Book excerpt: This Element presents the history, research, and future potential for an alternative and effective model of policing called 'legitimacy-based policing'. This model is driven by social psychology theory and informed by research findings showing that legitimacy of the police shapes public acceptance of police decisions, willingness to cooperate with the police, and citizen engagement in communities. Police legitimacy is found to be strongly tied to the level of fairness exercised by police authority, i.e. to procedural justice. Taken together these two ideas create an alternative framework for policing that relies upon the policed community's willing acceptance of and cooperation with the law. Studies show that this framework is as effective in lowering crime as the traditional carceral paradigm, an approach that relies on the threat or use of force to motivate compliance. It is also more effective in motivating willing cooperation and in encouraging people to engage in their communities in ways that promote social, economic and political development. We demonstrate that adopting this model benefits police departments and police officers as well as promoting community vitality. This title is also available as Open Access on Cambridge Core.

Problem-Oriented Policing (POP) approach was one response to a crisis in policing that emerged in the 1970s and 1980s. Police were not being effective in preventing crime because they had become focused on the ¿means¿ of policing and had neglected the ¿goals¿ of preventing and controlling crime. The ¿problem¿ rather than calls or crime incidents should be the focus. This study conducted a review to examine the effectiveness of POP in reducing crime and disorder. Studies had to meet 3 criteria: (1) the SARA model was used; (2) a comparison group was included; (3) at least one crime or disorder outcome was reported. Only 10 studies that met the criteria; there was a modest but statistically significant impact of POP on crime.

Book excerpt: Methodology for analyzing police behavior, specifically, the interrelationship of variables which affect police patrol performance. It has been suggested that a major determinant of the outcome of a police-citizen street contact is the physical and psychological condition of the officer at the time of the contact. As a preliminary step in testing this hypothesis, a pilot research project was conducted in Miami, Florida. This report discusses a methodology for analyzing police behavior and examines the interrelationship of variables which effect police patrol performance. Four Miami patrolmen were trained in behavioral observation techniques and a volunteer group of twelve radio - patrolmen to be observed was selected. The researchers developed a checklist to record police citizen interactions and constructed fatigue and stress scales to rate police performance. Among the behavioral determinants investigated, length of experience on the force - (for better or for worse) stood out as an influential factor. Other factors likely to affect police behavior were found to be the type of a call, the neighborhood, the shift, the day of the week, and number of citizens involved. Emphasizing the importance of the process of identification, the authors recommend that experienced officers should be selected for training men during the cadet probationary period. While this study is a novel approach to measuring police and contains some interesting results on the variable factors studied, the results might have been more meaningful if a larger sample had been used. The study did not clearly demonstrate the advantages of using police observers to record police behavior and did not specifically suggest means for measuring personality, stress of fatigue in a future study.

Book excerpt: A seminal piece in our understanding of how high-profle cases of police violence can affect communities, Desmond, Papachristos, and Kirk (2016), found that resident calls to the police via 911 significantly declined after the beating of Frank Jude. These effects were especially prevalent in primarily Black neighborhoods. In this study, we used an interrupted time series design to replicate the original results in a different city using a fatal incident of police violence. We also extended the methods of original study by further disaggregating the follow-up efects to include officer-initiated events, which capture more discretionary activity for patrol officers. Our results confirm the original findings, with resident calls to 911 declining in majority-Black neighborhoods after a deadly incident of police violence, signifying a decay in community trust and legitimacy. Importantly, we also fnd an immediate and striking decline in officer-initiated activity after the same incident in majority-Black neighborhoods. Conversely, White neighborhoods experienced a slight increase. This study reinforces and adds further context to a growing body of research that explains how incidents of police violence can affect the actions of community residents and the police, including how we conceptualize and measure the concept of “de-policing.”

In Policing Contingencies, Peter K. Manning draws on decades of fieldwork to investigate how law enforcement works on the ground and in the symbolic realm, and why most efforts to reform the way police work have failed so far. Manning begins by developing a model of policing as drama—a way of communicating various messages to the public in an effort to enforce moral boundaries. Unexpected outcomes, or contingencies, continually rewrite the plot of this drama, requiring officers to adjust accordingly. New information technologies, media scrutiny and representations, and community policing also play important roles, and Manning studies these influences in detail. He concludes that their impacts have been quite limited, because the basic structure of policing—officer assessments based on encounters during routine patrols—has remained unchanged. For policing to really change, Manning argues, its focus will need to shift to prevention. Written with precision and judiciously argued, Policing Contingencies will be of value to scholars of sociology, criminology, information technology, and cultural theory.

In the first part of this study, an analysis of the recent history of federal funding aimed at improving law enforcement capabilities will be examined. Next, the community oriented policing (COP) movement will be analyzed by detailing the types of programs subsidized by the 1994 Crime Bill funding, their original intent, and how they were to be operationalized will be discussed. A theoretical framework will be presented that will use empirical assessments of the number of community (or proactive) programs in place in each agency, degrees of organizational change noted in a three-year review of each department's structure as reported in the LEMAS survey of police departments, the levels of economic inequality present in the jurisdictions that received COP funding, and the ethnic composition of these jurisdictions.
