Nowadays, 600 million people in sub-Saharan Africa (SSA) have no access to energy services, most of them living in rural areas. However, this region has an outstanding solar potential that could unlock cheap power generation through solar power systems. This raises the question of how rural communities in Africa could avail the benefits of renewable energy systems to gain access to electricity and develop sustainable and productive activities around while facing low purchase power, high interest rates, and high investment costs. The concept of decentralized energy-water-food system proposes a solution: it enables renewable energy access with biomass and solar energy for the private power of the local community, provides secure water supply and year-round irrigation, and increases their livelihood through the profitability of farming and generation of jobs. The concept is applied to a case study in rural Ghana and the least-cost design is obtained. An economic feasibility analysis is carried out on the evaluation of profitability and the total financial value generated for the main stakeholders. The results portrait the economic advantages of the proposed concept design,Äîa hybrid solar-biogas system,Äîto deliver affordable electricity, water, and food supply.

Book excerpt: This book provides a comprehensive analysis of the benefits and challenges of intensifying groundwater irrigation in Sub-Saharan Africa (SSA) for improving smallholder agrarian livelihoods. Only about 3% of the groundwater resources of Sub-Saharan Africa are used for irrigated agriculture despite the subcontinent’s relative abundance of groundwater. The majority of the region’s smallholders are highly dependent on seasonal dryland cropping, making them extremely vulnerable to uncertain weather patterns and droughts. Improved irrigation capabilities through sustainable groundwater development could unleash smallholder farming and make it a major driver of economic growth, poverty reduction, climate resilience, and improved food security. So, why is groundwater so underused? Tapping into groundwater requires a major shift in farming practices and it has its own challenges and requirements – smallholder access to land and finance for irrigation infrastructure and equipment, gendered and equitable adoption options. This whole list is framed in terms of what the smallholder farmers need. Hence, this should also be put in this context, supply chains, energy access, resource availability, and institutional support. The chapters in this book present a picture that is not only heterogeneous across the region, but also hold some common denominators. They serve to enrich the discourse and help better understand the barriers along the pathways toward the sustainable and transformative adoption of groundwater irrigation. The scientific information provided herein would be of interest to researchers, practitioners, decision makers and planners with interest in the region. Book excerpt: Most Sub-Saharan African countries try to promote rural electrification through both centralized and decentralized approaches. This guide focuses on the decentralized approach, providing practical guidance on how small power producers and mini-grid operators can deliver both electrification and renewable energy in rural areas. It describes four basic types of on- and off-grid small power producers, as well as several hybrid combinations that are emerging in Africa and elsewhere. The guide highlights the ground-level regulatory and policy questions that must be answered by electricity regulators, rural energy agencies, and ministries to promote commercially sustainable investments by private operators and community organizations. Among the practical questions addressed is how to design and implement retail tariffs, quality of service standards, feed-in tariffs, and backup tariffs. The guide also analyzes the regulatory implementation issues triggered by donor grants and so-called top-up payments. It provides a primer for nonengineers on interconnection and operating standards for small power producers connected to main grids and isolated mini-grids. It analyzes whether the option of small power distributors, used widely in Asia, could be employed in Sub-Saharan Africa, and addresses two often ignored questions: what to do 'when the big grid connects to the little grid' and how to practice light-handed regulation. Finally, the guide considers the threshold question of when to regulate and when to deregulate tariffs. All these implementation issues are presented with specific ground-level options and recommendations rather than just general pronouncements.In addition, to make the discussion more useful to practitioners, the guide provides numerous real-world examples of successful and unsuccessful regulatory and policy actions taken in Kenya, South Africa, and Tanzania, as well as Nepal, Sri Lanka, and Thailand. The component on ‘Poverty considerations in investments in agricultural water management’ focuses in more detail on poverty and gender dimensions. It consists of two parts. The first part is thematic and elaborates poverty and gender issues emerging from the literature that complement the other components of the Collaborative Program. Part two is empirical. Acknowledging the lack of empirical data on poverty impacts of investments in agricultural water management, the Collaborative Program initiated case studies throughout Sub-Saharan Africa. Eight case studies on ‘Agricultural Water Development for Poverty Reduction in Eastern and Southern Africa’, for which the field research was conducted in 2003/2004, were supported by IFAD (Peacock,2005). Further, the African Development Bank supported three case studies in West Africa in 2004, two by Kamara et al. (2004), and one by Babatunde Omilola (2005). Part two synthesizes the empirical findings of these case studies.

Book excerpt: Like in many parts of the world, water resources in sub-Saharan Africa (SSA) have been pivotal for human survival, economic growth, social development, and practicing certain religion and cultural ethos. However, in spite of the intrinsic values of water, its use and management in sub-Saharan Africa has not been without limitations. The demand for water resources is increasing mainly due to rapid population growth, industrialization and urbanization and dealing with water-related issues has been complex and challenging for sustainable growth. Whilst there are various efforts by national governments, non-government organizations and communities to effectively and efficiently utilize and manage water resources, there are few comprehensive studies in sub- Saharan Africa that show the impact of the efforts on poverty reduction. Although certain reports indicate that many SSA countries lack clear vision on how water use can be harnessed with pro-poor growth and how poor communities can be capacitated to use water for poverty reduction, there are little exhaustive studies that clearly show familiar and innovative water use and management interventions followed by communities, national governments and other stakeholders, and demonstrate the challenges and successes of the same. Cognizant of the knowledge gap, in 2012 OSSREA launched a research project on ordinary and innovative water use and management patterns and practices in SSA, with a view to generate new knowledge on unexploited opportunities that could enhance the contribution of water resources to poverty reduction. This anthology documents various issues including water use and management in agriculture especially in irrigation projects in Ethiopia, Kenya, Uganda and Zimbabwe; water harvesting in Kenya and Uganda; the role of local water use institutions in Ethiopia; and water source maintenance and protection in Uganda.

Given the inextricable linkages between the energy and agriculture sectors, integrating the nexus perspective within the FSS and the HLDE is crucial to formulate a joint vision of actions to advance the 2030 Agenda for Sustainable Development and the Paris Agreement. In this context, IRENA and FAO have decided to jointly develop a report on the role of renewable energy used in food chain to advance energy and food security as well as climate action towards the achievement of Sustainable Development Goals and the Paris Agreement. While energy has a key enabling role in food system transformation and innovation in agriculture, its current use is unsustainable because of the high dependence on fossil fuels and frequent access to energy in developing countries. The challenge is to disconnect fossil fuel use from food system transformation without hampering food security. The use of renewable energy in food systems offers vast opportunities to address this challenge and help food systems meet their energy needs while advancing rural development while contributing to rural development and climate action.

Confronted by these problems and more, SSA faces a bleak future of starvation and social collapse if traditional rainfed subsistence farming continues to be the dominant agricultural production system employed by the region's farmers. Traditional rainfed agriculture is practiced on 95% of the land currently being cultivated in SSA. It is in this context that this book, in an effort to help SSA countries, provides a comprehensive guide to science-engineering-based principles and methods that, if broadly implemented in conjunction with supporting government public policies and programs, could substantially and sustainably increase their domestic food production and associated improvements in living standards, reduce poverty, and foster multi-sector economic growth critical to the region's eventual ascension to industrialization. Dr. Woldezion Mesghinna is an Eritrean American who immigrated to the United States in the 1970s. He attended Cornell University, where he received his Bachelor of Science and Master of Engineering degrees in civil engineering, and later attended Utah State University, where he received his PhD in agricultural engineering, with a primary focus in irrigation and drainage engineering. Dr. Mesghinna is a registered professional engineer in California, Colorado, Wyoming, Arizona, New Mexico, and Utah, and has testified extensively as an expert witness on water rights cases in the United States. He is the principal engineer and president of Natural Resources Consulting Engineers, Inc. (NRCE), which he founded in 1989. NRCE is a civil, environmental, agricultural, and water resources engineering firm that provides consulting engineering services in a wide variety of areas both domestically and abroad. Dr. Mesghinna has simultaneously managed the implementation of complex multipurpose water resources project developments in Africa, in the United States, and especially for Native American tribes. Dr. Mesghinna is fluent in English, Tigrigna, and Amharic.

For example, in addition to environmental devastation, loss of life, and livelihoods, these regions have endured most of the “loss and damage” due to climate change impacts. How are they responding? What are the outcomes? And where do they go from here? Given this background, the book’s goal is to question assumptions about climate governance patterns, systems, institutions, and processes in these regions, using comparative analytical techniques while distilling information about policy outcomes that other approaches do not provide. It argues that these regions and individual countries within them have a lot to learn from and about each other rather than look to the Global North and wealthy countries for economic, political, and administrative models that hardly match their lived experience and ontological outlooks. The issue of water access and supply affects both rural and urban populations. At rural areas water is accessed in yard taps and in arid regions through water kiosks managed by private owners. Among the urban poor, water access is compromised by poor supply infrastructure especially among informal settlers and risks such as contamination during the supply chain are imminent This book therefore seeks to close this knowledge gap by 1) generating a water resources inventory for Sub-Saharan Africa region, 2) exploring the water crises in both its urban and rural settings, 3) understanding the causatives of the crises and 4) suggesting viable solutions to manage the water challenges using named case studies. The aim is to improve understanding on the region’s water problems and advise scholars and policymakers on priority research areas and action plans to better water management for sustainable development.
