Book excerpt: We use the unique experiences of Canadian World War II veterans to identify the effects of a large scale college subsidy program on educational attainment and earnings. Like the United States, Canada set up an extensive veteran's assistance program that provided financial aid and institutional support for college attendance. Because of differences in military enlistment rates and education systems, however, a much lower fraction of Quebec men benefited from VRA benefits than men from other provinces. Building on this fact, we analyze inter-cohort patterns of education and earnings for English- speaking men from Ontario, using French-speaking men from Quebec as a control group. We use data from the 1971 and 1981 Canadian Censuses to compare conventional (OLS) estimates of the return to schooling with instrumental variables (IV) estimates that use potential eligibility for VRA benefits as an exogenous determinant of schooling. Consistent with the recent literature, we find that the IV estimates are typically as big or bigger than the corresponding OLS estimates. We also explore an alternative identification strategy that utilizes information on family background available in the 1973 Canadian Job Mobility Survey. We hypothesize that veterans from relatively disadvantaged family backgrounds were more likely to be affected by the VRA's incentives than veterans from wealthier families. Using the interaction of veteran status and family background as an instrument for schooling, we again find rates of return to education as large or larger than the corresponding OLS estimates.

Book excerpt: The Post 9/11 GI Bill (PGIB) is among the largest and most generous college subsidies enacted thus far in the U.S. We examine the impact of the PGIB on veterans' college-going, degree completion, federal education tax benefit utilization, and long run earnings. Among veterans potentially induced to enroll, the introduction of the PGIB raised college enrollment by 0.17 years and B.A. completion by 1.2 percentage points (on a base of 9 percent). But, the PGIB reduced average annual earnings nine years after separation from the Army by $900 (on a base of $32,000). Years enrolled effects are larger and earnings effects more negative for veterans with lower AFQT scores and those who were less occupationally skilled. Under a variety of conservative assumptions, veterans are unlikely to recoup these reduced earnings during their working careers. All veterans who were already enrolled in college at the time of bill passage increase their months of schooling, but only for those in public institutions did this translate into increases in bachelor's degree attainment and longer-run earnings. For specific groups of students, large subsidies can modestly help degree completion but harm long run earnings due to lost labor market experience.

Book excerpt: By analyzing US Education Department data on college expenditures and student outcomes, it is possible to report how much or how little colleges are spending on student instruction and whether students are benefitting. Of the 10 colleges charging taxpayers the most overall Post-9/11 GI Bill tuition and fee payments from FY 2009-17, totaling $5.4 billion, seven spent less than one-third of students’ gross tuition and fees on instruction in 2017 and struggled with outcomes: Less than 28% of their students completed an award or degree and only half (52%) earned more than a high school graduate. In contrast, students who attended top-10-grossing GI Bill schools that spent more than one- third of gross tuition on instruction had a 60% completion rate, and two-thirds earned more than the average high school graduate. Overall, 378 institutions meet our metrics for “Best Instructional Bang for the GI Bill Buck.” These schools spend at least 50% on instruction, while also showing that at least half of their students complete and earn more than the average high school graduate after attending. Four schools represent the “Bottom of the Barrel,” charging taxpayers $83 million in Post-9/11 GI Bill tuition and fees in 2017, but spending less than 10% of their gross tuition revenue on student instruction. The three of these four for which outcomes data is available left only one in four students (26%) with a credential in hand and just a little more than half (51%) earning more than a high school graduate.
