He was fourteen years old but small in stature. At times his face was radiant with boyish joy; at other times his face bore the serious demeanor of a judge. Bobby was one of the very first to reach the playground at recess time. After recess he was among the first to open his books for study. He played with those younger than himself because the younger ones played the more. In the classroom he worked with those older than himself because with these his good mind had more companionship. He was punctual, regular, and reliable in both work and play. But before the close of the year a marked change took place in Bobby. He played less and studied less. Something was wrong with the boy - or with the school. As his teacher, I had come directly from a classical college. I required all my students to take Latin and mathematics. English grammar and history also were emphasized. Hard work and vigorous drill characterized my school policy. I wondered what caused the change in Bobby. One day three of my grade teachers reported to me that Fred, known in the school and in the town as "the worst boy in school," had been asked by Bobby to join his gang. He declined, saying that that gang was too bad for him. My Bobby's gang too bad for Fred? Thus through Fred it was discovered that Bobby was the leader of a gang which had as one of its purposes: How to make swearing easy. These boys held regular and irregular meetings in a little covered bridge near the pastor's house. There they exercised in their self-chosen art. Explanation of the changed attitude of my favorite student was now clear. The usual play at recess had not provided the needed activity. A stone when struck resists. If its resistance is greater than the force of the blow struck, it remains outwardly unchanged. Otherwise, it is shattered into smaller bits. Never does the stone attempt to react in such a way that it may maintain itself against the blow, much less so as to render the blow a contributing factor to its own continued action. While the living thing may easily be crushed by superior force, it none the less tries to turn the energies which act upon it into means of its own further existence. If it cannot do so, it does not just split into smaller pieces (at least in the higher forms of life), but loses its identity as a living thing. As long as it endures, it struggles to use surrounding energies in its own behalf. It uses light, air, moisture, and the material of soil. To say that it uses them is to say that it turns them into means of its own conservation. As long as it is growing, the energy it expends in thus turning the environment to account is more than compensated for by the return it gets: it grows. Understanding the word "control" in this sense, it may be said that a living being is one that subjugates and controls for its own continued activity the energies that would otherwise use it up. Life is a self-renewing process through action upon the environment.

This vast class of unknown men and women who give freely of their time to local educa tional problems, plays, I believe, a part of far reaching importance in the evolution of national education and national life. Were it not for this class, administration would become purely mechanical and bureaucratic, and the human, as opposed to the official, element would have hardly any place in our educational administrative system. The Managers very often know not only the teachers and the children, but also the parents, and convey to the minds of all directlyconcerned in the working of the educational machine, the knowledge that somebody is really interested in them and in the results produced. The great danger that threatens the development of our educational system, is its tendency to become purely mechanical and unconscious of the inspiration that springs out of a mutual esteem existing between administrators and those whom administration affects. If School Managers and School Governors can carry into the actual school buildings both sympathy and high educational ideas and ideals, there is a work done for education that no Legislation could accomplish. I have, therefore, ventured to indicate in these brief essays certain principles that underlie educational advance, and I think, perhaps, that those principles will appeal to some of the many thousands of School Managers who are daily visiting the great and small schools of. The land. If any of the questions with which I have dealt reach, through the agency of this little book, the stage of discussion between parents, teachers and managers, the end aimed at will have been attained. I am sure that Opportunities should be devised for the meeting together of parents, teachers and managers at fairly frequent intervals. The scientific method, whether applied within the physical or the mental domain, demands that fundamental laws should be discovered and established from the analysis and explanation of verified facts. Avoiding, therefore, theoretical speculation on the one hand, and the weighing of conflicting opinions on the other, we shall endeavor to set forth the facts which our subject involves, and to investigate the rational ground for the organization of education into a science of life. An examination of the history of education in its progress towards an exact science will show that it has adopted the following assumptions as working hypotheses: 1st. The science of education postulates a supreme value to self-conscious or spiritual life. 2nd. While claiming this supreme value for life, the science must further show that life involves a development toward perfection, which is attainable through effort. 3rd. Again, our science postulates that this effort may not lead toward a life of perfection. It recognizes both perfection and imperfection as possible results from the experiences of life, and affirms the perfect life to be desirable.
