Book excerpt: Since the early nineteenth century, the United States has repeatedly intervened in the affairs of Latin American nations to pursue its own interests and to “protect” those countries from other imperial powers or from internal “threats.” The resentment and opposition generated by the encroachment of U.S. power has been evident in the recurrent attempts of Latin American nations to pull away from U.S. dominance and in the frequent appearance of popular discontent and unrest directed against imperialist U.S. policies. In Empire and Dissent, senior Latin Americanists explore the interplay between various dimensions of imperial power and the resulting dissent and resistance. Several essays provide historical perspective on contemporary U.S.–hemispheric relations. These include an analysis of the nature and dynamics of imperial domination, an assessment of financial relations between the United States and Latin America since the end of World War II, an account of Native American resistance to colonialism, and a consideration of the British government’s decision to abolish slavery in its colonies. Other essays focus on present-day conflicts in the Americas, highlighting various modes of domination and dissent, resistance and accommodation. Examining southern Mexico’s Zapatista movement, one contributor discusses dissent in the era of globalization. Other contributors investigate the surprisingly conventional economic policies of Brazil’s president, Luiz Inácio Lula da Silva; Argentina’s recovery from its massive 2001 debt default; the role of coca markets in the election of Bolivia’s first indigenous president, Evo Morales; and the possibilities for extensive social change in Venezuela. Book excerpt: This book reconsiders the relationship between race and nation in Argentina during the twentieth and twenty-first centuries and places Argentina firmly in dialog with the literature on race and nation in Latin America, from where it has long been excluded or marginalized for being a white, European exception in a mixed-race region. The contributors, based both in North America and Argentina, hail from the fields of history, anthropology, and literary and cultural studies. Their essays collectively destabilize widespread certainties about Argentina, showing that whiteness in that country has more in common with practices and ideologies of Mestizaje and 'racial democracy' elsewhere in the region than has typically been acknowledged. The essays also situate Argentina within the well-established literature on race, nation, and whiteness in world regions beyond Latin America (particularly, other European 'settler societies'). The collection thus contributes to rethinking race for other global contexts as well.

Book excerpt: Since the 1970s, neoliberalism has evolved from ideology to political programme, from political programme to public policy, and from public policy to constitutional rule. This process of change has been made possible through the endorsement of an uncritical, a-historical, and apolitical economic theory that legitimized technocratic despotism, financial deregulation, precarious labour, and constitutional-political emptying. This book examines critical perspectives in mainstream neoliberal development analysis. It examines the neoliberal experiment as a global historical construct through the cases of Africa, Latin America, and Europe. The analysis begins in 1980 with the Structural Adjustment Plans in Latin America and Africa, followed in 1990 by Maastricht in the case of Europe and the euphoric shift that took place, typified by the Africa Rising narrative, which attempts to promote the idea of an economically emerging continent. It also considers the weakness of the state resulting from neo-liberal austerity and fiscal stabilization policies, which have amplified the inability to collectively deal with the social, economic, and political impact of the COVID-19 crisis. One of the key features of the book is the extensive comparative analysis between regions, using case studies, including examples from African countries. The authors connect the different regional perspectives, included in the book, in a clear and coherent way, such that it will appeal to students and scholars interested in the social, economic, and political outcomes of globalization and will also be of interest to official development agencies and third sector organizations in Latin America, Sub-Saharan Africa and Europe.

After long spells of dictatorships and civil wars, violence in the region was supposed to be under control yet crime rates have continued to skyrocket and citizens remain fearful. This analytical puzzle has troubled researchers and to date there is no publication which explores this problem. Based on a wealth of cutting edge qualitative and quantitative research, Lucía Dammert proposes a unique theoretical perspective which includes a sociological, criminological and political analysis to understand fear of crime. She describes its linkages to issues such as urban segregation, social attitudes, institutional trust, public policies and authoritarian discourses in Chile’s recent past. Looking beyond Chile, Dammert also includes a regional comparative perspective allowing readers to understand the complex elements underpinning this situation. Fear and Crime in Latin America challenges many assumptions and opens an opportunity to discuss an issue that affects everyone with key societal and personal costs. Book excerpt: In Transatlantic Fascism, Federico Finchelstein traces the intellectual and cultural connections between Argentine and Italian fascisms, showing how fascism circulates transnationally. From the early 1920s well into the Second World War, Mussolini tried to export Italian fascism to Argentina, the “most Italian” country outside of Italy. (Nearly half the country’s population was of Italian descent.) Drawing on extensive archival research on both sides of the Atlantic, Finchelstein examines Italy’s efforts to promote fascism in Argentina by distributing bribes, sending emissaries, and disseminating propaganda through film, radio, and print. He investigates how Argentina’s political culture was in turn transformed as Italian fascism was appropriated, reinterpreted, and resisted by the state and the mainstream press, as well as by the Left, the Right, and the radical Right. As Finchelstein explains, nacionalismo, the right-wing ideology that developed in Argentina, was not the wholesale imitation of Italian fascism that Mussolini wished it to be. Argentine nacionalistas conflated Catholicism and fascism, making the bold claim that their movement had a central place in God’s designs for their country. Finchelstein explores the fraught efforts of nationalistas to develop a “sacred” ideological doctrine and political program, and he scrutinizes their debates about Nazism, the Spanish Civil War, imperialism, anti-Semitism, and anticommunism. Transatlantic Fascism shows how right-wing groups constructed a distinctive Argentine fascism by appropriating some elements of the Italian model and rejecting others. It reveals the specifically local ways that a global ideology such as fascism crossed national borders.
