Book excerpt: At the crossroads of major trade routes and characterised by intense human circulations, the area that encompasses northern Nigeria and southern Niger is a privileged space to study transnational religious dynamics. Islam is, indeed, an essential feature of this region assuming today new forms in terms of discourses, practices, and modes of dissemination. In order to capture their changing complexity and diversity, regional Islamic dynamics need to be observed from both sides of the Niger-Nigeria border, where religious patterns echo each other but also obey different socio-political injunctions. While studying the processes of religious renewal and mutation, it is necessary to pay attention to the varied forms these processes take, to their direct and indirect effects and to the channels of transmission used. An interdisciplinary team of seven researchers from Niger, Nigeria, France and the United Kingdom was set up to conduct this transnational study; all authors carried out ethnographic fieldwork in both countries while constantly exchanging, comparing and discussing their respective findings with each other. Thus, this book provides first-hand material collected in the field, that contributes to enrich the reflexion on contemporary transformation dynamics in the Islamic landscapes of Niger and Nigeria, but also reflects the relevance of a transnational and comparative approach of these phenomena. Finally, it showcases the collaborative work of African and European scholars from Francophone and Anglophone countries - a type of scientific partnership unprecedented in this field.

Pastoralists constitute the majority of the socially and economically vulnerable groups in the country. Children, among pastoralist communities, face detrimental hardships that compromise their growth and development. One of these hardships is the imposition of an education and development paradigm that is irrelevant to their existence and which compounds their problems. This study therefore sought to explore how, through better government policies, the indigenous knowledge (IK) of pastoralists could be integrated into the curriculum of formal schooling. Specifically, the study discusses the following issues: Gaps in policies for schooling provision for pastoralist groups, with particular reference to the content of the curriculum and methods of delivery; Aspects of pastoralist IKS that can be integrated into the context of national education policy to enrich their schooling within; and General recommendations regarding the use of participatory and social engineering approaches in designing education and development policies affecting pastoralist communities in Kenya.

From the perspective of official education, they are a complete failure, scoring badly in terms of enrollment, achievement, attainment, and gender balance. However, pastoralists are far from being unskilled. Their daily lives require them to perform tasks involving high levels of individual and social specialization. A consideration of this paradox should be central to analyses of the continuous failure, with regard to nomads, of the universal project of education. Instead, education programs appear to oppose nomadic culture at all levels--from principles and goals to evaluation. As a universal project, education has had a very broad goal of the fulfillment of all individuals as human beings and a very narrow view of educational structure and content. With regard to education of nomads, this literature review suggests that such attitude should be reversed to a broader view and focused goals. Policies should expand the view from statistics and the classroom to education as a broad phenomenon. Education for nomads should be flexible, multifaceted, and focused enough to target specific structural problems such as social and economic marginalization, lack of political representation, or coping and interacting successfully with the challenges of globalization. Sections of this literature review cover the educational rationale (education as basic need and right, education for development and integration); practical problems and solutions (mobility, remoteness, poverty, sparse population, distance education, staff, motivation, language); cultural problems (conservatism, ignorance, child labor, cultural alienation, education of girls, parent choice, relevance); impact and outcomes of education; a Mongolia case study; and key issues for future policy. Commonly thought of as a pastoral people, primarily engaged in cattle herding, Fulani peoples are in reality highly differentiated in livelihood and patterns of mobility. Despite having a long history of residence in Ghana, Fulani are considered ""aliens"" in the eyes of the state and ""strangers"" by the various ethnic groups among whom they reside. Among Fulani themselves, differences of place, circumstance, and experience have generated parallel ambigoities on matters of identity and survival. In Moving Through and Passing On, Yaa P.A. Oppong focuses on the Fulani of the Greater Accra region to offer the first detailed account of the lives of this transnational community in Ghana.Based on eighteen months of ethnographic fieldwork, Oppong develops detailed case studies and draws upon over two hundred in-depth life histories to explore issues of mobility, survival, and identity among this spacially dispersed and diverse group. Using perspectives and insights gained from oral life histories, private and public ceremonies, and ethnic associations, she examines the sites and circumstances in which people profess to be the ""same"" or ""different"" from one another. The markers of Fulani identity-as recognized by Fulani and non-Fulani alike-are examined. Oppong also explores the factors that allow them, as a distinct ethnic category, to maintain and perpetuate this identity and viability in Greater Accra. The metaphoric analogy of ""construction sites"" is employed to define the explicit and implicit events and recurring processes through which people conceive of themselves as Fulani. These locations and contexts of action include ethnic associations, public gatherings, and common rites of passage. Book excerpt: Current paradigms of ‘development’ generally serve mobile pastoralist groups poorly: their visibility in policy processes is minimal, and their mobility is constructed by the powerful as a ‘problem’, rather than as a rational livelihood strategy. Increasingly damaged eco-systems, shrinking natural resources, globalisation and urbanisation all put pressure on pastoralist livelihoods. Such processes often worsen, rather than alleviate, poverty and socio-economic marginalisation among pastoralists, but they also precipitate engagement with forms of education that may improve their future livelihood security and social status, and enhance occupational diversification. Opening with a discussion of how the relationships between education, poverty and development have been conceived in dominant development discourses, this book reviews the disappointing international experience of education provision to mobile pastoralist groups. It highlights a lack of sufficient flexibility and relevance to changing livelihoods and, more fundamentally, education’s conceptual location within a sedentarist paradigm of development that is antagonistic to mobility as a legitimate livelihood strategy. These global themes are examined in India, where policy and practices of education inclusion for mobile, marginalised groups are critiqued. Empirically-based chapters drawing on ethnographic research, provide detailed insights into how the Rabaris of Kachchh – a pastoralist community in Gujarat, Western India – engage with education as a social and economic development strategy for both adults and children, and show how ethnographic and participatory research approaches can be used for policy advocacy for marginalised groups. Livelihoods and Learning highlights the complex, contested and often inconsistent role of education in development and the social construction of poverty, and calls for a critical reappraisal of the notion of ‘education’. The book will be key reading for postgraduates and academics in education, development studies, international and comparative education and research methodology, as well as policy-makers, ministries and related agencies with responsibility for education.
