Book excerpt: Analizar el sistema de seguridad colectiva internacional plasmada en las Cartas Constitutivas de 1919 y 1945 que crearon la Sociedad de Naciones y la Organización de las Naciones Unidas con la óptica del proyecto hegemónico global estadounidense; investigar la adopción de los esquemas de seguridad colectiva internacional establecidos por las superpotencias en los organismos regionales:OTAN, Pacto de Varsovia y OEA-TIAR y, por otro, examinar las implicaciones de dicho enfrentamiento en el interior de la ONU con la aparición de las OMP y en las relaciones ONU-Organismos regionales hasta el fin de la Guerra Fría, analizar las implicaciones del reforzamiento y consolidación de la seguridad colectiva estadounidense en el Consejo de Seguridad con un nuevo orden mundial caracterizado por un contexto de lucha contra el terrorismo, y profundizar en la reestructuración del sistema de seguridad colectiva internacional dentro de las Naciones Unidas. El trabajo así estructurado contiene cuatro capítulos, en el primero trata de la evolución que tuvo la concepción de seguridad colectiva para promover la creación de la Sociedad de Naciones y después, como es institucionalizado, en el Consejo de Seguridad de las Naciones Unidas. En el segundo capítulo se aborda el desarrollo de los diferentes organismos regionales de seguridad con la óptica de las superpotencias. También trata el surgimiento y evolución de las omp como producto del clima de tensión conocido como Guerra Fría. En el tercer capítulo se analizan las implicaciones del reforzamiento (fin de la Guerra Fría) y consolidación (11-S) del sistema hegemónico global estadounidense en el seno del Consejo de Seguridad de las Naciones Unidas, concretamente en los casos de Afganistán e Irak, así como también en sus estructuras de defensa regional, como la OTAN y OEA-TIAR. En el cuarto capítulo se abordan las principales propuestas de reforma a la carta de 1945 y la posición de la superpotencia estadounidense dentro de su concepto de “seguridad colectiva estadounidense”, así como las ensas relaciones entre Estados Unidos y Rusia durante la administración Obama (2009-2017) que paralizaron cualquier intento de reformar la Carta de San Francisco y los pronunciamientos y actitudes del presidente de Estados Unidos, Donald Trump, respecto a la Alianza Atlántica.

Book excerpt: El tema de la tesis que realicé para obtener el grado de Licenciada en Derecho, se llama Reforma al Consejo de Seguridad de la Organización de las Naciones Unidas, éste es un tema muy actual, es una controversia k se esta desarrollando hoy en día, es el tema que ocupa mayor importancia en la agenda de las Naciones Unidas. El Consejo de Seguridad es el Órgano más importante de las Naciones Unidas, ya que éste toma las decisiones más importantes en cuanto a seguridad y paz mundiales. El Consejo esta formado por 15 países, 5 miembros permanentes, y 10 no permanentes. Los miembros permanentes son China, Estados Unidos, Francia, Gran Bretaña y Rusia. Y los no permanentes son rotativos. Los 5 permanentes son los países triunfadores de la Segunda Guerra Mundial, y estos después de tantos años siguen con ese privilegio, aunque ya no estén en el mismo nivel de poder como al término de la Segunda Guerra Mundial. Por lo tanto ésta es la cuestión que se ha tratado de reformar. Hay otros países en el mundo que están en vías de desarrollo y otros que ya son potencias mundiales y no han logrado entrar como miembros permanentes al Consejo, éstos creen que se merecen un lugar así ya que sienten la necesidad de tener mayor participación en las decisiones que toma el Consejo. Esta es entonces la controversia que se desarrolla y analiza en mi tesis. Al final con mis conclusiones y recomendaciones se comprueba que no es viable la reforma al Consejo de Seguridad de la ONU en las condiciones actuales y todo esto se encuentra justificado en la misma tesis. Book excerpt: Based on twenty case studies of universities worldwide, and on a survey administered to leaders in 101 universities, this open access book shows that, amidst the significant challenges caused by the COVID-19 pandemic, universities found ways to engage with schools to support them in sustaining educational opportunity. In doing so, they generated considerable innovation, which reinforced the integration of the research and outreach functions of the university. The evidence suggests that universities are indeed open systems, in interaction with their environment, able to discover changes that can influence them and to change in response to those changes. They are also able, in the success of their efforts to mitigate the educational impact of the pandemic, to create better futures, as the result of the innovations they can generate. This challenges the view of universities as "ivory towers" being isolated from the surrounding environment and detached from local problems. As they reached out to schools, universities not only generated clear and valuable innovations to sustain educational opportunity and to improve it, this process also contributed to transform internal university processes in ways that enhanced their own ability to deliver on the third mission of outreach
