Book excerpt: Travel time variability is that characteristic of the transportation system that means a traveler's trip will vary from what is normally expected and will potentially take longer than planned. By helping travelers make travel choices that take into account travel time variability, agencies have the potential to reduce roadway congestion. Travel Time Reliability (TTR) information includes static data about traffic speeds or trip times that capture historic variations from day to day and enable individuals to understand the level of variability in traffic. A key component to addressing the reliability issue related to urban mobility is conveying this TTR information to system users so that they can make informed decisions about their travel. The challenge for transportation professionals lies in selecting the best means of conveying that information so that it is usable and effective to the traveler and other stakeholders. The Strategic Highway Research Program 2 (SHRP2) Reliability Project L14 established a preliminary set of suggested terminology and guidelines for conveying TTR information to road users so that they may make optimal travel choices from their point of view, such as whether to take a trip or not, departure time, mode choice, and/or route choice. Specifically, a Lexicon of phrases was developed for each of eight TTR terms, which contained detailed guidelines for TTR information that would most likely be understood and used by travelers. To help agencies and other transportation-related entities better deploy and use the recommended Lexicon terminology, a field study was conducted to test the phrases to demonstrate the technical and institutional feasibility of their use and determine the potential costs and benefits of using these products of L14. Overall, the field study found that the particular Lexicon phrases tested performed equally well. Only one survey question resulted in statistically significant differences between the Lexicon phrases. The biggest finding of the field study was that dissemination of TTR information via the 511 information channel was less preferred than via the Web or App access channels. In a few instances, the App access demonstrated superior responses over both the Web and 511 access.

Television and radio are traditional methods of doing so, but are limited because of time constraints and lack of interaction between customers and travel firms. In the past, travel agents have been the intermediaries in supplying travel information and making reservations. However, the Internet, a recent development which links computers all around the world, allows for travel firms to market to and inform travellers directly. The World Wide Web (WWW), a part of the Internet featuring multimedia and hypertext links, is fast becoming a marketing tool for travel firms. Fifteen travel firms from several segments of the industry currently marketing on the WWW were surveyed. Findings show that companies generally receive benefits from the WWW that outweight costs. Also, feedback from the advertising has been positive and few obstacles have been encountered. Future plans for companies are generally for more extensive marketing activities and more allowance for bookings via the medium. Recommendations range from how to better create home pages to better methods of tracking of benefits.

Book excerpt: Real-time information systems are being used widely around the world to mitigate the adverse impacts of congestion and events that contribute to network delay. It is important that transportation modeling tools be able to accurately model the impacts of real-time information provision. Such planning tools allow the simulation of the impacts of various real-time information systems, and the design of traveler information systems that can minimize impacts of congestion and network disruptions. Such modeling tools would also be helpful in planning emergency response services as well as evacuation scenarios in the event of a natural disaster. Transportation modeling tools currently in use are quite limited in their ability to model the impacts of real-time information provision on travel demand and route choices. This dissertation research focuses on enhancing a previously developed integrated transportation modeling system dubbed SimTRAVEL (Simulator of Transport, Routes, Activities, Vehicles, Emissions, and Land) to incorporate capabilities that allow the simulation of the impacts of real-time traveler information systems on activity-travel demand. The first enhancement made to the SimTRAVEL framework involves the ability to reflect the effects of providing information on prevailing (as opposed to historical) network conditions on activity-travel behavior choices. In addition, the model system is enhanced to accommodate multiple user information classes (pre-trip and enroute) simultaneously. The second major contribution involves advancing the methodological framework to model enroute decision making processes where a traveler may alter his or her travel choices (such as destination choice) while enroute to an intended destination. Travelers who are provided up-to-date network information may choose to alter their destination in response to congested conditions, or completely abandon and reschedule an activity that offers some degree of flexibility. In this dissertation research, the model framework is developed and an illustrative demonstration of the capabilities of the enhanced model system is provided using a subregion of the Greater Phoenix metropolitan area in Arizona. The results show that the model is able to simulate adjustments in travel choices that may result from the introduction of real-time traveler information. The efficacy of the integrated travel model system is also demonstrated through the application of the enhanced model system to evaluate transportation policy scenarios.

Book excerpt: Multimodal transportation such as transit, bike, walk, transportation network companies (TNCs) (e.g., Uber, Lyft), car share, and bike share are vital to supporting livable communities. However, current data collection techniques for multimodal travel behavior, including apps built specifically for travel behavior surveys, have limitations (e.g., significant negative impact on battery life, user acquisition) which prevent a better understanding of significant real-world challenges (e.g., multimodal traveler choices, relationships between travel behavior and health). In this project, the research team developed and deployed a proof-of-concept system to collect multimodal travel behavior data on an ongoing basis directly from users of a popular open-source mobile app for multi-modal information, OneBusAway (OBA). To overcome battery life challenges, the research team used the Android Activity Transition API, which leverages hardware advancements in modern mobile phones. An update to the OBA app was released to 676 beta testing users. Over 10 weeks, 74 users opted into the study without any incentive and contributed 65,582 trips. Key concerns for data collection when conserving battery life are the timeliness and accuracy of data. Location data was collected for 86% of all origins and destinations. Most delays in location acquisition when starting or ending an activity were under a few minutes (e.g., 90th percentile of delay at origins was 3.2 minutes and the 68th percentile was 14 seconds). The locations for trip origins and destinations were accurate approximately to a building-level or better – the 95th percentile of estimated accuracy was approximately 48 meters. The primary cause of some low activity classification confidence values seems to be uncertainty as to when the user is walking or standing still, although further evaluation is required. The software deployed in this project is a promising new tool with a tradeoff of reduced data density for the ability to collect data from many users for longitudinal studies with little to any incentives required.
