Deer-related crashes are increasing as both deer populations & vehicular travel increase. Many methods have been used in attempts to reduce deer crashes, often with little scientific foundation & limited evaluation. This paper summarizes the methods & reviews the evidence of their effectiveness & the situations in which each may be useful. The only widely accepted method with evidence of effectiveness is well-designed & maintained fencing, with underpasses or overpasses as appropriate. Other methods using advanced technology require substantial additional research & evaluation.

Two half-mile test sections were alternately covered and uncovered for a three-month period to see if any significant change in deer-vehicle accidents could be detected. No accidents occurred in the test sections during the evaluation period. The cover/uncover evaluation method proved too costly for the limited budget of this study. Photometric measurements of the reflectors have been made using vehicle headlights as the light source. The use of wildlife warning reflectors should be discontinued until more evidence is available on their effectiveness--especially on mule deer. A regional pooled-fund study should be started to investigate the effect of the reflectors on mule deer. This needs to be a large-scale effort to obtain results in a short period of time and to ensure validity.

Book excerpt: Vehicle-animal accidents represent 4.6% of U.S. automobile accidents, with more than 1.5 million accidents a year, 150 deaths and 1 .1 billion dollars in vehicle damage. Animal related accidents in Utah represent 1.2% of statewide automobile accidents. In 2001 there were 2,688 vehicle-animal collisions, including 3 deaths and 235 injuries. In Utah, animal related accidents are subdivided by wild and domestic animals. Domestic animals include livestock, such as cows, sheep and horses. Wild animals most often refer to deer, elk and moose. Using 10 years of statewide accident information, the problem locations are identified and a comparison between the domestic and wild animal accidents based on severity is examined. This study utilized the Utah Department of Transportation's Centralized Accident Record Systems (CARS) accident database to identify the vehicle-animal crash problem in Utah. The study describes the extent of the problem, reviews some literature on various countermeasures used throughout the world, and finally identifies the most dangerous section of routes between the years 1999-2001 in terms of the accidents per mile for the wild and domestic animals.

The overview is restricted to mitigation measures aimed at large terrestrial mammals (deer size and larger). However, this report also includes information regarding how such measures may affect or benefit federally endangered or threatened species in Montana, regardless of their size. In addition to the detailed information for each mitigation measure, a summary table is provided that provides at a glance information on the costs and benefits of the individual mitigation measures for which such data were available. Furthermore, the report graphically illustrates which measures have the best monetary balance (the difference between benefits and costs) and which measures reduce animal vehicle collisions and associated costs best. Based on the results, the authors of this report identified wildlife fencing, with or without wildlife underpasses or a combination of wildlife underpasses and overpasses, and animal detection systems with wildlife fencing, as the most cost effective mitigation measures. Animal detection systems without wildlife fences or wildlife fences with a high density of wildlife overpasses are also cost effective, but more data on system effectiveness are needed before these systems are recommended for implementation rather than further study. The final section of the report provides suggestions on the implementation or study for each of the 39 mitigation measures.
