Book excerpt: With the larger role that the agricultural sector plays in the Eastern Europe and Central Asian (ECA) region, emphasis must be placed on the sector's sustained growth and prosperity. The Bank strategy for rural development in the ECA region during the early phase of transition emphasized the reform of agricultural policies and assistance in privatizing, restructuring, and rebuilding agriculture and agro-industrial complexes. In retrospect, it can be seen that the ECA countries concerned made the right choice when they set their objective to transform their socialized agriculture into a private-ownership and market-based system. Given the developments of the past decade, it is clear, however, that the initial expectations for the outcomes of such reforms were overly optimistic. The transition process in agriculture is far more complex than originally envisaged by both the countries themselves and the international community, including the Bank. Increased social problems and alarming growth of poverty have added a new, unexpected, dimension to the transition process. As the analysis indicates, the region's rural economy is still struggling to adjust to new economic realities, and this will require further refinement and adjustment of the Bank's approach as well. This volume, based on an overview of recent regional developments, summarizes the revised World Bank assistance strategy for rural development in the ECA region.

The productive sectors, including agriculture and related industries, will be able to build on the solid foundations of this program. But the productive sectors are difficult and time consuming to reform, and it is not always easy to identify the actions that will bring about the desired changes and differentiate them from those that slow down the reform process. Both categories often look dangerously alike. A strategic plan is needed to help orient decision-makers in the maze of complex relations and detailed actions that are constantly required. The agricultural sector, because of its social and economic importance, has the potential to be either a brake or an engine for the reform program. The present farm crisis is only a reminder of this fact. This report is an attempt to define such a strategy for agriculture.

Book excerpt: This article, devoted to the issue of non-agricultural economic activity in rural areas, reports upon the latest statistical data, as well as material obtained by way of field study. Successive sections acquaint the reader with the contemporary functional structure of rural areas, the areas in which non-agricultural businesses are concentrated, the development of new functions in the countryside and factors favoring this development. The summary notes that Poland's period of transformation brought a dynamic development of activity of the above kind, albeit one that has not yet been able to make up for the earlier closedown of state-owned or cooperative enterprises. The greatest development of non-agricultural economic activity has been observed in city hinterland areas and has first and foremost involved the service sector and trade. In turn, the peripheral areas left more or less to their own devices have experienced slower development of business outside agriculture, in association with such unfavorable phenomena manifested therein as depopulation, unemployment, lack of investment, etc. These all contribute to deepening of the poverty existing in the aforementioned areas.

Book excerpt: Despite the continuous increase in the number of organic farms and in the areas in which organic methods are used, organic farming remains a niche sector, not only in Poland but also in other European countries. Nevertheless, a form of organic farming can still be attractive for part of farmers, particularly in view of the continuing financial support for this sector. This paper presents the state of organic farming in Poland and the production and economic conditions of agricultural production using the example of major agricultural production activities in organic farms. The results based on Agricultural Products Data Collection System AGROKOSZTY shows that the organic agricultural production is profitable and economically justified. In comparison with conventional production the low level of direct costs in organic production leads very often to higher level of gross margin from particular agricultural activities. The combination of low level of total costs and financial support for organic production gives organic farmers the higher level of income from each studied activity. The production capacity is limited but the production results seems to be not that important in organic farming than the balance between economic results, social conditions and environmental requirements.

Particularly “sensitive” areas for rural development in Poland are remote rural areas, which are dominated by small farms with small economic strength. In many cases further agricultural development is very difficult or even impossible for these farms. For a lot of farms adapting to the current market situation is to determine the direction of production and the choice of management system. In this regard, organic farming seems to be a good alternative for those farms also given the significant financial support for the sector. Besides, organic farming also consistent with the paradigm of sustainable development - especially the concept of sustainable environmental development and protection of environmental heritage.
