Using data from a survey of rural Senegalese citizens, this is the first study to empirically test the effects of NFE on political participation and attitudes. The results indicate that NFE stimulates community and political participation and appears to have a stronger effect on participation than formal education. Both NFE and formal education increase the likelihood that people will embrace democratic, tolerant attitudes. Thus, NFE could be a potent force in the promotion of civic orientations in the emerging democracies.

Even though Senegal was no longer a French colony, Senghor was determined to maintain the dominance of French culture and language in his country. However, pressure to give national languages more power and space, which had already started during French occupation, continued intensely after independence. Senghor's political adversaries as well as teacher and student unions, workers, and various activist groups roundly criticized Senghor's government for the language and education programs he chose for the Senegalese people. The issue of national languages thus became a major political issue in Senegal with a far-reaching and longstanding impact. This book is a comprehensive study on the current language policies and practices in Senegal. It illuminates the tension that has arisen from the enduring colonial legacies and their influences in postcolonial language policies in Senegal. Book excerpt: At a time when the fate of national representative government in Senegal, still hangs in the balance, a variety of grassroots organizations is seemingly, and unexpectedly laying some of the groundwork for future change. Notions of "democracy" - adapted to local Senegalese conditions - are being woven among various assertions of human rights. The note describes how a rural women's non-formal education program, has been developing a brand of local training in democratic principles, and behaviors. Efforts specifically targeted women, and included lessons in problem-solving, income generation, African-language literacy, and child health. However, one such effort was a module on women's health, which included the taboo subject - women's sexuality - triggering an unsuspected emphasis on human rights, particularly as it relates to discrimination, and violence. The surprising results were conducive to surface the term "democracy", laying the foundation for a training sequence where democracy would be used as a cover term for the social arrangements, under which human rights could be guaranteed, and people could determine their own destiny. Results were evident on a number of fronts: children's rights, girl's access to school, and female circumcision, among others. The democracy debate appears to be having major effects on practice, within local associations, and communities, which includes notions of accountability, transparency, and governance.

Book excerpt: It is over 40 years since Coombs (1967) first drew attention to the World Education Crisis, and specifically problems in the educational systems of countries in the developing world. Today, many of these problems remain, and are most visible in the educational systems of countries in sub-Saharan Africa. A large number of children remain out of school and for those who do enrol, less than half complete the primary education cycle. More worrying is the fact that those who do complete primary schooling leave with unacceptably low levels of knowledge and skills. The problems of access to education, and the quality of learning opportunities and learning outcomes are unevenly spread between rural and urban areas, better- and worse-off constituencies, and between boys and girls. This raises questions about the nature of the state and its commitment to equality and equity for all. The chapters in this volume argue that quality, equity and democratic accountability are inseparable objectives in the quest to strengthen and improve educational systems in the developing world. Between them they highlight the specific problems of quality, equity and democratic accountability in a number of African educational systems, and provide useful insights into ongoing work by national governments and international donor agencies to remedy these shortcomings.

A stone when struck resists. If its resistance is greater than the force of the blow struck, it remains outwardly unchanged. Otherwise, it is shattered into smaller bits. Never does the stone attempt to react in such a way that it may maintain itself against the blow, much less so as to render the blow a contributing factor to its own continued action. While the living thing may easily be crushed by superior force, it none the less tries to turn the energies which act upon it into means of its own further existence. If it cannot do so, it does not just split into smaller pieces (at least in the higher forms of life), but loses its identity as a living thing. As long as it endures, it struggles to use surrounding energies in its own behalf. It uses light, air, moisture, and the material of soil. To say that it uses them is to say that it turns them into means of its own conservation. As long as it is growing, the energy it expends in thus turning the environment to account is more than compensated for by the return it gets: it grows. Understanding the word "control" in this sense, it may be said that a living being is one that subjugates and controls for its own continued activity the energies that would otherwise use it up. Life is a self-renewing process through action upon the environment.

What does language have to do with state-building, and what impact might it have on democracy? This manuscript provides a longue durée explanation for policies toward language in Africa, taking the reader through colonial, independence, and contemporary periods. It explains the growing trend toward the use of multiple languages in education as a result of new opportunities and incentives. The opportunities incorporate ideational relationships with former colonizers as well as the work of language NGOs on the ground. The incentives relate to the current requirements of democratic institutions, and the strategies leaders devise to win elections within these constraints. By contrasting the environment faced by African leaders with that faced by European state-builders, it explains the weakness of education and limited spread of standard languages on the continent. The work combines constructivist understanding about changing preferences with realist insights about the strategies leaders employ to maintain power.
