Book excerpt: This book concerns EU Cohesion Policy and the economic convergence of underdeveloped regions in Italy and Spain from the first programming period to the present: it investigates the political and institutional factors that determine the success or failure of implementing EU Cohesion Policy at national and sub-national level, as well as their impact on economic growth. On the wave of the American tradition of development studies, this book suggests that public policy analysis can be fruitful for understanding economic growth and cohesion, if it were to reconstruct domestic public interventions for development and the institutional characteristics of the subjects responsible for pursuing development goals. To do so, this book derives its theoretical foundations from the traditional debate on the role of state actors in promoting economic development and on the institutional characteristics that the public authorities involved in the process of economic development should display. More precisely, by adopting an Hirschmanian approach to development, it elaborates an original framework to compare different Cohesion Policy implementations and to understand its economic results in different countries, using Italy and Spain as pilot studies.

The transformations along these three dimensions density, distance, and division are most noticeable in North America, Western Europe, and Japan, but countries in Asia and Eastern Europe are changing in ways similar in scope and speed. The WDR has a different message: economic growth is seldom balanced, and efforts to spread it out prematurely will jeopardize progress. The UK and Italy saw the State take on a too-pervasive role in the 70s; the two nations responded in different ways. In the 1980s Great Britain embarked on a harsh process of privatizations while Italians struggled on until finally submitting to privatizations in their nation in the following decade. The deep crisis of the final years of the 21st century forced both nations to reconsider State interventions as an appropriate tool in order to protect the wellbeing of the national economy.

Book excerpt: This book demonstrates that twentieth century social stratification and the distribution of political and economic power in Italy cannot be properly understood without carefully analyzing the historical dynamics of the development of Italian society. This analysis is also needed to explain the woeful economic, and governmental and administrative performance of the strata that finally reached the levers of power. The Italian society and social and political system are in a crisis: development is uneven and the bureaucratic structures are in shambles. The roots of this crisis lie in the endemic underdevelopment typical of the second half of the nineteenth century. Clearly, they cannot be attributed to the historic failures of Fascism, Democracy, Catholicism or Marxism in Italy, but they are the outcome of a long history of underdevelopment followed by extremely uneven regional evolution leading to tremendous cleavages between ultra-modern and utterly antiquated phenomena, the juxtaposition of flexibility and rigidity, of optimistic enthusiasm and hidebound traditionalism, of extreme wealth and abysmal poverty, of high and low levels of earnings, and of a maladjusted, ill-functioning, uneasy combination of agricultural, industrial, and post-industrial society. All this is aggravated by the crisis in the church and by the North-South situation in which many millions of people have migrated from the South to the North, and by the ensuing struggle between a mass of lumpen proletarians and proletarian immigrants from the South, who are exploited as a work force for the industrial development of the North.
