Book excerpt: La Ley 5/2016, de 19 de julio, del Deporte de Andalucía ha venido a derogar y sustituir, si bien con una vacatio legis de diecinueve meses en dos de sus títulos, a la Ley 6/1998, de 14 de diciembre, primera Ley del Deporte de la Comunidad Autónoma andaluza, que ordenó su sistema deportivo, dotándolo, a través de un completo desarrollo reglamentario, de unas estructuras sólidas y estables. La nueva Ley, como destaca su Exposición de Motivos, contempla la actual realidad del sistema deportivo andaluz, de forma que, superando el estrecho marco del estricto esquema federativo, se abre hacia un concepto de deporte más dinámico y acorde con las demandas y necesidades de la población andaluza. El deporte se configura, por vez primera en Andalucía, como un derecho del ciudadano, mediante el reconocimiento de la existencia de la práctica deportiva en toda su magnitud, que incluye desde el deporte de competición, oficial y no oficial, al deporte de ocio, como gran dintel de la estructura deportiva andaluza que se encuentra soportado por cuatro pilares básicos, cuales son la prevención y promoción de la salud, la protección de la seguridad, la educación en valores y el impulso de la calidad y la excelencia del nuevo modelo deportivo. La presente obra contiene un estudio minucioso de la Ley 5/2016, de 19 de julio, a través de treinta y un densos capítulos, en los que sus veinticinco autores, todos ellos prestigiosos especialistas en Derecho del deporte, analizan las múltiples y complejas cuestiones que plantea el nuevo texto legal, así como, especialmente, su incidencia en la extensa normativa reglamentaria aprobada en desarrollo de la Ley de 1998 y que continúa vigente en todo lo que no se oponga al nuevo texto. Estos Comentarios, prologados por el profesor José Bermejo Vera y dirigidos por el profesor Antonio Millán Garrido, constituyen, en definitiva, un valioso instrumento para el adecuado conocimiento y la correcta aplicación del vigente régimen jurídico del deporte en Andalucía.
