Book excerpt: Focusing on the post war reconstruction of the education systems in Japan and Germany under U.S. military occupation after World War II, this book offers a comparative historical investigation of education reform policies in these two war ravaged and ideologically compromised countries. While in Japan large-scale reforms were undertaken swiftly after the end of the war, the U.S. zone in Germany maintained most of the traditional aspects of the German education system. Why did Japan so readily accept ideas and values developed in the allied countries while Germany resisted? Masako Shibata explores this question, arguing that the role of the university and the pattern of elite formation, which can be traced back to the period of the formation of Meiji Japan and the Kaiserreich, created the conditions for differing reactions from educational leaders in each country; this had a decisive impact on the proposed reforms. By examining these reactions through a sociological, cultural, and historical frame, an explanation emerges. Japan and Germany under the U.S. Occupation will prove to be a valuable resource both to scholars of history and education reform.

Book excerpt: Although the United States Education Mission recommended that the Japanese give serious consideration to the introduction of alphabetic writing, key American officials in the Civil Information and Education Section of GHQ/SCAP delayed and effectively killed action on this recommendation. Japanese advocates of romanization nevertheless managed to obtain CI&E approval for an experiment in elementary schools to test the hypothesis that schoolchildren could make faster progress if spared the necessity of studying Chinese characters as part of non-language courses such as arithmetic. Though not conclusive, the experiment's results supported the hypothesis and suggested the need for more and better testing.

The pedagogy of recovery—in which schooling was central and natives were forced to accept empire through education—might have shown how Americans could be good occupiers, but it also created projects of Orientalist racial management: Filipinos had to be educated and civilized, while the Japanese had to be reeducated and “de-civilized.” In Campaigns of Knowledge, Malini Schueller contrapuntally reads state-sanctioned proclamations, educational agendas, and school textbooks alongside political cartoons, novels, short stories, and films to demonstrate how the U.S. tutelary project was rerouted, appropriated, reinterpreted, and resisted. In doing so, she highlights how schooling was conceived as a process of subjectification, creating particular modes of thought, behaviors, aspirations, and desires that would render the natives docile subjects amenable to American-style colonialism in the Philippines and occupation in Japan.

In addition, the book examines contemporary issues of immigration/immigrants in the politics of schooling, by reflecting on matters of migration, and problematizing how concepts such as exclusion and abjection make the migrants appear “failed”, “insufficient” and even “dangerous”. The book provides theoretical insights into critical relations between knowledge and power, governance and governmentality, and notions concerning educational systems, as well as how these are compared. The central themes of the book are models for organizing and reflecting on transnationalization and educational reforms. In its discussion of those themes, the focus lies on changing conceptions of education and the educational system; on how school or teacher education is adapting to discourses of effectiveness and efficiency; and on their transformation according to standardized templates. Such changing conceptions define the meanings of education and educational progress; they are important for the identification and analysis of educational knowledge, and for critical discourses on education in society.
