It summarises the main economic indicators in the EU and euro area, and their two-year trends. Economic projections point to robust growth, easing in the future, and falling unemployment. Risks are broadly balanced, but both internal and external challenges persist and may weaken economic recovery. A special 'economic focus' aims to provide a bird's eye view of industry and industrial policy in Europe, and provides an overview of various recent EU-level initiatives. Industry, which is particularly important for generating growth and which provides one in five jobs in the EU, is on a positive path with growing value added, output and employment. The study also explains the annual EU Budget, provides an overview of its main headings for 2018, and sets out the wider budgetary framework - the Multiannual Financial Framework (MFF) - currently covering the years 2014 to 2020. Amounting to €160.1 billion, the 2018 EU Budget focuses on priorities such as promoting sustainable growth, creating employment, especially for young people, and addressing migration and security challenges. While representing only some 1 % of the area's gross national income, the EU Budget has features that increase its overall impact, including the significant share of resources devoted to investment. The debate on the future of the EU Budget, which gained momentum in 2017, should lead to proposals for a post-2020 MFF and reform of the EU ́s financing system, which the European Commission is expected to table in May 2018.

It summarises the main economic indicators in the Union and euro area, and their two-year trends. The figures show that growth was moderate in 2018, at 2.1 %, although this is expected to deteriorate slightly in the coming months, given the poorer global outlook than a year ago. That said, unemployment is at a post-crisis low, and is expected to improve further, given positive labour market conditions. The study explains the annual EU budget, providing an overview of its headings for 2019, with the total amounting to €165.8 billion (or around 1 % of EU gross national income). The budget focuses on priorities that include stimulating investment, growth and research, the creation of new jobs – especially for young people – and addressing migration and security challenges. The wider budgetary framework – the multiannual financial framework (MFF) – is also analysed in the study, with key decisions on spending for the 2021-2027 period due to be taken during 2019. In this year's edition, the special 'economic focus' offers a bird's eye view of SMEs and SME policy in Europe, and of various recent EU-level initiatives in this field. The EU budget devotes particular attention to SMEs, given their central role in the European economy and in job creation. The EU needs to continue devoting efforts to improving European SMEs' access to finance, since despite recent improvements, they are still too heavily reliant on debt financing which puts them at risk in a downturn.

After some years of ‘soft budgetary carefreeness’, the European Budgetary Treaty boosted the movement of budgetary convergence in the EU. The ‘Six Pack’ and the ‘Two Pack’ consolidated the effectiveness of a new European budgetary order founded by the Maastricht Treaty and the Stability and Growth Pact. Even if mechanisms adopted by the Member States are formally different in law, conditions of European budgetary orthodoxy have been definitively hardened. This new rigor has a great impact on all the public administrations, as defined by the European Accounts System and Eurostat. The EU is a key-player of the budgetary game. This great power makes the EU accountable to the general economic situation within Europe and amongst all Member States. Budgetary regulation must be conciliated with preservation of some investment means to develop potential growth on the continent. ‘Giant in law’, the EU has to be responsible from an economic point of view. The problem is that, from a budgetary standpoint, the EU remains a ‘dwarf’. The European general budget is about 1% of the EU gross national income. The budgetary power of the EU is less than one twentieth of the USA federal financial power. Balance between ‘budgetary dwarf ’ and ‘giant in law’ is characteristic of ‘adolescence’ of the EU finances. Natural consequence of this situation, the EU capacities for redistributing and stabilization are still relatively limited. To overtake this powerlessness, the EU has used no budgetary tools by appealing to the European Investment Bank and the European Investment Fund. However, the ability of the EU to support public investment is not sufficient today to promote an authentic economic relaunching policy and to support the global competition, especially with the USA and China. With a ‘powerful brake’ and a ‘poor accelerator’, the risk is the European public investments continue to stand by. This is the investment paradox of the European budgetary order. Will the next negotiation on the multiyear financial framework post 2020 be able to change the point ? It is not sure, especially in the Brexit context. Negotiating an European financial agenda is always long and difficult. But, the exit of the United Kingdom could makes the game more disputed than ever. A thing is clear : beyond the technical and financial sizes of the new roadmap proposals established by the Commission, the democratic control of the European Parliament is still limited. The EU budgetary framework and timetable are too inert, not enough reactive, far from European citizens actually. In the historical moments we live, it is certainly a strategic mistake to not involve much more citizens and their representatives in the crucial negotiation on the long-term finances of the EU. This is the technocratic risk of the new European budgetary order.

Book excerpt: A stable euro area is the precondition for jobs, growth, investment and social fairness in our Union. Under the Treaties, the euro is the single currency of the European Union, and economic convergence and stability are objectives of the Union as a whole. Following the withdrawal of the UK from the EU, the gross domestic product (GDP) of the euro area will represent more than 85% of the total gross domestic product (GDP) of the EU. This is why the tools to strengthen the Economic and Monetary Union must not be separate but part and parcel of the overall financial architecture of the Union. In December 2017, as part of its roadmap for deepening Europe's Economic and Monetary Union, the Commission set out how new budgetary instruments could be developed within the framework of the EU's public finances to support stability and convergence within the euro area as well as towards it for those committed to joining. These proposals build on the vision of the Five Presidents' Report of June 2015 and on the Commission's Reflection Paper of May 2017, and deliver on the commitments made by President Juncker in his 2017 State of the Union Address. In the new Multiannual Financial Framework, two new instruments are proposed: a Reform Support Programme and a European Investment Stabilisation Function. These new instruments will help to support economic and social convergence and maintain macroeconomic stability by supporting reforms that foster resilience domestically and by helping to maintain investment levels in the event of large asymmetric shocks. They will complement other EU funds, notably the European Structural and Investment Funds and the new InvestEU Fund which builds on the success of the Juncker Plan. The new instruments will also strengthen the link between the EU budget and the European Semester, the framework for economic policy coordination in the EU and euro area.
