Book excerpt: The Economic and Fiscal Consequences of Immigration finds that the long-term impact of immigration on the wages and employment of native-born workers overall is very small, and that any negative impacts are most likely to be found for prior immigrants or native-born high school dropouts. First-generation immigrants are more costly to governments than are the native-born, but the second generation are among the strongest fiscal and economic contributors in the U.S. This report concludes that immigration has an overall positive impact on long-run economic growth in the U.S. More than 40 million people living in the United States were born in other countries, and almost an equal number have at least one foreign-born parent. Together, the first generation (foreign-born) and second generation (children of the foreign-born) comprise almost one in four Americans. It comes as little surprise, then, that many U.S. residents view immigration as a major policy issue facing the nation. Not only does immigration affect the environment in which everyone lives, learns, and works, but it also interacts with nearly every policy area of concern, from jobs and the economy, education, and health care, to federal, state, and local government budgets. The changing patterns of immigration and the evolving consequences for American society, institutions, and the economy continue to fuel public policy debate that plays out at the national, state, and local levels. The Economic and Fiscal Consequences of Immigration assesses the impact of dynamic immigration processes on economic and fiscal outcomes for the United States, a major destination of world population movements. This report will be a fundamental resource for policy makers and law makers at the federal, state, and local levels but extends to the general public, nongovernmental organizations, the business community, educational institutions, and the research community.

Book excerpt: This thesis uses individual level data to analyse the potential impacts of temporary migration in Eastern Europe. The empirical analysis looks at: (i) the patterns of selection into migration and return, (ii) the labour market returns to return migration and (iii) the impact of a change in natives' attitudes on the intended duration of stay abroad. The analysis commences by presenting cross-country evidence on the labour market outcomes of recent return migrants in Eastern Europe (Chapter 2). It addresses both the income premia received by returnees and their occupational choices upon return. The rest of the thesis goes into more details by analysing the wage earning ability and the selection of Romanian migrants and returnees (Chapters 3 and 4). The results suggest that the selection and sorting of migrants by skills is driven by different returns in countries of destination. These findings are consistent with a model of rational choice in migration decisions. They imply that for a source country like Romania relatively high rates of temporary migration might have positive longrun effects on average skills (schooling) and wages. These effects crucially depend on the magnitude and selection of return migration flows. The last part of the thesis (Chapter 5) addresses therefore one widespread consequence ofrecent East-West migration in the aftermath of economic recession: the anti-immigrant backlash sweeping across major destination countries in Europe. A widely documented crime in Italy provides a quasi-experimental setting to identify the impact of natives' attitudes on the return plans of Romanian migrants. Our results suggest a significant effect of anti-immigrant attitudes on the intended duration of stay in the host country. The impact is more pronounced for low-skilled migrants. This in turn has important consequences for how migration affects the long run convergence between sending and destination countries.

While the literature has traditionally focused on the impacts of permanent migration on destination countries, evidence on the effects of temporary migration on origin countries has grown over the past decade. This paper highlights that the economic development impacts, especially on low- and middle-income origin countries are complex, dynamic, context-specific and multi-channeled. The paper identifies five main pathways: (i) labor supply, (ii) human capital, (iii) financial capital and entrepreneurship, (iv) aggregate welfare and poverty, and (v) institutions and social norms. Several factors shape these pathways and their eventual impacts. These include initial economic conditions at home, the scale and double selectivity of emigration and return migration, and employment and human capital accumulation opportunities experienced by migrants while they are overseas, among others. Meaningful policy interventions to increase the development impacts of temporary migration require proper analysis, which, in turn, depends on high quality data on workers' employment trajectories. This is currently the biggest research challenge to overcome to study the development impacts of temporary migration.

While emigration has likely benefited migrants themselves, the receiving countries and the EU as a whole, its impact on sending countries’ economies has been largely negative. The analysis suggests that labor outflows, particularly of skilled workers, lowered productivity growth, pushed up wages, and slowed growth and income convergence. At the same time, while remittance inflows supported financial deepening, consumption and investment in some countries, they also reduced incentives to work and led to exchange rate appreciations, eroding competiveness. The departure of the young also added to the fiscal pressures of already aging populations in Eastern Europe. The paper concludes with policy recommendations for sending countries to mitigate the negative impact of emigration on their economies, and the EU-wide initiatives that could support these efforts.

Book excerpt: The recent refugee surge has brought attention to the macro-critical policy issue of migration, including speculations that migration can be an unfavorable phenomenon for the receiving economies. A careful examination of the impact of migration on host economies is thus critical. Focusing on the economic impact, most of the academic discussion has centered on the effect of migration on labor markets and public finances. Much less is known about the long-term impact of immigration on the GDP per capita (or the standard of living) of host economies. This note makes three contributions to estimating this impact: it uses a restricted sample of advanced economies rather than a mixed sample of higher- and lower-income host countries, it examines whether the GDP per capita impact varies for different skill levels of migrants, and it goes beyond the aggregate impact of migration on GDP per capita to examine how broadly gains in this regard are shared across the population. In particular, it examines whether migration impacts the income levels of those both at the top and at the bottom of the earnings distribution, or whether gains are instead concentrated in a small group of high earners. It finds that immigration significantly increases GDP per capita in advanced economies, that both high- and lower-skilled migrants can raise labor productivity, and that an increase in the migrant share benefits the average income per capita of both the bottom 90 percent and the top 10 percent of earners, suggesting the gains from immigration are broadly shared.

In this paper we provide a thorough examination of the various aspects of temporary migrations that matter for the analysis of economic phenomena. We demonstrate the extent of temporary migrations in population movements. We show how temporariness can affect the various economic choices and how better data have improved both the measurement of nonpermanent migrations and the analyses of various aspects of migrant behavior. We propose a general theoretical framework for modeling temporary migration decisions, based on which we outline the various motives for temporariness while simultaneously reviewing related literature and available data sources. We discuss the possible consequences of migration temporariness for non-migrants in both home and host countries
