Deforestation is the single most important driver of forest biodiversity loss with 10 million ha of forest converted every year to other land uses, primarily for agriculture. Up to 30 percent of tree species are now threatened with extinction. As a consequence of overexploitation, wildlife populations have also been depleted across vast areas of forest, threatening the survival of many species. Protected areas, which are considered the cornerstone of biodiversity conservation, cover 18 percent of the world’s forests while a much larger 30 percent are designated primarily for the production of timber and non-wood forest products. These and other forests managed for various productive benefits play a critical role in biodiversity conservation and also provide essential ecosystem services, such as securing water supplies, providing recreational space, underpinning human well-being, ameliorating local climate and mitigating climate change. Therefore, the sustainable management of all forests is crucial for biodiversity conservation, and nations have committed to biodiversity mainstreaming under the Convention on Biological Diversity (CBD). Mainstreaming biodiversity in forestry requires prioritizing forest policies, plans, programmes, projects and investments that have a positive impact on biodiversity at the ecosystem, species and genetic levels. In practical terms, this involves the integration of biodiversity concerns into everyday forest management practice, as well as in long-term forest management plans, at various scales. It is a search for optimal outcomes across social, economic and environmental dimensions of sustainable development. This study is a collaboration between FAO and the Center for International Forestry Research (CIFOR), lead centre of the CGIAR research programme on Forests, Trees and Agroforestry (FTA). This report is a compilation of country case studies as supplementary material to the main publicaiton, which reviews progress and outlines the technical and policy tools available for countries and stakeholders, as well as the steps needed, to effectively mainstream biodiversity in forestry.

Some say that the only way to stem the tide of deforestation is to place as many tracts as possible under strict protection. Caught in the middle of this debate, forest inhabitants of the developing world struggle to balance the extraction of precarious livelihoods from forests while responding to increasing pressures from national governments, international institutions, and their own perceptions of environmental decline to protect biodiversity, restore forests, and mitigate climate change. Mexico presents a unique case in which much of the nation’s forests were placed as commons in the hands of communities, who, with state support and their own entrepreneurial vigor, created community forest enterprises (CFEs). David Barton Bray, who has spent more than thirty years engaged with and researching Mexican community forestry, shows that this reform has transformed forest management in that country at a scale and level of maturity unmatched anywhere else in the world. For decades Mexico has been conducting a de facto large-scale experiment in the design of a national social-ecological system (SES) focused on community forests. What happens when you give subsistence communities rights over forests, as well as training, organizational support, equipment, and financial capital? Do the communities destroy the forest in the name of economic development, or do they manage them sustainably, generating current income while maintaining intergenerational value as a resource for their children? Bray shares the scientific and social evidence that can now begin to answer these questions. This is an invaluable resource for students, researchers, and the interested public on the future of global forest resilience and the possibilities for a good Anthropocene.

Book excerpt: A study of how encounters between forestry bureaucrats and indigenous forest managers in Mexico produced official knowledge about forests and the state. Greater knowledge and transparency are often promoted as the keys to solving a wide array of governance problems. In Instituting Nature, Andrew Mathews describes Mexico's efforts over the past hundred years to manage its forests through forestry science and biodiversity conservation. He shows that transparent knowledge was produced not by official declarations or scientists' expertise but by encounters between the relatively weak forestry bureaucracy and the indigenous people who manage and own the pine forests of Mexico. Mathews charts the performances, collusions, complicities, and evasions that characterize the forestry bureaucracy. He shows that the authority of forestry officials is undermined by the tension between local realities and national policy; officials must juggle sweeping knowledge claims and mundane concealments, ambitious regulations and routine rule breaking. Moving from government offices in Mexico City to forests in the state of Oaxaca, Mathews describes how the science of forestry and bureaucratic practices came to Oaxaca in the 1930s and how local environmental and political contexts set the stage for local resistance. He tells how the indigenous Zapotec people learned the theory and practice of industrial forestry as employees and then put these skills to use when they become the owners and managers of the area's pine forests—eventually incorporating forestry into their successful claims for autonomy from the state. Despite the apparently small scale and local contexts of this balancing act between the power of forestry regulations and the resistance of indigenous communities, Mathews shows that it has large implications—for how we understand the modern state, scientific knowledge, and power and for the global carbon markets for which Mexican forests might become valuable.

Book excerpt: Since 2009, CIFOR has conducted a multi-donor funded Global Comparative Study on REDD+ (GCS-REDD+) in 10 countries (Indonesia, Brazil, Bolivia, Cameroon, Peru, Tanzania, Vietnam, DR Congo, Nepal and Mexico). The project began as a four-year global research study on first-generation REDD+ demonstration and readiness activities and has since expanded to address a number of related topics, including multilevel governance in REDD+ benefit sharing and land use decisions. REDD+ is a multilevel process, and issues of scale, power and politics apply to both land use decisions and the institutions set up as part of REDD+ and other initiatives aimed at improving landscape governance. The nature and extent of multilevel communication and coordination influence the legitimacy of the institutions and processes established. It is thus necessary to analyze the political and economic challenges and opportunities behind technical processes such as Monitoring, Reporting and Verification (MRV) systems. This occasional paper focuses on Mexico’s approach to REDD+ MRV and the interplay between national and state levels. It aims to increase understanding about the interests and levels of understanding of the different actors involved in REDD+ MRV, why their visions vary, how coordination functions across actors and scales and the underlying factors that affect it. The paper identifies challenges and opportunities and provides insights on how the process can be improved to create a multilevel REDD+ MRV system that responds to the different needs and interests of national, state and local actors. The lessons from Mexico are also relevant for other countries engaged in this process.

Addressing the concerns presented by multiple stakeholders on several levels will contribute to highlighting transparency, in accordance with the ETF.National and subnational stakeholders should make an effort to officially clarify the objectives and scope of the National Monitoring, Reporting and Verification System (SNMRV); and of subnational stakeholder participation (institutional arrangements, times, inputs, outputs, roles, and responsibilities); and how to establish complementariness with other national and subnational monitoring initiatives.The experience and knowledge of subnational stakeholders can improve and enrich MRV in Mexico, since its efforts, interests and needs go beyond the simple monitoring of greenhouse gas (GHG) emissions that the SNMRV has performed so far.Long-term institutionalization should be ensured for REDD+ and the MRV system at the different government levels to overcome changes associated with political cycles and ensure the continuity of financial, technical and administrative efforts. Given that budget cuts have affected public administration in Mexico, more stakeholders and funding sources (private sector, academia, civil society, foundations) should support technical requirements for MRV and other monitoring initiatives.Interviewed national and subnational stakeholders valued the implementation of the national initiative for the reduction of forest emissions (IRE) through the Forest Carbon Partnership Facility (FCPF) and the mechanisms to strengthen subnational stakeholders (such as the Governors’ Climate and Forests Task Force, GCF), as well as opportunities to clarify questions on MRV procedures and empower the states for decision-making.
