The growth-poverty nexus appears strong at the aggregate level. Newly constructed panel data on the country's 285 districts, however, reveal huge differences in poverty changes, subnational economic growth, and local attributes. Results of econometric analysis show that besides growth, other factors directly influence the welfare of the poor, apart from their impact on growth itself. Among the critical ones are infrastructure, human capital, ag. price incentives, and access to technology. Thus, while fostering economic growth is evidently crucial, a more complete poverty reduction strategy should take into account these relevant factors.

Therefore, an important question arises, Is the crisis really over for the poor? This then became the sub-title of this book. This book aims to contribute a better understanding on poverty and food security in Southeast Asia during the recent global recession considering both recent developments and the previous major crisis of 1997-98.

Based on the definition used by the UNDP, human development is analysed as covering human capital (education and health) and purchasing power. In this book, the concept of human capital is broadened to include freedom from fear, health, education, and migration. The first part of the book discusses the economic situation in Indonesia. The second elaborates on what happened to human capital during the crisis and the third part examines its effects on purchasing power. Because human development does not occur in a vacuum, the fourth part discusses some emerging issues in Indonesia. The book concludes with some thoughts on people-centred development, which may contribute to more sustainable development than the development concept that simply pursues high economic growth. With this people-centred development, growth rates of about 3 to 4 per cent are adequate, as long as Indonesia achieves success in human development.

And are they greater in some geographic areas than others? Ravallion and Lokshin study Indonesia's severe financial crisis of 1998. They use 10 national surveys spanning 1993--2002, each covering 200,000 randomly sampled households, to estimate the impacts on mean consumption and the incidence of poverty across each of 260 districts. Counterfactual analyses indicate geographically diverse impacts years after the crisis. Proportionate impacts on the poverty rate were greater in initially better off and less unequal areas. In the aggregate, a large share--possibly the majority--of those Indonesians who were still poor in 2002 would not have been so without the 1998 crisis. Book excerpt: As one of the world's largest emerging economies, Indonesia has experienced rapid economic growth and substantial reduction of poverty over the past three decades, particularly prior to the 1997-98 Asian Financial Crisis. After the crisis, Indonesia entered a new development phase that saw the fall of the Suharto government and new governance which moved highly centralised policies and powers towards a decentralised process. This research report analyses economic and social patterns and trends of poverty and inequality in Indonesia with a particular focus on the decentralisation period from 2001 to 2010. The Indonesian political and economic environment has changed significantly during this period and this had implications for individual wellbeing, regional economic prosperity and national economic growth. The report finds that in general, absolute poverty rates have continued to decline during the decentralisation period although the reduction has not been as strong as it was prior to the Asian economic crisis. In contrast, consumption inequality has increased during the same period. New estimates of growth and inequality elasticity of poverty suggest that this rising inequality has been offsetting the positive benefits of consumption growth on poverty.
