Drawing upon historical materials, survey and statistical data, and extensive interviews in Japan, Mary Brinton provides an in-depth and original examination of the role of gender in Japan's phenomenal postwar economic growth. Brinton finds that the educational system, the workplace, and the family in Japan have shaped the opportunities open to female workers. Women move in and out of the workforce depending on their age and family duties, a great disadvantage in a system that emphasizes seniority and continuous work experience. Brinton situates the vicious cycle that perpetuates traditional gender roles within the concept of human capital development, whereby Japanese society "underinvests" in the capabilities of women. The effects of this underinvestment are reinforced indirectly as women sustain male human capital through unpaid domestic labor and psychological support. Brinton provides a clear analysis of a society that remains misunderstood, but whose economic transformation has been watched with great interest by the industrialized world.

The latest Fund research shows that improving gender diversity can result in larger economic gains than previously thought. Indeed, gender diversity brings benefits all its own. Women bring new skills to the workplace. This may reflect social norms and their impact on upbringing and social interactions, or underlying differences in risk preference and response to incentives for example. As such, there is an economic benefit from diversity, that is from bringing women into the labor force, over and above the benefit resulting from more (male) workers. The study finds that male and female labor are imperfect substitutes in production, and therefore gender differences in the labor force matter. The results also imply that standard models, which ignore such differences, understate the favorable impact of gender inclusion on growth, and misattribute to technology a part of growth that is actually caused by women’s participation. The study further suggests that narrowing gender gaps benefits both men and women, because of a boost to male wages from higher FLFP. The paper also examines the role of women in the process of sectoral reallocation from traditional agriculture to services and the resulting effect on productivity and growth. Because FLFP is relatively high in services, sectoral reallocation along development paths serves to boost gender parity and productivity.

This book is based on the author's doctoral dissertation at the Humboldt University of Berlin, Faculty of Humanities and Social Sciences. Inna Michaeli is a sociologist who has been deeply involved in feminist and social movements for over two decades. Book excerpt: Austerity has become the new principle for public policy in Europe and the US as the financial crisis of 2008 has been converted into a public debt crisis. However, current austerity measures risk losing past progress towards gender equality by undermining important employment and social welfare protections and putting gender equality policy onto the back burner. This volume constitutes the first attempt to identify how the economic crisis and the subsequent austerity policies are affecting women in Europe and the US, tracing the consequences for gender equality in employment and welfare systems in nine case studies from countries facing the most severe adjustment problems. The contributions adopt a common framework to analyse women in recession, which takes into account changes in women’s position and current austerity conditions. The findings demonstrate that in the immediate aftermath of the financial crisis, employment gaps between women and men declined — but due only to a deterioration in men’s employment position rather than any improvements for women. Tables are set to be turned by the austerity policies which are already having a more negative impact on demand for female labour and on access to services which support working mothers. Women are nevertheless reinforcing their commitment to paid work, even at this time of increasing demands on their unpaid domestic labour. Future prospects are bleak. Current policy is reinforcing the same failed mechanisms that caused the crisis in the first place and is stalling or even reversing the long term growth in social investment in support for care. This book makes the case for gender equality to be placed at the centre of any progressive plan for a route out of the crisis.
