The report specifies stringent preclinical and clinical requirements for establishing safety and efficacy, and for undertaking long-term monitoring of outcomes. Extensive national and international dialogue is needed before any country decides whether to permit clinical use of this technology, according to the report, which identifies essential elements of national and international scientific governance and oversight.

Sin embargo, tanto su aplicación como su existencia misma parecen no alinearse con los principios fundamentales de nuestro sistema jurídico. Este trabajo, tras un análisis histórico del dopaje en el deporte y los avances en su erradicación, se propone, por un lado, identificar y explicar los elementos esenciales y las vicisitudes del nuevo tipo penal de dopaje en Colombia; y por otro, exponer los principales argumentos dogmáticos y político-criminales que respaldan su eliminación.
