The gradual increase in the velocity and scope of education policy, practice and instruments across Europe is at the heart of the book. The European space of education, a new policy space, has been slowly coaxed into existence; governed softly and by persuasion; developed by experts and agents; and de-politicized by the use of standards and data. It has increasing momentum. It is becoming a single, commensurable space on a rising tide of indicators and benchmarks. The construction of policy spaces by the European Union makes Europe governable: policy spaces have to be mobilized by networks of actors and constructed by comparative data. They are the result of transnational flows of people, ideas and practices across European borders; the direct effects of European Union policy; and, finally, the Europeanizing effect of international institutions and globalization. The European space of education and research has become a new place of work through interconnected institutions, networks and companies, and it is being constructed through the flow of policy ideas, knowledge and practices from place to place, sector to sector, organization to organization, and across borders. Book excerpt: An investigation of the role of learning and its impact on policy change, as exemplified in European Union climate policy integration. Although learning is often considered an important factor in effective environmental governance, it is not clear to what extent learning affects decision making and policy outcomes. In this book, Katharina Rietig examines the role of learning—understood as additional knowledge or experience that is taken into account by policymakers—in earth system governance and policy change. She does this by examining learning in European Union climate policy integration, looking in detail at the examples of the Renewable Energy Directive, its controversial biofuels component, and the greening measures in the Common Agricultural Policy. To examine how learning occurs in the policy process, how to differentiate aspects of learning, and under what conditions learning matters for policy outcomes, Rietig introduces the Learning in Governance Framework, applying it to analyze the EU examples. She finds that policy outcomes are affected through leadership of policy entrepreneurs, who use previously acquired knowledge and past experience to achieve outcomes aligned with their deeper beliefs and policy objectives. She concludes that learning does matter in governance as an intervening variable and can affect policy outcomes in combination with dedicated leadership by policy entrepreneurs who act as learning brokers. Bargaining dominates the policymaking process among actors who represent the interests of different organizations. Rietig’s theoretical framework, empirical studies, and nuanced analysis offer a new perspective on the relevance of learning in earth system governance.

This volume is dedicated to continuing the collection of evidence and research-based policymaking and further narrowing the gap between policy and research within the EHEA and broader global contexts. It aims to identify the research areas that require more attention prior to the anniversary 2020 EHEA Ministerial Conference, with an emphasis on the new issues on rise in the academic and educational community. Book excerpt: The high level Douro seminars are now a well-established tradition in the annual activities promoted by Hedda, a European consortium of nine centres and ins- tutes devoted to research on higher education, and CIPES, its Portuguese associated centre. At the seminars, each member of a small group of invited researchers presents and discusses an original research-based paper that is revised afterwards taking into account the comments of the participating colleagues. The revised papers form the basis for the annual thematic book published by Springer in the book series called Higher Education Dynamics (HEDY). Paying tribute to the regularity of the seminars, it was decided that the volumes originating from the initiative would be collected in a ‘series in the series’ called the Douro Series. Previous seminars were dedicated to in-depth analyses of different aspects of higher education systems and institutions, including institutional governance, the emergence of managerialism, markets as instruments of public policy, cost-sharing and accessibility of students to higher education and developments in quality assurance. The present volume aims at analysing the change process which the European university is undergoing as a consequence of European integration efforts.
