Book excerpt: A pesar de que desde hace casi 40 años se han desarrollado políticas explícitas de ciencia y tecnología e instituciones para instrumentarlas, persisten serios problemas para que la adopción de innovación por las empresas responda a esas políticas, lo cual, lejos de corresponder a un modelo sistémico, lleva a la desarticulación. En esta situación, la aparición de ventajas competitivas basadas en tecnología es un hecho aislado que se da generalmente en el nivel de empresas individuales lo cual provoca que los encadenamientos tecnológicos en el espacio nacional sean más bien excepcionales. Es claro que la competitividad de la industria mexicana es aún baja y que el entorno no es suficientemente favorable. Por ello, es urgente realizar un esfuerzo nacional para mejorar la gestión de la innovación como condición de soberanía, de construcción del futuro del país, de la competitividad de sus empresas y del bienestar de su sociedad. En esta obra se hace una contribución al análisis de sistemas sectoriales de innovación, a partir del concepto de sistemas de innovación y el estudio de casos de ramas manufactureras específicas. El trabajo constituye un esfuerzo por participar en la discusión con especialistas y estudiosos de la generación de riqueza en la actividad productiva en México y por analizar las interrelaciones de los diversos actores sociales de la innovación, tales como las empresas, los centros generadores de conocimiento y el Estado. Asimismo, se aspira a que el análisis sirva a la labor de los diseñadores de la política de apoyo a la innovación tecnológica.

Se trató de modelos que poco tomaban en cuenta las diversas dimensiones que implican los procesos de innovación y las cambiantes condiciones de demanda de conocimiento científico y tecnológico.En el libro Sistemas de Innovación en México. Regiones, redes y sectores, coordinado por Daniel H. Villavicencio Carbajal y Pedro Luis López de Alba, se explica que la innovación es un proceso multidimensional de creación de nuevos usos del conocimiento, que requiere de la combinación de factores como capital, recursos humanos, infraestructura y oportunidades de mercado.Señalan los autores que se requiere asimismo de procesos de aprendizaje tecnológico y organizacional, de la exploración y explotación de oportunidades tecnológicas y comerciales. Es una actividad que se realiza principalmente en las empresas, pero que conlleva relaciones de éstas con diversos actores dentro y fuera del mercado como son los clientes, proveedores, agencias intermedias, universidades y centros de investigación.Sin embargo, aseguran, para que una empresa logre capitalizar sus experiencias de aprendizaje y convertirlas en procesos y productos nuevos o mejorados, necesita de un entorno institucional capaz de ofrecer servicios tecnológicos, programas de fomento, flujos de conocimiento, redes de cooperación con otros agentes, entre otros incentivos.Así, al partir de la premisa de que la innovación es base de la competitividad y de la creación de nueva riqueza, muchos países re formulan sus políticas de ciencia, tecnología e innovación (0+1) en la década pasada, con el objeto de asegurar condiciones institucionales para asegurar nuevas formas de producción, difusión y apropiación del conocimiento, y nuevos mecanismos de transferencia de tecnología y de aceleración de capacidades de innovación pueden formularse algunas interrogantes para el caso de México:¿Existen políticas encaminadas a acelerar los procesos de innovación? ¿Existen entornos que ofrecen condiciones favorables a la acumulación y desarrollo de capacidades tecnológicas? ¿Cuáles han sido las vías exitosas de innovación que es necesario repetir?Los artículos reunidos en este volumen, sin pretender ser exhaustivos, ofrecen elementos de respuesta a estas preguntas desde diversos ángulos teóricos y abordajes empíricos. Muestran asimismo los problemas y tensiones que ocasiona la dinámica de innovación desde la perspectiva de la coevolución entre agentes públicos y privados, académicos y productivos, y que es necesario comprender para diseñar instrumentos de política más eficientes.

Comprised of five chapters, the publication studies the three crises (slow growth, growing inequality and the environmental emergency) affecting economies and societies around the world, placing particular focus on those of Latin America and the Caribbean. It goes on to present a framework for analysing these crises in an integrated manner and measuring their magnitude in the specified regions. It then examines the quantitative impacts on growth, emissions, income distribution and the external sector under different policy scenarios, highlighting the potential of various policy combinations to forge a more dynamic growth path, with lower emissions and greater equality. Further identifying seven sectors that can drive sustainable development and proposing policies to foster these sectors, the publication concludes with an analysis that links up macroeconomic, industrial, social and environmental policies and the role of the State in building consensus for their implementation.

Book excerpt: Based on twenty case studies of universities worldwide, and on a survey administered to leaders in 101 universities, this open access book shows that, amidst the significant challenges caused by the COVID-19 pandemic, universities found ways to engage with schools to support them in sustaining educational opportunity. In doing so, they generated considerable innovation, which reinforced the integration of the research and outreach functions of the university. The evidence suggests that universities are indeed open systems, in interaction with their environment, able to discover changes that can influence them and to change in response to those changes. They are also able, in the success of their efforts to mitigate the educational impact of the pandemic, to create better futures, as the result of the innovations they can generate. This challenges the view of universities as "ivory towers" being isolated from the surrounding environment and detached from local problems. As they reached out to schools, universities not only generated clear and valuable innovations to sustain educational opportunity and to improve it, this process also contributed to transform internal university processes in ways that enhanced their own ability to deliver on the third mission of outreach
