The process of identifying, prioritizing, and attacking targets in accordance with the commander's intent becomes even more critical in today's complex operational environment. The United States military must be able to apply effects-based targeting to capitalize on improved capabilities in operational fires and application of national resources against a dynamic, adapting enemy. This evolving method of conducting operations focuses on creating specific effects rather than focusing on military objectives. Currently, there are many different opinions within the military on the definition, application, and feasibility of effects-based targeting. This thesis defines and identifies effects-based concepts and analyzes their application during Operation Desert Storm and Operation Iraqi Freedom. Applying these developing concepts to recent operations will help create a better understanding of effects-based targeting and assist leaders in conducting operations in a complex environment. Book excerpt: For nearly two decades the United States Air Force (USAF) oriented the bulk of its thinking, acquisition, planning, and training on the threat of a Soviet blitzkrieg across the inter German border. The Air Force fielded a powerful conventional arm well rehearsed in the tactics required to operate over a central European battlefield. Then, in a matter of days, the 1990 invasion of Kuwait altered key assumptions that had been developed over the previous decade and a half. The USAF faced a different foe employing a different military doctrine in an unexpected environment. Instead of disrupting a fast paced land offensive, the combat wings of the United States Central Command Air Forces (CENTAF) were ordered to attack a large, well fortified, and dispersed Iraqi ground force. The heart of that ground force was the Republican Guard Forces Command (RGFC). CENTAF's mission dictated the need to develop an unfamiliar repertoire of tactics and procedures to meet theater objectives. How effectively did CENTAF adjust air operations against the Republican Guard to the changing realities of combat? Answering that question is central to this study, and the answer resides in evaluation of the innovations developed by CENTAF to improve its operational and tactical performance against the Republican Guard. Effectiveness and timeliness are the primary criteria used for evaluating innovations.

To assess the shift of these roles, the author of this report analyzed post?Cold War conflicts in Iraq (1991), Bosnia (1995), Kosovo (1999), Afghanistan (2001), and Iraq (2003). Because joint doctrine frequently reflects a consensus view rather than a truly integrated joint perspective, the author recommends that joint doctrine-and the processes by which it is derived and promulgated-be overhauled. The author also recommends reform for the services beyond major operations and campaigns to ensure that the United States attains its strategic objectives. Real-world events have since underscored the need for such a study; indeed, the U.S. military applied key elements of a measured, nuanced approach in both the Afghanistan and Iraq campaigns. We are pleased to note this evolution in operations and a parallel evolution in the thinking of the combatant commands and Services. Because of this evolution, it is no longer as necessary as it once was to sell the fundamental objectives of what we term here the discriminate use of force (DUF). The notion of using military force in discriminate fashion goes back at least to the teachings of Sun Tzu. In the past, however, the military tools available to political and military leaders rarely supported such an approach. As recent events have shown, this situation is changing. New precision and non-lethal weapons and emerging capabilities such as information dominance now enable the discriminate use of force. These emerging capabilities exist within a political context that requires the use of discriminate force. Moreover, destructive power alone is not sufficient to reach many U.S. goals, and it must be properly applied. Efficiency is one motivation. More significant is the need for discriminate use, particularly when multiple strategic and operational objectives are in tension.
