The US thereafter negotiated with Europe about what to include or exclude from the list of authorised goods, severely straining diplomatic relations. Economic Statecraft during the Cold War details these negotiations, casting new light on the ambivalent US-UK relationship and providing insights into the changing emphasis between the Republican and Democrat administrations on the key question of trade embargo, by explaining how the firm consistency in the application of the US policy over the succeeding decades of the Cold War was maintained. High-profile applications of economic statecraft have yielded varying degrees of success. The mixed record of economic incentives and economic sanctions in many cases raises important questions. Under what conditions can states modify the behaviour of other states by offering them tangible economic rewards or by threatening to disrupt existing economic relations? To what extent does the success of economic statecraft depend on the magnitude of economic penalties and rewards? In order to answer these questions, this book develops two analytic models: one weighs the threats economic statecraft poses to the Target’s Strategic Interests (TSI); while the other (stateness) assesses the degree to which the target state is insulated from domestic political pressures that senders attempt to generate or exploit. Through a series of carefully crafted case studies, including African apartheid and Japanese incentives to obtain the return of the Northern Territories, the authors demonstrate how their model can yield important policy insights in regards to contemporary economic sanctions and incentives cases, such as Iran and North Korea. Book excerpt: This dissertation focuses on the economic sanctions implemented in the 1980s by the United States and asks how they became the preferred response to international disputes in a time of growing globalization on the one hand and reshaping of U.S. power on the other. It examines three representative cases of the economic sanctions by the United States deployed in the 1980s. The first focuses on the sanctions against the Soviet Union (1981-82), which represented a U.S. effort to wage the Cold War in a time of intensifying East-West trade and address existing economic and financial distortions. The second case-study concerns the sanctions against Nicaragua (1981-90) and, in particular, the ban on all trade of 1985 and its political value in generating a sort of bipartisan consensus over U.S. policy with regard to the Central American country. The third case discusses the sanctions against South Africa in the early 1980s., notably, the role of local divestment campaigns and their impact on U.S. foreign policy agenda. These measures show the specificity of the 1980s as a decade where the Cold War and post-Cold war trends overlapped. Through them, it is possible to distinguish key changes in U.S. politics and international relations, the increasing attention to economics, and the related new approaches to foreign policy that will dominate the post-Cold War era.
