In addition, this thesis also examines the impact that college education has on the economic development of these counties, with particular focus on the role of Historically Black Colleges and Universities. The thesis is composed of two papers: "Education and Socioeconomic Wellbeing in Racially Diverse Rural Counties", and "Economic Growth in Racially Diverse Rural Counties: The Contribution of Historically Black Colleges and Universities." The first of the two papers provides a descriptive review of the racially diverse rural counties (RDRCs) which are located exclusively in the rural south and generally have very low levels of economic well-being. On a positive note, college education levels in RDRCs are found to have increased rapidly between 1990 and 2000. County-level, regression analysis suggests that these increases were in part due to the concentration of Historically Black Colleges and Universities in the region. Local investments in K-12 education are also found to be linked to county education levels. The second paper uses county subdivision level regression analysis, and finds that proximity to HBCUs influences college education amongst Blacks in RDRCs positively. Further county subdivision-level regression analysis suggests that the rate of college education attainment in these counties amongst Blacks and the general population has a significant positive impact upon income growth in RDRCs.

Book excerpt: In their later years, Americans of different racial and ethnic backgrounds are not in equally good-or equally poor-health. There is wide variation, but on average older Whites are healthier than older Blacks and tend to outlive them. But Whites tend to be in poorer health than Hispanics and Asian Americans. This volume documents the differentials and considers possible explanations. Selection processes play a role: selective migration, for instance, or selective survival to advanced ages. Health differentials originate early in life, possibly even before birth, and are affected by events and experiences throughout the life course. Differences in socioeconomic status, risk behavior, social relations, and health care all play a role. Separate chapters consider the contribution of such factors and the biopsychosocial mechanisms that link them to health. This volume provides the empirical evidence for the research agenda provided in the separate report of the Panel on Race, Ethnicity, and Health in Later Life.

Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States. This report focuses on what communities can do to promote health equity, what actions are needed by the many and varied stakeholders that are part of communities or support them, as well as the root causes and structural barriers that need to be overcome.

Book excerpt: Half the world’s population lives in rural places, but education scholars and policy makers worldwide give little attention to rural of education. Indeed, most national systems, including in the developed world, treat their educational systems as institutions to “modernize” the global economy. The authors in this volume have different concerns. They are rural education scholars from Australia, Canada, the United States, and Kyrgyzstan, and here their focus is the dynamics of social class: in particular rural schools but also in rural schooling as a local manifestation of a national (and the global) system. For the most part, the volume comprises relevant empirical reports, but none neglects theory, and some privilege theory and interpretation. First and last chapters introduce the texts and synthesize their joint and separate meanings. What are the implications of place for social class? How do class dynamics manifest differently in more and less racially homogeneous rural communities? How does place affect class and how might class affect place? How does schooling in rural communities reproduce or interrupt social-class mobility across generations? The chapters engage such questions more completely than other volumes in rural education, not as a final word or interm summary, but as an opening to an important line of inquiry thus far largely neglected in rural education scholarship.

Although survival has improved for all racial and ethnic groups, strong differences persist, both in life expectancy and in the causes of disability and death at older ages. This book examines trends in mortality rates and selected causes of disability (cardiovascular disease, dementia) for older people of different racial and ethnic groups. The determinants of these trends and differences are also investigated, including differences in access to health care and experiences in early life, diet, health behaviors, genetic background, social class, wealth and income. Groups often neglected in analyses of national data, such as the elderly Hispanic and Asian Americans of different origin and immigrant generations, are compared. The volume provides understanding of research bearing on the health status and survival of the fastest-growing segment of the American population.

Each section begins with a brief introduction and overview of the charts presented. This information provides a benchmark for measuring future progress and can highlight priority areas for reducing disparities across racial and ethnic groups. All the racial and ethnic groups considered here have experienced substantial improvements in well-being over the second half of the century, but disparities between groups have persisted, or in some cases, widened. An example is the decline in the relative economic status of Hispanics over the past 25 years, reflecting the increasing proportion of Hispanics with lower average levels of education, in large part because of immigration. The section on education, which makes disparities in educational attainment and achievement clear, contains information on family participation in literacy activities and preschool education.
