Book excerpt: During World War II, the United States and the United Kingdom cooperated in the successful operation of a regional organization which indisputably saved the Middle East for the Allied cause and which, if perpetuated, might have formed the basis for regional peace and stability. This was the Middle East Supply Centre, whose creation, evolution, responsibilities, and activities are described analytically in this volume. It was an agency, says the author, "bestriding the Middle East economy like a giant and imposing its views and wishes on the production and consumption of nearly 100 million people toiling in a vast sub-continent." Even in the midst of global war, M.E.S.C. not only supervised the feeding of the people of the region, but also assured that industries kept producing and that the economy poured out large quantities of munitions and quartermaster items for Allied armies in the Middle East and beyond. At the end of the war, diverse proposals were made to convert M.E.S.C. into a "regional bureau" that would bring the wartime seeds of regional cooperation to permanent flowering for betterment and peace in the Middle East under the United Nations, under Anglo-American sponsorship, or under the Middle East countries themselves. Failure to obtain American participation resulted in the collapse of these efforts and M.E.S.C. was dissolved in November 1945. Beyond the author's narrative and analysis of the Centre's wartime logistical activities, he has placed the whole enterprise in a far larger setting: Anglo-American collaboration: the imperious influence of world powers; the aspirations of underdeveloped nations; and the growth in the area of "economic regionalism." Commander Sir Robert Jackson, wartime Director General of the Centre who now holds appointments with several governments in the Third World and is also Senior Consultant to the United Nations Development Programme, has written the foreword for the book, in which he views the activities--and the legacy--of the Centre from the perspective of more than 25 years.

In this tightly argued study, Elizabeth Thompson shows how Syrians and Lebanese mobilized, like other colonized peoples, to claim the terms of citizenship enjoyed in the European metropole. The negotiations between the French and citizens of the Mandate set the terms of politics for decades after Syria and Lebanon achieved independence in 1946. Colonial Citizens highlights gender as a central battlefield upon which the relative rights and obligations of states and citizens were established. The participants in this struggle included not only elite nationalists and French rulers, but also new mass movements of women, workers, youth, and Islamic populists. The author examines the "gendered battles" fought over France's paternalistic policies in health, education, labor, and the press. Two important and enduring political structures issued from these conflicts: • First, a colonial welfare state emerged by World War II that recognized social rights of citizens to health, education, and labor protection. • Second, tacit gender pacts were forged first by the French and then reaffirmed by the nationalist rulers of the independent states. These gender pacts represented a compromise among male political rivals, who agreed to exclude and marginalize female citizens in public life. This study provides a major contribution to the social construction of gender in nationalist and postcolonial discourse. Returning workers, low-ranking religious figures, and most of all, women to the narrative history of the region -- figures usually omitted -- Colonial Citizens enhances our understanding of the interwar period in the Middle East, providing needed context for a better understanding of statebuilding, nationalism, Islam, and gender since World War II.

Book excerpt: The Arab countries share a number of characteristics that favor their economic integration: a common language, ethno-linguistic traditions, culture, history and geographical proximty. But what is keeping this integration incomplete?--Despite many attempts since World War II to promote economic integration and political cooperation among states in the Middle Eastern and North African countries especially with the establishment of the Arab league in 1945, economic interactions have remained limited; the Arab countries as a group still operate below their potentials. They are not taking full advantage of the opportunities that the global economy has to offer. --The purpose of this thesis is to examine the deficit in economic integration between the Arab countries using statistical data as evidence for this non integration on the international and regional level. I will start by analysing different theories and concepts of economic integration then I will point out the different barriers to integration and growth in the region. In addition, I will explore the different incentives for the Arab countries for more integration by showing the potential of gains from greater regional interactions and the means of attaining them.--The thesis will include 5 chapters. The first chapter will provide a general introduction to the topic, the second chapter will provide an overview about the economies of the Middle East, their level of integration and their major Arab regional organisations. The thrid chapter will shed light on theoratical and empirical literature of the concepts of economic integration. The fourth chapter will analyze the obstacles for regional and international integration through an empirical model. Finally, the last chapter includes concluding remarks and policy recommendations.
