Book excerpt: The Advanced Fuel Cycle Economic Analysis of Symbiotic Light-Water Reactor and Fast Burner Reactor Systems, prepared to support the U.S. Advanced Fuel Cycle Initiative (AFCI) systems analysis, provides a technology-oriented baseline system cost comparison between the open fuel cycle and closed fuel cycle systems. The intent is to understand their overall cost trends, cost sensitivities, and trade-offs. This analysis also improves the AFCI Program's understanding of the cost drivers that will determine nuclear power's cost competitiveness vis-a-vis other baseload generation systems. The common reactor-related costs consist of capital, operating, and decontamination and decommissioning costs. Fuel cycle costs include front-end (pre-irradiation) and back-end (post-iradiation) costs, as well as costs specifically associated with fuel recycling. This analysis reveals that there are large cost uncertainties associated with all the fuel cycle strategies, and that overall systems (reactor plus fuel cycle) using a closed fuel cycle are about 10% more expensive in terms of electricity generation cost than open cycle systems. The study concludes that further U.S. and joint international-based design studies are needed to reduce the cost uncertainties with respect to fast reactor, fuel separation and fabrication, and waste disposition. The results of this work can help provide insight to the cost-related factors and conditions needed to keep nuclear energy (including closed fuel cycles) economically competitive in the U.S. and worldwide. These results may be updated over time based on new cost information, revised assumptions, and feedback received from additional reviews.

Book excerpt: Cost-Benefit Analysis (CBA) is an economic appraisal tool which can be used to inform an investment decision, for instance, the construction of a nuclear power plant. In a CBA, the costs and benefits are accounted for as fully as possible, allowing estimation of the net economic benefit associated with the project relative to a without-the-project scenario, or an alternative investment proposal. This publication suggests an approach for conducting a CBA for a nuclear newbuild project as part of a feasibility study. It presents a CBA framework which is built around four key steps to characterize a project: the project’s objectives, alternatives to the project, and the broad context; a financial analysis, including estimates of costs and profitability; an economic analysis, taking a broader view to include additional benefits and costs to society; and a sensitivity and risk analysis to assign a confidence level to key financial and economic indicators and identify the circumstances in which the project will generate value. The publication includes a case study to illustrate the framework’s application and describes, for example, the methodology used for valuing environmental benefits, such as emissions and pollution reduction. The publication is aimed at all stakeholders involved in the planning and decision-making on a nuclear new build project.

Book excerpt: The report presents several methods for estimating the power costs of nuclear reactors. When based on a consistent set of economic assumptions, total power costs may be useful in comparing reactor alternatives. The principal items contributing to the total power costs of a nuclear power plant are: (1) capital costs, (2) fuel cycle costs, (3) operation and maintenance costs, and (4) income taxes and fixed charges. There is a large variation in capital costs and fuel expenses among different reactor types. For example, the standard once-through LWR has relatively low capital costs; however, the fuel costs may be very high if U3O is expensive. In contrast, the FBR has relatively high capital costs but low fuel expenses. Thus, the distribution of expenses varies significantly between these two reactors. In order to compare power costs, expenses and revenues associated with each reactor may be spread over the lifetime of the plant. A single annual cost, often called a levelized cost, may be obtained by the methods described. Levelized power costs may then be used as a basis for economic comparisons. The paper discusses each of the power cost components. An exact expression for total levelized power costs is derived. Approximate techniques of estimating power costs will be presented.
