Book excerpt: El objetivo de este trabajo es proponer algunas herramientas analíticas básicas para el estudio de la economía política de la formación regional; es decir, la combinación de factores políticos y económicos que hacen avanzar los procesos de cooperación regional. Pero como tal propósito no puede ser llevado a cabo en el vacío, primero se discuten las principales teorías de los regímenes internacionales, ya que es bien sabido que éstas informan el estudio de las organizaciones e instituciones regionales. Después se argumenta en favor de un marco multicausal que dé cuenta de la formación y el desarrollo de las regiones. Posteriormente, se muestra cómo el Constructivismo gana peso con las tensiones que llevan a la formación de regiones y se hace notar el papel que juegan los debates y teorías académicas en dichos procesos. Por último, se proponen tres conceptos íntimamente relacionados -las estructuras de cooperación de niveles múltiples, las redes traslapadas y las comunidades epistémicas regionales- que pueden ser herramientas analíticas útiles para dar operacionalidad al marco multicausal. Las estructuras de cooperación de niveles múltiples pueden ser definidas como el número cada vez más diversificado de asuntos y problemas que han llevado a la cooperación regional y a la formación de arreglos institucionales de diferente alcance; las redes traslapadas se conciben como las conexiones, traslapes y sinergias que provocan las estructuras de cooperación de múltiples niveles, y las comunidades epistémicas regionales se entienden como las comunidades de políticas económicas y sociales y los liderazgos -públicos y privados- que son producidos y reproducidos en los múltiples espacios y discusiones que forman las intrincadas redes traslapadas.

Book excerpt: Based on twenty case studies of universities worldwide, and on a survey administered to leaders in 101 universities, this open access book shows that, amidst the significant challenges caused by the COVID-19 pandemic, universities found ways to engage with schools to support them in sustaining educational opportunity. In doing so, they generated considerable innovation, which reinforced the integration of the research and outreach functions of the university. The evidence suggests that universities are indeed open systems, in interaction with their environment, able to discover changes that can influence them and to change in response to those changes. They are also able, in the success of their efforts to mitigate the educational impact of the pandemic, to create better futures, as the result of the innovations they can generate. This challenges the view of universities as "ivory towers" being isolated from the surrounding environment and detached from local problems. As they reached out to schools, universities not only generated clear and valuable innovations to sustain educational opportunity and to improve it, this process also contributed to transform internal university processes in ways that enhanced their own ability to deliver on the third mission of outreach

In recent years governments in the South have transferred at least 200 million hectares of forests to communities living in and around them . This book assesses the experience of what appears to be a new international trend that has substantially increased the share of the world's forests under community administration. Based on research in over 30 communities in selected countries in Asia (India, Nepal, Philippines, Laos, Indonesia), Africa (Burkina Faso, Cameroon, Ghana) and Latin America (Bolivia, Brazil, Guatemala, Nicaragua), it examines the process and outcomes of granting new rights, assessing a variety of governance issues in implementation, access to forest products and markets and outcomes for people and forests . Forest tenure reforms have been highly varied, ranging from the titling of indigenous territories to the granting of small land areas for forest regeneration or the right to a share in timber revenues. While in many cases these rights have been significant, new statutory rights do not automatically result in rights in practice, and a variety of institutional weaknesses and policy distortions have limited the impacts of change. Through the comparison of selected cases, the chapters explore the nature of forest reform, the extent and meaning of rights transferred or recognized, and the role of authority and citizens' networks in forest governance. They also assess opportunities and obstacles associated with government regulations and markets for forest products and the effects across the cases on livelihoods, forest condition and equity. Book excerpt: On a mountainside in sunny Tuscany, in October 1989, 96 people from 23 countries on five continents gathered to learn and teach about the problems of managing contemporary science. The diversity of economic and political systems represented in the group was matched by our occupations, which stretched from science policy practitioners, through research scientists and engineers, through academic observers of science and science policy. It was this diversity, along with the opportunities for infonnal discussion provided by long meals and remote location, that made the conference a special learning experience. Except at lecture time, it was impossible to distinguish the "students" at this event from the "teachers," and even the most senior members of the teaching staff went away with a sense that they had learned more from this group than from many a standard conference on science policy they had attended. The flavor of the conference experience cannot be captured adequately in a proceedings volume, and so we have not tried to create a historical record in this book. Instead, we have attempted to illustrate the core problems the panicipants at the conference shared, discussed, and debated, using both lectures delivered by the fonnal teaching staff and summaries of panel discussions, which extended to other panicipants and therefore increased the range of experiences reponed.
