Chinese scholars have used a local proverb "the West wind has overpowered the East wind" to describe this phenomenon of ‘looking West’. But what do we mean by educational policy borrowing from the West? What are the educational policies in China's new curriculum reform that are perceived to be borrowed from the West? To what extent have the borrowed educational policies in China's new curriculum reform been accepted, modified, and rejected by the various educational stakeholders? How does culture influence the various educational stakeholders in China in interpreting and mediating educational policy borrowing from the West? How do the findings of this study on China’s education reform inform and add to the existing theories on and approaches to on cross-cultural educational policy borrowing? Book excerpt: A rare insider's view of educational development and problems in China since economic reform began in 1978, this volume critically examines the issue of political socialization through curriculum and compares the curriculum used during the Cultural Revolution with that compiled and used throughout China in 1988. Also explored are problems with student dropouts and teacher motivation in rural education and government-supported nonformal education; the tracking system and vocational education development in urban schools; problems that came about with economic and political reform; and the issue of inequality existing between and within rural and urban schools. Turning to recent decentralization efforts in school administration, Jing Lin analyzes evidence suggesting that educational policy is politically controlled. Additionally, the development of educational research in the 1980s and 1990s constitutes the topic of one chapter, based on hundreds of published books and papers. Finally, Lin reflects on the massive student movement that arose in the spring of 1989 and delineates the social, economic, and political changes that sparked it. This final section treats these educational changes as an interconnected whole that underlay the movement and gave it such distinctive characteristics as nonviolence and a rational, constructive outlook.

Book excerpt: This book reports on the findings of a series of studies on the development of zero-to-three-year-old Chinese children supported by the Fundamental Research Funds for the Central Universities. The studies were conducted by a research group at the Institute of Early Childhood Education, Beijing Normal University. In the first part of the book, findings concerning the developmental trajectory are presented, including physical and motor development, cognitive development, language development, social and emotional development. The focus of the second part is on the effect of family environment and practices. Specifically, the authors provide empirical evidence allowing readers to better understand how the home environment and educational practice in the family impact the psychological development of children in their early years. In the last part, culture-specific issues like the new universal two-child policy in China are discussed. Most of the parts are based on large-scale investigations and analysis of the status quo, complemented by small-sample studies and case studies. The findings presented here will promote theory building and public understanding of early care and education in China. Moreover, the behavior observation scales and assessment tools developed by the research group are cultural appropriate and may serve as a foundation for further studies on early care and education in the Chinese cultural context.
