Book excerpt: The study combines documentary and ethnographic material which trace the major features of contemporary Swedish society and the historicalorigins of these, and their relationships with the ways in which educational change has proceeded. Variables are categorised into those external to the educational system, including both domestic and foreign policy considerations and worldview, and internal ones. This analysis is applied to the internationalisation of Swedish education as a case study of the inter relations between variables and the process of the legitimation of new knowledge. The main conclusion is that both the content of internationalisation, and the ways in which it is introduced into education, can be deduced from the major processes of socio political steering in Sweden, but unique features of the Swedish polity suggest that these findings may not hold for other, more diverse societies, and that the increasing contradictions within Sweden are also leading to a breakdown in its homogeneity.

Book excerpt: Interrelationships among the educational, social, and political systems of Sweden are examined, with particular emphasis on the recent trend toward internationalization. Sweden is described in general terms as a highly industrialized, technologically-advanced nation with a high standard of living, far-reaching welfare policies, and high levels of bureaucratization and taxation. Sweden's political system, which has been dominated by the socialist policies and ideology of the Social Democratic party since 1932, has taken seriously its mandate to inculcate children, youth, and adults with the predominantly socialist goals and ideals of Swedish society. Because this inculcation has taken place largely within the formal educational system, the author believes that an examination of educational objectives and practices will result in a clearer understanding of Swedish society. Review of major educational innovations in Sweden since the 1700's indicates that the trend toward internationalization is reflected in a variety of ways, including democratization of education; increase in the number of immigrant students (including political refugees, foreign workers, and children of foreign workers); increase in the number of courses at all educational levels on Sweden's role in the modern world; expansion of programs involving international technical and financial assistance to developing nations; increase in the amount of educational research on international topics; and generous government funding of international affairs institutes such as the Stockholm International Peace Research Institute. The conclusion is that there is a close correspondence between the Socialist and international aims and philosphy of Sweden's society, educational system, and political system. (DB)

Yet in the 1990s, Sweden moved away from this tradition in education, introducing market-oriented reforms that decentralized authority over public schools and encouraged competition between private and public schools. Many wondered if this approach would improve educational quality, or if it might expand inequality that Sweden has fought so hard to hold down. In The Market Comes to Education in Sweden, economists Anders Björklund, Melissa Clark, Per-Anders Edin, Peter Fredriksson, and Alan Krueger measure the impact of Sweden's bold experiment in governing and help answer the questions that societies across the globe have been debating as they try to improve their children's education. The Market Comes to Education in Sweden injects some much-needed objectivity into the heavily politicized debate about the effectiveness of educational reform. While advocates for reform herald the effectiveness of competition in improving outcomes, others suggest that the reforms will grossly increase educational inequality for young people. The authors find that increased competition did help improve students' math and language skills, but only slightly, and with no effect on the performance of foreign-born students and those with low-educated parents. Developments in systems of higher education and changes in the governance of this field have been discussed in the literature. Such changes are brought about by collective actors within institutional settings. The present volume directs attention at Social Democratic governments in Sweden and in Germany, specifically in North-Rhine Westphalia in the latter case, and at the policies of higher education they have enacted from the mid-1960s to the year 2000. The empirical basis for this study is a qualitative analysis of such policy documents as inaugural speeches, governmental bills and recommendations of expert groups. The focus of the policies has shifted during the decades that were analysed from an input- to an output-orientation and from addressing issues of class to addressing those of gender segregation. These shifts are discussed against the background of a governmentís need for legitimation and the impact of intermediate actors on policy development.

So the population is heterogeneous and is concentrated in mainly three areas of the country. “In an international comparison, the Swedish overall rate of participation in education is one of the highest.” The basic principle of education in Sweden is equality. This means equality of opportunities / access but also equality of outcomes / results. Everybody in Sweden must have access to an equivalent, uniform education, regardless of sex, irrespective of their social or ethnic backgrounds or their place of residence, because a well-educated society is a prerequisite for the expansion of the country’s economic and the further development of the Swedish welfare state. There is also a big awareness of the importance of research and development. Due to this the cost for the education system in Sweden are very high, among the highest in the world . In the following pages I want to outline the Swedish educational system. I will start with a sketch of the reforms and according to the lights of this essay I will begin with the 20th century. The goal is to shed light on the needs of the society and on political reasons of the reforms. Furthermore I will represent an overview of the today’s system and discuss the differences between the “old” and the “new” strategies as well as advantages and disadvantages. The History of Sweden’s Education – short Review In the 19th century Sweden rapidly transformed from an agricultural, traditional society into an industrialised society. During this industrialisation and also democratisation the well-known Swedish model developed (1920s). By this is the specific model of a social welfare system is meant. It was characterized by centralism, universalism and cooperation between the capital and labour (consensus). At that time the focus was on developing a (social) welfare system this includes also focus on the education system. In this inclusive and centralised welfare state, science was a tool for modernising society in large reforms. The peak was reached in the 1970s. Intended to provide a broader framework for analyzing allocation policy in adult education, the first paper is organized around the assumption that the effects of allocation policy both on participants and society are greatly determined by institutional roles defining who gets recruited to what kind of adult education and to what extent different programs and self-directed learning contribute to the creation of resources. Discussed next is the allocation policy in various Nordic countries (Denmark, Finland, Norway, and Sweden). The next paper, which examines recruitment in the context of allocation policy, focuses on the ways in which changes in the occupational structure over time can illustrate long-term effects of education. Also presented is a study of dropouts in municipal adult schools in the context of allocation policy. Book excerpt: "Nordic Models for a Democratic School" analyzes the efforts to create a democratic and equal society by the means of educational reform in Sweden and Finland 1960-2020, based on official print and earlier research. Of special concern is how the inherent contradiction between democracy and rule of law - the principle of the Rechtsstaat - has affected the development. For historical and geopolitical reasons, the balance between these principles has been different in Sweden and Finland. Swedish democratic development has been society-oriented rather than individual-oriented, without any real counterweight against the popularly elected politicians' influence over society, including the school system. In Finland, the powers of government have been limited by the mechanisms of the Rechtsstaat, with a decentralized state and more independent civil servants, including teachers. These differences in political culture have profoundly influenced the realm of education. Sweden has experienced continuous reforms, gives priority to democracy in the value bas of curricula, and emphasizes the schools function as a transmitter of values. Finland has experienced rare but revolutionary bursts of reforms, emphasizes human rights in the value base of curricula, and gives priority to the school's role as a transmitter of knowledge.
