Book excerpt: This title was first published in 2000: United States economic assistance programs in Latin America have been frequently restructured during the course of the past four decades. This book examines the evolution of US aid to the region, describes and explains US aid to the region since 1960. Focus is placed on four successive initiatives, the Alliance of Progress for the 1960s, the New Directions Mandate of the 1970s, the Private Enterprise Initiative of the 1980s and the Democracy Initiative of the 1990s. Empirical examples of actual programs, drawn from primary source documents, are used to illustrate more general propositions. The primary objectives of this study are to describe and explain US assistance policy toward Latin America during the past four decades and account for changes in the aid regime over time. Such assistance is typically linked to either the developmental needs of recipient countries, or the economic interests of transnational corporations.

How should the United States now spend its foreign aid to support its interests and values in the new century? In this study, Carol Lancaster takes a fresh look at all US foreign aid programs and asks whether their purposes, organization and management are appropriate to US interests and values in the world of the 21st century. Lancaster finds that US aid in the new century, if it is to be an effective tool of US foreign policy, needs to be transformed. Its purposes need to be refocused and its organization and management brought into line with those purposes. Those purposes include support for peace-making, addressing transnational issues, providing for humane concerns and responding to humanitarian emergencies. Traditional programs aimed at promoting development, democracy and economic and political transitions in former socialist countries will not disappear but they will have less priority than inthe past. U.S. policymakers have emphasized different strategic interests in the region at different times, from combating Soviet influence during the Cold War to advancing democracy and open markets since the 1990s. Current U.S. policy toward the region is designed to promote economic and social opportunity; ensure citizen security; strengthen effective democratic institutions; and secure a clean energy future. As part of broader efforts to advance these priorities, the United States provides Latin American and Caribbean nations with substantial amounts of foreign assistance. Congress - which authorizes and appropriates aid for the region, and engages in oversight of assistance programs - is currently considering the President's foreign aid request for FY2013. In recent years, the State Department, Foreign Operations, and Related Programs appropriations measure has been the primary legislative vehicle through which Congress reviews U.S. assistance and influences executive branch policy toward the region.

Book excerpt: Trends in U.S. assistance to the Latin America and Caribbean region generally reflect the trends and rationales for U.S. foreign aid programs globally. Aid to the region increased during the 1960s with the Alliance for Progress and during the 1980s with aid to Central America. Since 2000, aid levels have increased, especially in the Andean region as the focus has shifted from Cold War issues to counternarcotics and security assistance. Current aid levels to Latin America and the Caribbean comprise about 11.8% of the worldwide FY2006 bilateral aid budget. Amounts requested for FY2007 would reduce this ration to 10.6%. Two countries 2 Honduras and Nicaragua 2 have signed compacts for Millennium Challenge Account (MCA) funds. Aid levels to the region could increase further as more countries become eligible for MCA. Both Haiti and Guyana are focus countries for the President[alpha]s Emergency Plan for AIDS Relief (PEPFAR).
