Book excerpt: This book examines the role of economic aid in the management and resolution of protracted ethnic conflicts, focusing on the case study of Northern Ireland. The book describes the results of a study of the role of economic aid within Northern Ireland, through the viewpoints of citizens collected in an opinion poll as well as community group leaders whose projects received funding, funding-agency civil servants and development officers. The study explains the importance of economic and social development in promoting cross-community contact as well as within single-identity communities, and the need for a multitrack intervention approach to transform the conflict in Northern Ireland. It makes an important contribution to our understanding of how economic assistance impacts on a divided society with a history of protracted violence and provides important perspectives on the "peace through development" idea. One of the key unanswered questions relating to economic aid and preventing future violence is that of the significance of external economic aid in building peace after violence. By examining the respondents’ political imagery, this book expands on existing work on economic aid and peace building in other societies coming out of violence. Northern Ireland’s changing social-economic and political context reflects the fact that economic aid and sustainable economic development is a cornerstone of the peacebuilding process. The goal of the book is to provide a foundational knowledge base for students and practitioners about the role of economic aid in building the peace dividend in post-accord societies. The book will be of great interest to students of conflict resolution, peacebuilding, Irish politics, peace and conflict studies, and politics and IR in general.

Book excerpt: The purpose of the paper is to identify and describe significant sources of foreign assistance and their interrelations, with emphasis on the US programs of assistance to less-developed nations. It is designed to provide a partial basis for further studies on coordination and effectiveness of these programs including problems associated with coordination of US economic and military assistance programs (MAPs). The paper covers programs and agencies extending capital grants and loans, investment guarantees, technical assistance, and other forms of economic assistance primarily to less-developed countries. Public sources such as governments, UN agencies, and US voluntary agencies are described. The International Monetary Fund (IMF) is also covered because of its role in stabilizing currencies that otherwise would endanger national development programs although it is not a source of economic aid in direct support of development programs. Military assistance is included only to the extent of the US program because of problems in coordinating US economic and military assistance. (Author).

Book excerpt: This reissue, first published in 1976, considers the rapid rate of economic growth in Kenya, combined with its apparent political stability, to determine whether or not this is indeed a case of ‘growth without development’ and, if so, where the responsibility for aid lies in this situation. The book concludes that while Kenyan growth has not been to an ideal pattern, accompanied by an increase in inequality, there is little or no reason to believe that living standards have not improved. It examines the impact of aid on Kenya’s progress at both the microeconomic and macroeconomic level and provides an institutional study of the impact of aid on Kenyan Government policy formation and administration and a discussion of British aid’s political purposes and influence in Kenya. The authors conclude that some of the effects predicted by the critics of aid are visible, but that the net effect on general living standards has been strongly positive, concluding that the problems constitute a case for improving aid procedures, but not against aid itself.

More generally, it offers an important contribution to our understanding of local peacebuilders, and how economic assistance impacts on a divided society.
