Este libro cuestiona estas afirmaciones y se pregunta si distintos enfoques regionales a la cohesión social son todavía pertinentes. El análisis trans-regional comparativo presentado en este volumen está basado en el examen de la competencia entre actores (poder), el papel de la historia y tradiciones sociales (tiempo) y la importancia de límites geográficos a la cohesión social (espacio).

Book excerpt: El presente volumen aborda el análisis de los procesos electorales de ámbito presidencial y legislativo celebrados en América Latina en el bienio 2014-2105. Se trata de elecciones celebradas en once países cuyo estudio se desarrolla en igual número de capítulos. Se cubren comicios simultáneos a ambas instancias en Argentina, Bolivia, Brasil, Costa Rica, Guatemala, Panamá y Uruguay. En El Salvador y en Colombia, aunque se celebraron en tiempos distintos, ambos tipos de comicios se consideran en el mismo capítulo; allí, las presidenciales precedieron a las legislativas con un año de diferencia en el primer país y las legislativas antecedieron por tres meses a las presidenciales en el segundo. Se recogen también en capítulos independientes las elecciones únicamente legislativas de México y Venezuela. Si bien el criterio temporal siempre puede calificarse de caprichoso en este caso sigue la preocupación iniciada hace ocho años de dar cumplida cuenta del acontecer electoral en la región, en el ámbito de los dos poderes representativos del Estado por excelencia. En efecto, este volumen da continuidad a anteriores trabajos. El bienio aquí analizado da cabida a un nivel promedio de elecciones presidenciales, si se tiene en cuenta el acumulado en la región desde hace 30 años, por lo cual es representativo del quehacer político latinoamericano. Así, la Tabla 1 recoge las 117 elecciones presidenciales que se han llevado a cabo en la región entre 19861 y 2015 cuyo resultado no fue cuestionado; su media es de cuatro procesos electorales por año y aquí el número de elecciones que se recogen son nueve.

Book excerpt: The provision of public goods such as education, electricity, health, sanitation, and water used to be regarded as primarily the responsibility of governments, but in the 1980s privatization of such services spread and reliance on market mechanisms instead of governments became common in many parts of the world, including developing countries. The record of the past twenty-five years of market-led development, however, has not been encouraging. Not only has it failed to improve public services significantly, but it has also undermined democratic institutions and processes, reproduced authoritarian relations of power, and suppressed alternatives made possible by an increasing global acceptance of the importance of economic and social rights. In Limiting Resources, LaDawn Haglund seeks an understanding of public goods that can better serve the needs of people in developing countries today. Haglund critiques the narrow conception of public goods used in economics, which tends to limit the range of resources considered “public,” and proposes an expanded conception drawing from multiple disciplines that incorporates issues of justice, inclusion, and sustainability. She then uses case studies of electricity and water provision in Central America to illuminate the conditions for success and the causes of failure in constructing adequate mechanisms for the supply of public goods. She follows with an analysis of political conflicts over privatization that reveals how neoliberal policies have made effective state action difficult. The book concludes with suggestions for ways in which this reformulated conception of public goods can be applied to promote justice, sustainability, and economic and social rights in developing countries.

It collects the voices of forty-one diverse women who live in Costa Rica, some radical, others strongly conservative, and most ranging inbetween, as they write about their lives, their problems, their aspirations. Unlike the comparative studies of women’s issues that look at several different countries, the reader provides an insider’s view of one small, but quintessentially Latin American, society. These women write of their own experience in organizing and working for change within the Costa Rican community. Some represent groups fitting into traditional “women’s movement” that wants to improve certain aspects of women’s and families’ daily lives.
