From the late 1940s to 1980, India's per capita income grew at an average annual rate of only two percent. Expansionist economic reforms during the 1980s boosted economic growth but also unfortunately resulted in high inflation and a balance of payments crisis. As a consequence, in 1991 the government announced sweeping new changes in economic policies. Economic Policy Reforms and the Indian Economy evaluates the effects of those changes and identifies areas of the Indian economy still in urgent need of reform. After an overview of Indian economic policies and development since independence, papers focus on the country's fiscal situation, the environment for private economic activity, education, the reservation of certain activities for small-scale industry, and determinants of differentials in rates of growth across the different Indian states. SSIs are expected to absorb many millions of workers who have been displaced by current economic crisis. This work seeks to explain the pattern of development of SSIs in Indonesia within a broader theoretical framework. It also deals with a number of SSI development-related aspects that in Indonesia so far have never or rarely been studied, such as the formation of strategic alliance, cluster development, and application of theories of flexible specialization to the LDCs. The book also tries to examine empirically the effects of the current economic crisis and to assess theoretically the likely impact of the full implementation of the agreed IMF reform package on SSI development in the country. Main problems faced by small producers and the government policy environment are highlighted through several detailed examples.

Can economic policies designed to encourage competition and curtail industry protection result in large-scale improvements, such as increased innovation and reduced unemployment? After 20 years of economic reform in the Middle East and North Africa (MENA), economic performance is still lagging behind many regions of the world. Even in those countries that are the most advanced in implementing reforms, including Egypt, Jordan, Morocco and Tunisia, industries with low productivity growth and high market power continue to dominate. Moreover, the termination of the Multi-Fiber Agreement and the negotiations concerning further liberalization of trade in agricultural products (under the framework of the World Trade Organization) put these and other countries under pressure of fierce competition from emerging nations. Recent empirical evidence on the impact of reforms in a number of developing countries shows that such persistence of inefficiency and market power is specific to MENA. Showcasing in-depth analyses from Jordan, Morocco, Tunisia, and Turkey (with comparative data from Asia and Latin America), this book focuses on the dynamics of firm entry and exit to help explain the low productivity of the region. The results suggest a number of policy recommendations designed to foster competition, which, in turn, would contribute to innovation, productivity growth, and improved return on capital investments. The book not only reveals important correlations among policy and market factors in MENA, but suggests fruitful areas of research in other developing regions of the world.

Book excerpt: This study is about gender and small-scale enterprises following recent economic reforms in Tanzania. It deals with a case study of women entrepreneurs in Dar-es-Salaam, focusing on their prospects and problems, and the mechanisms they use to survive in a competitive free market. There is concern among policy analysts and gender activists that the economic reforms have negatively affected women entrepreneurs more than their male counterparts. However, these concerns have not yet been substantiated through detailed empirical evidence. The findings of this study reveal that it is a combination of factors which lead women entrepreneurs to establish small-scale enterprises. These motivating reasons are to fulfill the needs of their families such as school fees of their children. Similarly, Tanzanian women entrepreneurs start a small business so as to supplement their insufficient incomes, achieve independence and as a substitute to paid employment.

Book excerpt: India initiated liberal economic reforms in 1991 to transform a slow-growing, state-led economy into an open, export-oriented industrialising economy. Though economic growth has accelerated, industrialisation has suffered from the manufacturing sector's share and labour intensive sectors failing to improve in India's exports. The government launched the Make in India initiative in 2015 aimed at raising the manufacturing sector's share in GDP to 25 percent, and to create an additional 100 million jobs by 2022. Though official estimates show an optimistic image of small scale industries, they do not explain why India failed to boost industrial production as expected of the reforms. Why did they fail to keep the domestic market, let alone expand exports? What would it take to meet the ambitious policy goals of the initiative? This book attempts to address these questions. It looks at a series of case studies of the small industry to obtain an in-depth understanding of specific industries and locations to draw meaningful conclusions.

Book excerpt: First published in 1998, this volume focuses on the special category of countries popularly referred to as ‘transition economies’ through an analysis of small and medium sized enterprises (SMEs) and their role in Asian economies, with a view to assessing whether they could or should provide a model for African countries. The present volume explores the institutional peculiarities displayed by ‘transition economies’. These are economies which are undergoing a comprehensive and fundamental societal transformation with a view to creating a utopian communist society within the frame of a centrally administered economy, then a pluralistic society based on a market economy and the rule of law. Much of the debate on the economic performance of African LCD's has focused on informal sector activities or on the imperative to achieve structural adjustment. By highlighting instead the challenges facing two of the least successful among the African economies - Ethiopia and Tanzania, both of which share a socialist past - this book moves beyond the above issues. It argues that institutional adjustment is critical to the prospects for success in developing transition economies. As such the book investigates the transaction costs environment within which small-scale industrial activities are set. By drawing extensively on the Asian experience, (predominantly China and Vietnam but also India and Taiwan), it identifies sources of transaction costs by examining not only the transactional disadvantages of small-scale production, but also the past and present sources of institutional inefficiency.

These small acts might make life better for some, but they don’t challenge the drive for profit that’s damaging our communities and the earth. No Local shows how localism’s fixation on small comes from an outdated economic model. Growth is built into capitalism. Small firms must play by the same rules as large ones, cutting costs, exploiting workers and damaging the environment. Localism doesn’t ask who controls production, allowing it to be co-opted by governments offloading social services onto the poor. At worst, localism becomes a strategy for neoliberal politics, not an alternative to it. No Local draws on political theory, history, philosophy and empirical evidence to argue that small isn’t always beautiful. Building a better world means creating local social movements that grow to challenge, not avoid, market priorities.
