The papers contained in this volume fall into three groups.* (1) Education in Scandinavia, Switzerland, Holland, Hungary, etc. In this group, four papers are devoted to education in Scandinavia. Special reference is mode in them to two questions: (I) the virtual abolition of Latin in the ordinary secondary schools in Norway, and the similar, though somewhat less sweeping, tendency in the Swedish secondary schools; and (2) the movement in Swedeu for making elementary education more practical and a much more definite preparation for skill in handicraft. Both of those questions, m another form, are pressing on the thoughts of many English students of education, and it is hoped that the account of what is being done in Scandinavia will prove of special interest at the present time. Two other papers give detailed information as to the training and status of primary aud secondary teachers in Switzerland, and describe the main features of the school system of Zurich. Another paper describes the historical development of the system of primary education in the Netherlands with special reference to its influence on English education and to recent important changes in Dutch educational law. Other papers give accounts of education in Hungary, Portugal and Servia; and one describes the Ecoles Matemelles in Paris, comparing the methods adopted in those schools with those generally in uso in infant schools in England. (2) In view of the growing interest which is taken in the methods of teaching as distinct from questions of educational administration, some of the papers are devoted to discussions of the ways of teaching two subjects which are almost universally regarded as being, if well taught, of high disciplinary value- Arithmetic and Latin. The aim of the writers, whose proposals arc based on long experience as teachers, is to suggest methods of instruction which will teach the pupils to think, and give them a rad interest in their work. Statistics will necessarily occupy a prominent place in such a sketch, as these are essential to an intelligent understanding of this important educational question. These may appear prolix, yet they are the meat of the subject. First, as to European countries: The Germans were the earliest to institute a system of general education, and the wonderful progress of Germany in every respect is now largely attributed to the thoroughness of national education. Especially in the last twenty years has the aspect of the nation been greatly changed. Some attribute this to the large number of special technical schools, which are also undoubtedly potent factors, but some more organic reason in the national life must be discovered. The English consul, Mr. Powell, in an interesting report on these conditions, says that this (commercial and industrial) success is due less to superior commercial education than to the high state of general education that Germany has enjoyed for many years, which was formerly lacking, and is even now lacking in several essential points in Great Britain. The fact that in Germany elementary education has been generally compulsory and, to a large extent, also gratuitous, for more than one hundred and fifty years, is recognized to be an essential element in recent political, industrial and commercial successes of the nation. Nothing short of a general uplifting of the mass of the people will raise a nation to a higher level in all respects. Book excerpt: Excerpt from Education in Sweden The nation which at the present day inhabits the Kingdom of Sweden is considered to have had its dwelling-place there for an unbroken period of at least six thousand years, - a longer period than any other European nation can look back upon, within its present boundaries, with the exception of the kindred race in Denmark. According to researches recently undertaken the Swedish people seems to be the purest remainder now extant of the old Teutonic race. The Swedes have three times, in a more direct way, played an important part in the history of the world. First, and in common with the other Scandinavian nations, as a »vagina gentium» (Jordanes), before the great Migration of Peoples, which fact is however veiled in obscurity; then, during the renowned Viking period, when Swedish chieftains founded the Russian Empire; and finally, during the reign of the great Gustavus Adolphus, when the Swedish people saved liberty of conscience and freedom of religion to humanity. During the two last centuries, in proportion to their numbers, the Swedes have taken an honourable part in the humanitarian, scientific and artistic work of the civilized nations. Particularly in the nineteenth century, and with a period of ninety years of peace, the country has advanced remarkably. As an eloquent expression of the present stage of the culture of the Swedish people, is generally quoted, that according to the vital statistics the mortality is in Sweden lower, and the expectation of life higher, than in any other European, and probably also any Extra-European country. The undersigned, who since 1918 has held the above mentioned lectureship, has keenly felt the want of a satisfactory Swedish grammar for the use of Englishmen. Most of the existing gram mars of the kind are so full of mistakes as to render them almost useless. The present volume, which is the fruit of four years experience in Swedish class-teaching, will, it is hoped, prove a more reliable guide for those who begin learning the language. Special attention has been devoted to the pronunciation, which has always proved to be a stumbling-block to English students.
