But when financial markets are incomplete and informal mechanisms subject to imperfect contract enforcement must fill the breach, spatial inequality in infrastructure or other attributes that affect the returns to education create spatial differentiation in educational lending and consequently, in educational attainment. Book excerpt: Abstract: In September 2000, 189 member states of the United Nations adopted a set of goals meant to improve minimum standards for citizens' quality of life throughout the world, known as the Millennium Development Goals (MDGs). While many sociologists have produced evidence which indicate factors explaining educational progress, little sociological research has assisted in explaining developing nations' progress towards the educational MDGs, specifically, universal primary enrollment, universal primary completion, and gender parity in primary education. As educational quality is often linked to economic progress, determining whether economic growth or educational investment factors best explain progress towards the educational MDGs will provide insight to developing nations as they attempt to accomplish the MDGs by 2015. Based on national-level data gathered from UNESCO, the World Bank, and the International Labour Organization, this paper uses Ordinary Least Squares regressions to determine whether the effects of economic growth and educational investment vary between low and lower-middle income nations. This study finds educational investment factors to have significant effects whereas economic growth factors do not. Specifically, pupil-teacher ratios, percentage of female teachers, and grade repetition rates have significant effects on progress towards the educational MDGs.
