El gobierno del D.F. aprobo el matrimonio gay en el 2009, expandiendo la ciudadania hacia sujetos no heterosexuales. Sin embargo, dicha legalizacion conllevo a fuertes confrontaciones entre diversos actores de diferentes ambitos, que pusieron en juego diversos intereses. En este trabajo problematizo como operan las nociones dominantes de sexualidad en los posicionamientos de los actores que entraron en juego, cuales fueron las disputas por reconocimiento de derechos y cuales fueron las luchas por ciudadania. Para ello, se analizan cuales fueron los factores que posibilitaron la discusion y aprobacion del tema; los actores y sus discursos durante y despues de la legalizacion; asi como las limitaciones del proyecto de construccion de ciudadania sexual. El contenido de este libro resulta util para cualquier persona que desee comprender y ahondar en torno a la consecucion de derechos para las minorias sexuales, como es la legislacion del matrimonio homosexual, a nivel de Mexico y America Latina.

Aseguran que esta obra puede leerse también como el estudio del conjunto de estrategias que fueron llevando a un grupo de la sociedad civil a construir las bases que en materia legislativa han logrado cambios que años atrás hubieran sido impensables. Sugieren una lectura obligada para estudiosos de movimientos sociales, organizaciones civiles y activistas, que buscan la transformación legal y cultural en contextos diversos. Destacan que esta obra es de interés para quien estudia movimientos sociales, acción colectiva y participación ciudadana, pero, sobre todo, es una lectura indispensable para quien busca entender cómo se pueden ampliar los derechos e incidir en materia legislativa.

Book excerpt: Queering the Public Sphere in Mexico and Brazil is a groundbreaking comparative analysis of the historical development and contemporary dynamics of LGBT activism in Latin America’s two largest democracies. Rafael de la Dehesa focuses on the ways that LGBT activists have engaged with the state, particularly in alliance with political parties and through government health agencies in the wake of the AIDS crisis. He examines this engagement against the backdrop of the broader political transitions to democracy, the neoliberal transformation of state–civil society relations, and the gradual consolidation of sexual rights at the international level. His comparison highlights similarities between sexual rights movements in Mexico and Brazil, including a convergence on legislative priorities such as antidiscrimination laws and the legal recognition of same-sex couples. At the same time, de la Dehesa points to notable differences in the tactics deployed by activists and the coalitions brought to bear on the state. De la Dehesa studied the archives of activists, social-movement organizations, political parties, religious institutions, legislatures, and state agencies, and he interviewed hundreds of individuals, not only LGBT activists, but also feminists, AIDS and human-rights activists, party militants, journalists, academics, and state officials. He marshals his prodigious research to reveal the interplay between evolving representative institutions and LGBT activists’ entry into the political public sphere in Latin America, offering a critical analysis of the possibilities opened by emerging democratic arrangements, as well as their limitations. At the same time, exploring activists’ engagement with the international arena, he offers new insights into the diffusion and expression of transnational norms inscribing sexual rights within a broader project of liberal modernity. They range from full recognition of same-sex marriage to full invisibility of gay and lesbian individuals and their families. The broad spectrum of experiences presented in this book share some commonalities: in all of them legal scholars and civil society are moving legal boundaries or thinking of spaces within rigid legal systems for same-sex families to function. In all of them there have been legal claims to recognize the existence of same-sex families. The difference between them lies in the response of courts. Regardless of the type of legal system, when courts have viewed claims of same-sex couples and their families as problems of individual rights, they have responded with a constitutional narrative protecting same-sex couples and their families. When courts respond to these claims with rigid concepts of what a family is and what marriage is as if legal concepts where unmodifiable, same-sex couples have remained outside the protection of the law. Until forty years ago marriage was the only union considered legitimate to form a family. Today more than 30 countries have granted rights to same sex couples, including several that have opened up marriage to couples of the same sex. Every day there is a new bill being discussed or a new claim being brought to courts seeking formal recognition of same sex couples. Not all countries are open to changing their legal structures to accommodate same-sex couples, but even those with no visible changes are witnessing new voices in their communities challenging the status quo and envisioning more flexible legal systems.

Book excerpt: Tortilleras Negotiating Intimacy: Love, Friendship, and Sex in Queer Mexico City is the first ethnography in English to focus primarily on women’s sexual and intimate cultures in Mexico. The book shows the transformation of intimacy in the lives of three generations of women in queer spaces in contemporary Mexico City, as their sexual citizenship changes, including references to same-sex marriage and anti-discrimination laws. The book shows how these individuals reconfigure relationships through marriage, polyamory, friendship, and sex. Tortilleras Negotiating Intimacy suggests that “new” intimate cartographies are emerging in Mexico City, ultimately redefining relationships, gender, and mexicanidad. Building on ethnographic data collected over the past decade, including forty-five in-depth interviews with women between the ages of twenty-two and sixty-five participating in LGBT spaces, Tortilleras Negotiating Intimacy shows how lesbian women (mainly cis, but some trans) negotiate friendship, same-sex marriage, polyamory, and sexual practices, reinventing love, eroticism, friendship, and ultimately the social organization of Latin American societies.
