Book excerpt: This research project is concerned with such questions as the following: How has East Germany responded to the challenges facing education's relationship to development, especially with respect to conditions imposed by the scientific and technical revolution? What contribution has its educational and training system made to industrialization and technical progress? And, conversely, what is the impact of that system on the evolution of technology and science? Following a preface and an introduction, three sections are devoted to (1) education and employment--fundamental theoretical problems and socioeconomic conditions; (2) the relationship between training, further education, and employment; and (3) education and employment planning. Section I contains chapters on education and employment as essential elements in the social reproduction process--methodology, trends in economic growth and employment, the system of education, and development problems of education and employment. Section II contains chapters on general education to prepare for working life, career and study guidance, and aims and content of vocational-training programs. Section III contains chapters on fundamental information, the planning principle, manpower planning and planning of the educational system, harmonization, long-term planning and forecasting, and research planning. This study of the integration of East and West German education following the collapse of the German Democratic Republic in 1989 focuses on policy formation and implementation during this period of great social and political turbulence. It is the result of a research project undertaken shortly after the unification. The authors lived in East Germany for a full year, looking carefully at individual schools, vocational training centers, teacher colleges, and universities. The book considers questions of how education policy is successfully formulated, conditions in which that policy is implemented and the consequences of the implemented educational reform. The first chapters present the context and history of German education and the later chapters discuss the unification and the formation of the new school laws and the successes and failures. The authors' research shows that even before the unification East Germans had already opted for a system consistent with West German education law. However, the West Germans disregarded these changes and imposed their own version of reform on East Germany. The German situation at this time is of great interest to all educators, particularly students of educational policy making, as well as researchers in political science, economics, and sociology.

Ways had to be found to rebuild the economy. After 1917 Lenin had called for polytechnical education in Russia to stimulate interest in the trade crafts. When the Communist system was implanted in the German Democratic Republic, the GDR adapted the Russian education system to serve its own economic needs. Advice for curriculum development was initially given by experienced craftsmen who also structured workshops for pupils in industry and agriculture. Practical work was to enable as many school leavers as possible to choose an economically useful career. Educational reform required considerable organisation by the authorities and ingenuity of teachers. This thesis describes the historical situation and ideological reasons for polytechnical education and shows the merits and pitfalls during educational development in the GDR. Polytechnical education was meant to give pupils a broad spectrum of knowledge and skills from an early age. The Communist system also aimed to instil a sense of responsibility for socialist society and pride in serving their country and ideals.
