest among Western scholars and foreign policy professionals in a comprehensive road map of their electoral politics. This book fills that need.

In Hungary and Romania, local actors including mayors and bureaucrats offer access to social policy benefits to voters who offer to support their preferred candidates, and they threaten others with the loss of a range of policy and private benefits for voting the "wrong" way. These quid pro quo exchanges are often called clientelism. How can politicians and their accomplices get away with such illegal campaigning in otherwise democratic, competitive elections? When do they rely on the worst forms of clientelism that involve threatening voters and manipulating public benefits? Conditionality and Coercion: Electoral Clientelism in Eastern Europe uses a mixed method approach to understand how illegal forms of campaigning including vote buying and electoral coercion persist in two democratic countries in the European Union. It argues that we must disaggregate clientelistic strategies based on whether they use public or private resources, and whether they involve positive promises or negative threats and coercion. We document that the type of clientelistic strategies that candidates and brokers use varies systematically across localities based on their underlying social coalitions. We also show that voters assess and sanction different forms of clientelism in different ways. Voters glean information about politicians' personal characteristics and their policy preferences from the clientelistic strategies these candidates deploy. Most voters judge candidates who use clientelism harshly. So how does clientelism, including its most odious coercive forms, persist in democratic systems? This book suggests that politicians can get away with clientelism by using forms of it that are in line with the policy preferences of constituencies whose votes they need. Clientelistic and programmatic strategies are not as distinct as previous have argued. Firstly, it is argued that there are certain tendencies unfolding in both late-capitalist and post-communist societies (which the author terms Complex Politics) which make polling an increasingly difficult activity. The processes affect the ability of polls to measure public opinion effectively, and to contribute to political democratisation. Secondly, the book examines whether polls extend or inhibit democratic processes. The long-standing debate between advocates and critics of polls is considered and applied to both large-capitalist and post-communist societies. It is concluded that while opinion polls may in certain ways improve democratic practices, they can also be used by powerful special interest groups to frustrate these aims.

Book excerpt: Marion Reiser, Everhard Holtmann Local independent lists as political actors are a common phenomenon on the local level in many European countries – in established Western democracies as well as in the ‘new’ democracies in Central and Eastern Europe. In some West European countries, these non-partisan groups have been an established and stable element in the local political system for decades. Ty- cally, they understand themselves as protectors of a harmonious factual political style. In their opinion, good local politics is not compatible with party politics so they consequently perceive themselves as non-parties. During the last two d- ades, presence and success of local lists have steadily increased in these co- tries. Furthermore, during the last years local lists emerged also in countries which had been formerly fully party-politicised on the local level. Explanations offered for these developments are often based on the observation of a general decline of trust in established parties and politicians. Hence, it has been argued that the disenchantment with political parties is a fertile ground for local lists. For the Central and East European countries, this argument can be - ployed only to a certain extent. Local lists established themselves in the early 1990’s as important actors on the local level especially due to a lack of party organisation in the process of democratic consolidation.

Drawing on new data gathered within the DIASPOlitic project, which created a comparative dataset of external voting results for 6 countries of origin and 17 countries of residence as well as an extensive qualitative dataset of 80 in-depth interviews with four groups of migrants, this book not only illustrates theoretical problems with empirical material, but also provides answers to previously unaddressed questions. This books introduction takes stock of current research on transnational politics and external voting, presenting core puzzles. The following chapter introduces the context of intra-European migration and the political situation in Central-Eastern European sending countries. The next two sections address the empirical puzzles, drawing on new quantitative and qualitative. The conclusion takes stock of the evidence gathered, discusses the normative problem of non-resident voters enfranchisement, connects external voting to the broader debate on political remittances and finally, maps the terrain ahead for future research. This concise, empirically grounded introduction to external voting is critical reading in structuring the debate around migration and shaping research agendas for the future.
