[A] projected shortfall of $1.6 billion will need to be closed through spending reductions and/or revenue enhancements. So far, the Legislature has refused to consider revenue enhancements, focusing on reductions in funding to state agencies. However ... demand does not decline for most public-sector services during a recession.... Spending reductions by governments during recessions also worsen economic conditions.... [T]he result of state spending cuts would be to very significantly worsen and lengthen the economic recession.... [T]he negative economic effects from a personal tax increase would be less than those of a governmental spending decrease.... The demand for university services also does not drop during recessions. Therefore, any reduction in funding for universities will have a negative and direct effect.... A substantial decrease in state government funding for universities will have negative consequences beyond these short-term effects.... Thus, any action--such as budget cuts--that undermines the success of the state's universities also impairs the state's economy"--Pages 1-2.

Book excerpt: This paper investigates the short-term effects of fiscal consolidation on economic activity in OECD economies. We examine the historical record, including Budget Speeches and IMFdocuments, to identify changes in fiscal policy motivated by a desire to reduce the budget deficit and not by responding to prospective economic conditions. Using this new dataset, our estimates suggest fiscal consolidation has contractionary effects on private domestic demand and GDP. By contrast, estimates based on conventional measures of the fiscal policy stance used in the literature support the expansionary fiscal contractions hypothesis but appear to be biased toward overstating expansionary effects.
