Book excerpt: Excerpt from Peoria: And the State Capital The proposed removal of the State Capital from Springfield to Peoria is one of the most important questions now before the people of Illinois. It is due, therefore, that the people should be placed in possession of some of the steps taken in behalf of the removal and the reasons urged therefor. Dissatisfaction having been expressed with regard to the present location of the proposed new state house, the scanty amount of ground (wholly unsufficient) upon which it is being erected, and the questionable manner in which the appropriations for its erection are being expended, the citizens of Peoria were induced to make a formal offer for the removal of the capital to the beautiful bluffs which overlook their place. The first public act of Peoria was the appointment, on the 11th day of March, 1871, of a committee of the Peoria Board of Trade to confer with the citizens and city council on the subject. On the following evening, Saturday, March 12, a public meeting was held at the courthouse, at which it was unanimously resolved that Peoria ought to offer a sum sufficient to indemnify the state against any loss from her present work, and to donate twenty acres of ground as an inducement for the removal of the capital to their city. On the evening of Tuesday, March 14, a meeting of the city council of Peoria was held, at which communications signed by several hundred citizens were read, offering if the city should make an offer for the capital, to enter into personal bond guaranteeing the fulfillment of any contract that might be made. The supreme mission of this book is to record fairly and truthfully existing conditions and facts of interest to the great body of our people, as well as to schools, officials and other special classes; a book for reference in the school, the office and the home, and a medium for introduction and acquaintance. Its material has been gathered from every available source, and most carefully examined and sifted before acceptance. Considerable space is also devoted to bio graphical sketches of persons deemed worthy of mention for their close relation to the city in some of its varied interests. It is believed that the extensive recognition of such individuals will not be disapproved or regretted by the public; that personal biography has an honored, useful and legitimate place in such a publication as this volume aims to be; and that the omission of such a department would seriously detract from the value of the book. Perhaps no more delicate and difficult task has confronted the editor and publishers than the selection of names for this part of the work. While it is believed that no unworthy name has a place in the list, it is freely admitted that there may be others, equally or possibly more worthy, Whose names do not appear because of lack of definite and adequate information. The text provides readers with an overview of the theoretical, institutional and historical formation of ecological knowledge. The varied local conditions of early ecology are considered in detail, while epistemological problems that lie on the borders of ecology, such as disunity and complexity, are discussed. The book traces the various phases of the history of the concept of ecology itself, from its 19th century origins and antecedents, through the emergence of the environmental movement in the later 20th century, to the future, and how ecology might be located in the environmental science framework of the 21st century. The study of ‘ecological’ phenomena has never been confined solely to the work of researchers who consider themselves ecologists. It is rather a field of knowledge in which a plurality of practices, concepts and theories are developed. Thus, there exist numerous disciplinary subdivisions and research programmes within the field, the boundaries of which remain blurred. As a consequence, the deliberation to adequately identify the ecological field of knowledge, its epistemic and institutional setting, is still going on. This will be of central importance not only in locating ecology in the frame of 21st century environmental sciences but also for a better understanding of how nature and culture are intertwined in debates about pressing problems, such as climate change, the protection of species diversity, or the management of renewable resources.
