Book excerpt: Este libro se desprende de un estudio patrocinado por la Organización Internacional del Trabajo (OIT) y nace con la intención de dar respuesta a múltiples interrogantes sobre las empresas multinacionales (EMN), particularmente aquellas relativas a la situación laboral. Las bases que guiaron el estudio son las dimensiones y variables sobre calidad de empleo establecidas en la Declaración tripartita de principios sobre las empresas multinacionales y la política social (Declaración EMN) de la OIT. Esta obra contribuye sustantivamente al conocimiento sobre las EMN y su impacto en términos de generación, condiciones y calidad del empleo en México. Presenta un análisis detallado de los indicadores y metodologías de tres fuentes de datos que miden –directa o indirectamente– la calidad del empleo en las EMN establecidas en el país: los Censos Económicos de 2009 y 2014, la Encuesta Nacional de Ocupación y Empleo (ENOE) a partir de 2009 hasta 2015, y la Encuesta de El Colegio de la Frontera Norte (El Colef), realizada entre 2008-2010. La obra presenta resultados originales, ya que ningún otro estudio se había propuesto comprender el desempeño laboral de las EMN en el nivel nacional, ni contrastarlo con las empresas no multinacionales. Esto nos permitió conocer la situación laboral que guardan las EMN en función de la Declaración EMN, así como quiénes ofrecen una mejor calidad del empleo y cómo han evolucionado en el tiempo.

Bernal, como Arturo Bonilla Sánchez, convinieron en poner a consideración del Consejo Interno la creación del equipo de investigación sobre empresas trasnacionales, dada la importancia del tema. Dicho equipo ha venido realizando diversos trabajos y ahora se ofrece éste de mayor importancia y magnitud. La presentación de este material nos abre una buena oportunidad para exponer las razones de nuestro convencimiento acerca de la importancia de las investigaciones sobre las empresas trasnacionales, certeza que hoy se ve gratamente ratificada, a la luz de los avances logrados en los cuatro ensayos que se reúnen en este libro.

Book excerpt: According to the United Nations Development Program (UNDP) and the United Nations Conference on Trade and Development (UNCTAD), the private sector plays a key role in achieving the UN Sustainable Development Goals (SDGs). After all, sustainable and inclusive economic growth is essential to enable more people to participate in global prosperity. Encouraging entrepreneurship and job creation are key to SDG 8, as are effective measures to eradicate forced labor, slavery, and human trafficking. Since more than 90 percent of jobs are created by the private sector, more attention must be paid to entrepreneurs that help create dynamic and responsible enterprises that often generate positive externalities for society and the environment through investments in scalable innovations and a commitment to local embeddedness. As such, they help lift people out of poverty through new and relatively well-paid jobs and enable local economies to become more sustainable through global value chain integration. Transitioning to Decent Work and Economic Growth explores the prospects for SDG 8 in the Global South as well as the Global North. It especially considers the positive role the private sector may play as an enabler of human rights, creator of decent work and engine for inclusive development in different contexts. Further, it examines how the institutional environment can facilitate economic change, which may lead to social empowerment and enhanced economic opportunities. A key question the volume explores, is how—in an entrepreneurial context—innovation and scientific knowledge contribute to the creation of scalable innovation that help to de-couple economic growth from the use of natural resources. Transitioning to Decent Work and Economic Growth is part of MDPI's new Open Access book series Transitioning to Sustainability. With this series, MDPI pursues environmentally and socially relevant research which contributes to efforts toward a sustainable world. Transitioning to Sustainability aims to add to the conversation about regional and global sustainable development according to the 17 SDGs. Why did Mexico's leaders shift in the 1980s from nationalism to "Southern Liberalism"? In The Political Economy of Foreign Investment in Mexico, Van R. Whiting, Jr., examines the domestic and international forces that shape the political choices made by one of the Third World's largest and strongest states. Whiting contends that neither dependency nor statism is sufficient to explain foreign investment policy in Mexico. Political preferences and political choices do matter. But domestic and international structural constraints, he argues, bound the choices of policy makers. Globalization of capital and technology, for example, shapes policy options in a way that favors liberalization. In the first half of the book, Whiting examines Mexico's nationalist tradition and the limits of its foreign investment policies. The joint venture policy and the regulatory apparatus put in place in the 1970s did not succeed in replacing the capital, technology, and marketing capabilities of foreign firms. In the second half, he explains how international industrial structure limited national policy and created greater opportunities for liberalization. In his conclusion, Whiting highlights the importance of understanding "constrained choice" for moving beyond positivist explanations in social science. Using extensive fieldwork in Mexico, including more than a hundred interviews with policy makers and business executives, he shows how a powerful global trend toward industrial integration shaped choices and transformed constraints, increasing the importance of access to markets.
