This book presents a surprising challenge to this view. It demonstrates that the Chilean armed forces were constrained by institutions of their own design. Based on extensive documentation of military decision-making, much of it long classified and unavailable, this book reconstructs the politics of institutions within the recent Chilean dictatorship (1973–1990). It examines the structuring of institutions at the apex of the military junta, the relationship of military rule with the prior constitution, the intra-military conflicts that led to the promulgation of the 1980 constitution, the logic of institutions contained in the new constitution, and how the constitution constrained the military junta after it went into force in 1981. This provocative account reveals the standard account of the dictatorship as a personalist regime with power concentrated in Pinochet to be grossly inaccurate.

Specifically, it analyzes the role of Ibero-American mediators in the institutionalization of Hispanic and Lusophone cultures in the first half of the 20th century by means of two institutional networks: PEN (the non-governmental writer’s association) and the International Institute of Intellectual Cooperation (predecessor to UNESCO). Attempting to combine cultural and global history, sociology, and literary studies, the book uses an analytical focus on intercultural networks and cultural transfer to investigate the multiple activities and roles that these mediators and cultural organizations set in motion. Literature has traditionally studied major figures and important centers of cultural production, but other regions and localities also played a crucial role in the development of intellectual cooperation. This book reappraises the place of Ibero-America in international cultural relations and retrieves the lost history of key secondary actors. Nonetheless, Washington's modernization programs in early 1960s' Bolivia ended up on a collision course with important sectors of the country’s civil society, including radical workers, rebellious students, and a plethora of rightwing and leftwing political parties. In From Development to Dictatorship, Thomas C. Field Jr. reconstructs the untold story of USAID’s first years in Bolivia, including the country’s 1964 military coup d’état.Field draws heavily on local sources to demonstrate that Bolivia’s turn toward anticommunist, development-oriented dictatorship was the logical and practical culmination of the military-led modernization paradigm that provided the liberal underpinnings of Kennedy’s Alliance for Progress. In the process, he explores several underappreciated aspects of Cold War liberal internationalism: the tendency of "development" to encourage authoritarian solutions to political unrest, the connection between modernization theories and the rise of Third World armed forces, and the intimacy between USAID and CIA covert operations. Book excerpt: In Spain, the five-year period following the proclamation of the Republic in April 1931 was marked by physical assaults upon the property and public ritual of the Spanish Catholic Church. These attacks were generally carried out by rural and urban anticlerical workers who were frustrated by the Republic's practical inability to tackle the Church's vast power. On July 17/18, 1936, a right-wing military rebellion divided Spain geographically, provoking the radical fragmentation of power in the territory which remained under Republican authority. The coup marked the beginning of a conflict which developed into a full-scale civil war. Anticlerical protagonists, with the reconfigured structure of political opportunities working in their favor, participated in an unprecedented wave of iconoclasm and violence against the clergy. During the first six months of the conflict, innumerable religious buildings were destroyed and almost 7,000 religious personnel were killed. To date, scholarly interpretations of these violent acts were linked to irrationality, criminality, and primitiveness. However, the reasons for these outbursts are more complex and deep-rooted: Spanish popular anticlericalism was undergoing a radical process of reconfiguration during the first three decades of the 20th century. During a period of rapid social, cultural, and political change, anticlerical acts took on new - explicitly political - meanings, becoming both a catalyst and a symptom of social change. After July 17/18, 1936, anticlerical violence became a constructive force for many of its protagonists: an instrument with which to build a new society. This book explores the motives, mentalities, and collective identities of the groups involved in anticlericalism, during the pre-war Spanish Second Republic and the Spanish Civil War. It will be is essential reading for all those interested in 20th-century Spanish history.
