Book excerpt: Becoming Transnational Youth Workers contests mainstream notions of adolescence with its study of a previously under-documented cross-section of Mexican immigrant youth. Preceding the latest wave of Central American children and teenagers now fleeing violence in their homelands, Isabel Martinez examines a group of unaccompanied Mexican teenage minors who emigrated to New York City in the early 2000s. As one of the consequences of intractable poverty in their homeland, these emigrant youth exhibit levels of agency and competence not usually assigned to children and teenage minors, and disrupt mainstream notions of what practices are appropriate at their ages. Leaving school and family in Mexico and financially supporting not only themselves through their work in New York City, but also their families back home, these youths are independent teenage migrants who, upon migration, wish to assume or resume autonomy and agency rather than dependence. This book also explores community and family understandings about survival and social mobility in an era of extreme global economic inequality.

Levenson examines transformations in the Guatemalan gangs called Maras from their emergence in the 1980s to the early 2000s. A historical study, Adiós Niño describes how fragile spaces of friendship and exploration turned into rigid and violent ones in which youth, and especially young men, came to employ death as a natural way of living for the short period that they expected to survive. Levenson relates the stark changes in the Maras to global, national, and urban deterioration; transregional gangs that intersect with the drug trade; and the Guatemalan military's obliteration of radical popular movements and of social imaginaries of solidarity. Part of Guatemala City's reconfigured social, political, and cultural milieu, with their members often trapped in Guatemala's growing prison system, the gangs are used to justify remilitarization in Guatemala's contemporary postwar, post-peace era. Portraying the Maras as microcosms of broader tragedies, and pointing out the difficulties faced by those youth who seek to escape the gangs, Levenson poses important questions about the relationship between trauma, memory, and historical agency.

These countries include Australia/New Zealand, Belgium/the Netherlands, England, Estonia, Canada, Finland, Italy, Germany, Spain, Norway, and the United States--all of them having different child welfare philosophies and systems as well as histories and practices in immigration. By comparing policies and practices in child welfare systems (and welfare states), especially in terms of how they conceptualize and deal with immigrant children and their families, we address an immensely important and pressing issue in modern societies. Immigrants in the child welfare system are a critical issue and they seem to face serious challenges that are evident across countries. These are challenges related to lack of language proficiency, lack of knowledge about cultural and social aspects and about the public systems of the destination country. Perhaps most relevantly, the challenges may include collisions of ideas and beliefs about how to raise children, about children's place in the family and society, and about children's rights.

Book excerpt: Rich accounts of how Latinx migrant youth experience belonging across borders As anti-immigrant nationalist discourses escalate globally, Border Thinking offers critical insights into how young people in the Latinx diaspora experience belonging, make sense of racism, and long for change. Every year thousands of youth leave Latin America for the United States and Europe, and often the young migrants are portrayed as invaders and, if able to stay, told to integrate into their new society. Border Thinking asks not how to help the diaspora youth assimilate but what the United States and Europe can learn about citizenship from these diasporic youth. Working in the United States, Spain, and El Salvador, Andrea Dyrness and Enrique Sepúlveda III use participatory action research to collaborate with these young people to analyze how they make sense of their experiences in the borderlands. Dyrness and Sepúlveda engage them in reflecting on their feelings of belonging in multiple places—including some places that treat them as outsiders and criminals. Because of their transnational existence and connections to both home and host countries, diaspora youth have a critical perspective on national citizenship and yearn for new forms of belonging not restricted to national borders. The authors demonstrate how acompañamiento—spaces for solidarity and community-building among migrants—allow youth to critically reflect on their experiences and create support among one another. Even as national borders grow more restricted and the subject of immigration becomes ever more politically fraught, young people’s identities are increasingly diasporic. As the so-called migrant crisis continues, change in how citizenship and belonging are constructed is necessary, and urgent, to create inclusive and sustainable futures. In Border Thinking, Dyrness and Sepúlveda decouple citizenship from the nation-state, calling for new understandings of civic engagement and belonging.

Este marco se puede aplicar a la implementación de uno o varios programas y a la implementación de la protección social adaptativa. El libro de referencia se estructura en torno a ocho principios que encuadran el concepto de los sistemas de implementación: 1. No hay un modelo único para los sistemas de implementación, pero existen puntos en común que constituyen el núcleo del marco de los sistemas de implementación. 2. La calidad de la implementación es importante: Las debilidades en alguno de los elementos principales afectarán negativamente a todo el sistema, lo que, a su vez, reducirá el impacto de los programas a los que dan apoyo. 3. Los sistemas de implementación evolucionan a lo largo del tiempo de forma no lineal, y los puntos de partida son fundamentales. 4. Es necesario buscar «la sencillez» y «hacer bien lo sencillo» desde el inicio. 5. La «primera milla» (la interfaz mediante la cual las personas interaccionan directamente con las funciones administrativas) suele ser el eslabón más débil en la cadena de implementación. Reformarlo puede requerir un cambio sistémico, pero mejorará considerablemente la eficacia general y mitigará el riesgo de fallos en la primera instancia. 6. Los programas de protección social no operan en un vacío, por lo que sus sistemas de implementación no deberían desarrollarse de forma aislada. Las sinergias entre distintas instituciones y sistemas de información son posibles y pueden mejorar los resultados de los programas. 7. Los sistemas de implementación de protección social contribuyen a la capacidad del gobierno de ayudar a otros sectores, por ejemplo, las subvenciones para seguros de salud, las becas, las tarifas energéticas sociales, las ayudas para la vivienda y los servicios legales. 8. Los desafíos asociados a la inclusión y a la coordinación son amplios y perennes, y motivan la mejora continua de los sistemas de implementación a través de un planteamiento dinámico, integrado y centrado en las personas.
