Community forestry programme is operating with twin objectives of forest management and human resource development at grassroots levels by establishing community forestry users groups. The present study was carried out in three community forestry users groups of Nawalparasi district, Nepal.The study examined the functioning and governance of community forestry users groups, share of income derived from community forestry among different income groups of users, determinants of forest income, impact of community forestry on income distribution among different user groups, impact of community forestry on employment and wage rates in the labour market.Different descriptive analysis and statistical test suggests there is need to establish agroforestry system, provide more trainings, run different programmes for income generating activities, provide more employment by involving forest dependent people in different forest activities and establishing forest based industries by users group to uplift the socio-economic condition of forest dependent low income population

It recognizes the way that community forestry has continued to evolve to meet new challenges, including the global challenges of climate change, environmental degradation and conservation, as well as national demographic and social changes due to large-scale labour migration and the growing remittance economy. In addition to examining the changes and responses, the book explores ways that community forestry in Nepal might move forward. Lessons from Nepal have relevance to community forestry and community-based approaches to natural resource management around the world that are also experiencing global pressures and opportunities.

In recent decades however, human mobility has increased in numbers and scope and has helped fuel a global shift in the human population from predominantly rural to urban. Migration overall is a livelihood, investment and resilience strategy. It is affected by changes across multiple sectors and at varying scales and is affected by macro policies, transnational networks, regional conditions, local demands, political and social relations, household options and individual desires. Such enhanced mobility, changes in populations and communities in both sending and receiving areas, and the remittances that mobility generates, are key elements of current transitions that have both direct and indirect consequences for forests. Because migration processes engage with rural populations and spaces in the tropics, they inevitably affect forest resources through changes in use and management. Yet links between forests and migration have been overlooked too often in the literature on migration as well as in discussions about forest-based livelihoods. With a focus on landscapes that include tropical forests, this paper explores trends and diversities in the ways in which migration, urbanization and personal remittances affect rural livelihoods and forests.

It highlights issues that are of importance in the formulation and implementation of natural resource management programs by government and non-government agencies.

Book excerpt: Forest rights devolution in Nepal from the late 1980s created different types of community-based forest management institutions, in particular community forestry user groups. Effective forest regeneration led to a new focus on entrepreneurial opportunities for improving livelihoods and social equity, resulting in considerable if unstable enterprise growth. Employing the concept of enabling and asset investments, the study examines how user groups have established and managed forest-based enterprises, taking account of regulatory and non-regulatory factors. The study is based on primary data from interviews with 12 community-managed forest enterprises as well as secondary data from the published, government and grey literature. In light of the high export demand for non-timber forest products from India and elsewhere, there has been gradual policy support for enterprise development from the government. Enabling investments by the government, donors and non-governmental organizations have built momentum and contributed to success. Forest-based enterprises have the potential to change the face of Nepal’s rural economy. However, complex and poorly harmonized regulatory requirements have kept many community-managed forest enterprises in a state of informality and unable to attract asset investment. An emerging second generation of community-managed forest enterprises can benefit from reductions in regulatory burdens and attract asset investments capable of overcoming current obstacles to growth.
