Book excerpt: Why is it that political conflict between countries sometimes undermines commerce between those states, and yet at other times it seems to have little or no effect on cross-border economic flows? The question is an important one, yet, while numerous studies have considered how and to what extent international political conflict affects trade, few consider how and when economic linkages can develop despite hostile political relations. This book addresses that gap, and demonstrates that the impact of international political conflict on commerce will be muted when national leaders are accountable to internationalist economic interests--because such leaders will try to prevent political disputes with other countries from spilling over into economic arenas. The author develops this argument primarily through a detailed case study of a critically important contemporary case: the relationship between Mainland China and Taiwan. He then tests it via two shorter case studies.

Book excerpt: This paper investigates the impact of political interventions made by Beijing and Taipei in recent years on the development of cross-Straits economic relations. The study finds little evidence that either the missile firings carried out by Beijing in 1995 and 1996 or the mainland policy review conducted by Taipei since 1996 has slowed down the growth of trade and investment activities between mainland China and Taiwan. In fact, the trade dependence ratios for the two economies have continued to increase since 1995. Although the level of Taiwans committed investment in the mainland has dropped considerably in recent years, it has moved largely in line with the general trend of total FDI in China. The synchronism between Taiwan investment and other foreign investment suggests that the Taiwan investors, like other foreign investors, responded mainly to macroeconomic conditions and policies in the mainland, rather than to the directives from the Taiwan authorities, when they made their investment decisions. This is due to the fact that the economic logic of pursuing cross-Straits economic activities is so powerful that Taipei's restrictive policy toward investment in the mainland has often been ignored or diluted by the Taiwanese private business community.

In a new Council Special Report, The United States, China, and Taiwan: A Strategy to Prevent War, the authors argue that the United States should change and clarify its strategy to prevent war over Taiwan. "The U.S. strategic objective regarding Taiwan should be to preserve its political and economic autonomy, its dynamism as a free society, and U.S.-allied deterrence-without triggering a Chinese attack on Taiwan." "We do not think it is politically or militarily realistic to count on a U.S. military defeat of various kinds of Chinese assaults on Taiwan, uncoordinated with allies. Nor is it realistic to presume that, after such a frustrating clash, the United States would or should simply escalate to some sort of wide-scale war against China with comprehensive blockades or strikes against targets on the Chinese mainland." "If U.S. campaign plans postulate such unrealistic scenarios," the authors add, "they will likely be rejected by an American president and by the U.S. Congress." But, they observe, "the resulting U.S. paralysis would not be the result of presidential weakness or timidity. It might arise because the most powerful country in the world did not have credible options prepared for the most dangerous military crisis looming in front of it." Proposing "a realistic strategic objective for Taiwan, and the associated policy prescriptions, to sustain the political balance that has kept the peace for the last fifty years," the authors urge the Joe Biden administration to affirm that it is not trying to change Taiwan's status; work with its allies, especially Japan, to prepare new plans that could challenge Chinese military moves against Taiwan and help Taiwan defend itself, yet put the burden of widening a war on China; and visibly plan, beforehand, for the disruption and mobilization that could follow a wider war, but without assuming that such a war would or should escalate to the Chinese, Japanese, or American homelands. "The horrendous global consequences of a war between the United States and China, most likely over Taiwan, should preoccupy the Biden team, beginning with the president," the authors conclude.

President Chen had not been able to do previously due to the opposition''s large legislative majority and the political gridlock that had plagued Taiwan for some months.This book examines the political milieu in which the campaign was conducted, the candidates, party platforms and strategies, the campaign, and the results of the election. It also assesses the domestic and international responses to the election and its political ramifications.The author argues that the DPP won using questionable tactics, thus diminishing its otherwise significant victory while creating doubts about the OC Taiwan political miracleOCO. The KMT lost badly. The People First Party, created by James Soong after the 2000 presidential election, performed very well in this election. Former president Lee Teng-hui helped found a new party shortly before this election to help President Chen by drawing support away from the KMT; it performed well.The author concludes that the election mirrored Taiwan''s new four-party system, which is divided into two camps.
